    International Reporting in Canadian Newspapers: Results of a Survey of Daily Newspaper Editors

    Abstract: Research demonstrates that the press performs an important role in interpreting world events for the Canadian population (both the masses and the elites) and serves as an information conduit linking the government and the governed in the policy-formation process. This study examines both of these roles of the press based on data collected from a questionnaire that was mailed to the editors of Canada's 107 daily newspapers in the spring of 1995. The data is also compared to that generated in a similar study of Canadian newspaper editors conducted in 1988. The study reveals that editors believe the mass public is much more powerful than newspapers in influencing Canadian foreign policy. Paradoxically, they rank international stories at the bottom of their hierarchies of importance, and the number of international stories published is declining. This limits both mass and elite input into the foreign policy process, and could prove to have a significant negative political impact. Résumé: La recherche démontre que la presse joue un rôle important en interprétant les événements mondiaux pour la population canadienne (masses et élites) et qu'elle sert de moyen de communication entre gouvernement et peuple dans le processus de formation de politiques. Cette étude examine ces deux rôles de la presse. Elle se fonde sur des données recueillies à partir d'un questionnaire envoyé aux directeurs des 107 quotidiens du Canada au printemps 1995. L'étude compare en outre ces données à une étude semblable de directeurs de journaux canadiens menée en 1988. L'étude révèle que les directeurs croient que le public a beaucoup plus d'influence que les journaux en matière de politiques étrangères au Canada. Paradoxalement, les directeurs placent les nouvelles internationales au bas de leurs hiérarchies de sujets importants, et le nombre de nouvelles internationales est en train de diminuer. Cette diminution limite la capacité des masses et des élites à contribuer à la formation de politiques, et pourrait entraîner des problèmes politiques significatifs

    The Irvings Cover Themselves: Media Representations of the Irving Oil Refinery Strike, 1994-1996

    Abstract: This article focuses on the media coverage of a strike at the Irving Oil Refinery in Saint John, New Brunswick, between 1994 and 1996. A variety of central issues are examined, including: monopoly ownership of the New Brunswick media by the Irving Group of Companies, the ideological presentation of strikes in general, and the representation of changing labour relations in a postindustrial, globally oriented society. The four New Brunswick English-language daily papers as well as selected English-language papers elsewhere in Canada were analyzed for their representation of the strike. The paper argues that the media coverage reinforced an ideology of defeatism and aided in the increased legitimation of a "roll back" orientation in our society. Résumé: Cet article porte sur la couverture médiatique d'une grève ayant lieu à la raffinerie de pétrole Irving à Saint John au Nouveau-Brunswick entre 1994 et 1996. L'article examine une diversité de questions centrales, y compris: le monopole des médias du Nouveau-Brunswick que détient le Groupe de compagnies Irving, la présentation idéologique de grèves en général, et la représentation de rapports de travail changeants dans une société post-industrielle sujette à la mondialisation. L'article analyse la représentation de la grève faite par les quatre quotidiens anglophones du Nouveau-Brunswick ainsi que par des quotidiens anglophones sélectionnés ailleurs au Canada. Cet article soutient que la couverture médiatique renforça une idéologie de défaitisme et aida à accroître la légitimité d'une orientation vers les coupures dans notre société

    Investing in On-line Learning: Potential Benefits and Limitations

    Abstract: Many universities and colleges have started to invest heavily in on-line teaching. Why are institutions across the world doing this? Is the investment justified? This paper attempts to answer these questions by drawing on results from three Canadian case studies. The studies indicate that on-line learning can open up new markets. The flexibility of on-line learning makes it particularly appropriate for mature, "lifelong" learners. Students appreciate the opportunity to work collaboratively and closely with teachers and colleagues from across the world. Under the right conditions, on-line learning can be cost effective and even profit-making. However, financial management, technical support for faculty, allocation of revenues to those units that take the risk, professionalism, and a team approach to course development and delivery are all critical factors for success. Résumé: Plusieurs universités et collèges ont commencé à investir considérablement dans l'enseignement en ligne. Pourquoi des institutions autour du monde sont-elles en train de faire ceci? Peut-on justifier un tel investissement? Cet article essaie de répondre à ces questions en recourant aux résultats de trois études de cas canadiennes. Ces études indiquent que l'apprentissage en ligne peut ouvrir de nouveau marchés. Sa flexibilité le rend particulièrement approprié pour les étudiants plus âgés ayant des responsabilités de travail ou de famille. Les étudiants en général apprécient l'occasion de collaborer de près avec des enseignants et des collègues autour du monde. Dans les bonnes conditions, l'apprentissage en ligne peut être rentable et même profitable. Cependant, plusieurs facteurs critiques sont nécessaires pour rencontrer le succès, y compris une bonne gestion fiscale, un appui technique pour le corps enseignant, l'allocation de revenus à ces unités qui prennent un risque, le professionnalisme, et un bon esprit d'équipe dans le développement et l'enseignement des cours

    The University as Public Sphere

    Abstract: There is a certain parallel between arguments about the decline of the public sphere and the decline of the university today. Both institutions are said to be increasingly fragmented and politicized. In this paper, I mobilize Nancy Fraser's alternative account of the public in order to defend contemporary political changes in the university, such as affirmative action or women's studies programs. Such changes are necessary to transform an elite institution into a more democratic one and, in addition, they broaden the scope of our knowledge. Résumé: On peut établir un certain parallèle entre les arguments concernant le déclin de la sphère publique et le déclin de l'université aujourd'hui. On dit que les deux institutions deviennent de plus en plus fragmentées et politisées. Dans cet article, j'utilise le compte-rendu alternatif de la sphère publique donné par Nancy Fraser pour défendre les changements politiques contemporains dans l'université, comme l'action affirmative ou les programmes d'études des femmes. Ces changements sont nécessaires pour transformer une institution élite en institution plus démocratique et ils contribuent en outre à élargir l'éventail de nos connaissances
