    McLuhan: Where Did He Come From, Where Did He Disappear?

    Abstract: Writings by and about McLuhan trace his interest in the comparative study of media to his literary training at Cambridge in the 1930s which was occupied with the aesthetics of sight and sound and the predominance of representational forms over the content represented. This paper puzzles over the lack of reference -- by McLuhan, his mentors, and his critics -- to an earlier group of British thinkers (from Shaftesbury to Adam Smith) who deliberated over the differences among the arts. Their treatises on how the mind processes visual and auditory information remarkably foreshadow McLuhan's assertion that the media constrain how we think and feel. Present-day debate over the effects of new media technology, as well as current theories of reception, reflect McLuhan's stimulating (though exasperating) insights. His footprints also point to cognitive science and, of course, to globalism. Résumé: Les écrits de McLuhan et ceux sur lui attribuent son intérêt pour l'étude comparative des médias à sa formation littéraire à Cambridge dans les années trente, formation portant sur l'esthétique du son et de la visuelle, et sur la prédominance de formes représentatives sur le contenu représenté. Cet article s'interroge sur le manque de références -- tant chez McLuhan que chez ses mentors et ses critiques -- à un groupe antérieur de penseurs britanniques (de Shaftesbury à Adam Smith) qui délibérèrent sur les différences parmi les arts. Leurs traités sur comment l'esprit assimile l'information visuelle et auditive présagent de manière remarquable l'assertion de McLuhan que les médias forment nos pensées et nos sentiments. Les débats contemporains sur les effets de nouvelles technologies médiatiques, ainsi que les théories de réception courantes, reflètent les idées stimulantes (quoique exaspérantes) de McLuhan.     Invoking Public Support for Public Broadcasting: The Aird Commission Revisited

    Abstract: This paper tests the Aird Commission's claims to speak on behalf of the Canadian public in its landmark 1929 report against the public interventions on file in the National Archives of Canada. Its specific claims concerned radio's educational component, wavelength allotment, advertising, Canadian content, and state ownership. The paper reveals the extent to which the public interventions were inconclusive on the specific question of radio's nationalization. The paper argues that the Aird commissioners used the public hearings to legitimize their own commitment to a national, publicly owned broadcast system by depicting public opinion in its final report as consensual when in fact there was considerable division among interveners. Résumé: Cet article évalue les réclamations de la commission Aird (à savoir qu'elle représentait le public canadien dans son Rapport marquant de 1929) en comparant celles-ci aux interventions publiques classées dans les Archives nationales du Canada. Les réclamations spécifiques du Rapport portaient sur le rôle éducatif de la radio, l'allocation des ondes, la publicité, le contenu canadien, et la propriété d'état. Cet article révèle le degré auquel les interventions publiques étaient peu concluantes sur la question spécifique de la nationalisation de la radio. L'article maintient que les commissionnaires du Rapport Aird ont utilisé les audiences publiques pour légitimer leur propre attachement à un système de radiodiffusion national appartenant à l'état en décrivant l'opinion publique comme étant unanime, quand en réalité il y avait des divisions considérables parmi les intervenants

    Abstract: This paper addresses the question of the future of Europe under the conditions of the postmodern communications geography in which we now live. The paper explores the cultural dimensions of the issues (concerning the regressive nature of the images of a white, Christian Europe) which lurk beneath the economic ``bottom line'' of the European Union's attempts to create a single market in the audiovisual sphere. In this context, the paper also offers an analysis of the recent resurgence of ethnic nationalisms, as an index of the continuing significance of ``rituals of exclusion'' in contemporary European culture. This recalcitrant desire for the ``purification'' of cultural space is argued to indicate the widespread yearning for the ``lost'' (impossible) Heimat of the single Ethnos, from which alterity has (somehow) been eliminated. Résumé: Cet article adresse la question de l'avenir d'une Europe dans les conditions de la géographie des communications postmoderne que nous vivons actuellement. Cette article explore les dimensions culturelles des questions (concernant le caractère régressif de l'image d'une Europe blanche et chrétienne) qui sous-tendent l'absolutisme économique des tentatives que fait l'Union européenne de créer un marché unique dans le domaine audiovisuel. Dans ce contexte, cet article offre aussi une analyse de la résurgence récente de nationalismes ethniques, comme indice de la signification continue de "rites d'exclusion" dans la culture européenne contemporaine. Nous soutenons que ce désir récalcitrant pour la "purification" de l'espace culturel indique une nostalgie répandue pour une appartenance "perdue" (impossible) à une ethnie unique, de laquelle on aurait éliminé (d'une façon ou d'une autre) l'altérité

    Abstract: This article's prime aim is to provide an exegesis of Raymond Williams's neglected "mature'' theorization of means of communication. Much of this aspect of his cultural materialism is articulated as a critique of Marshall McLuhan. Williams attempts to recover and develop what he saw as the lost early promise of McLuhan's work. The article thus takes the form of an account of the complex relationship between the two authors' projects from their common origins in English literary criticism through to Williams's rejection of McLuhan's proto-postmodern avant-gardism. The normative sociological typologization of means of communication offered by Williams is argued to be directly relevant to contemporary research. Résumé: Le but principal de cet article est de donner une exègèse des théories "matures" négligées de Raymond Williams sur les moyens de communications. Williams articule une bonne partie de cet aspect de son matérialisme culturel sous forme d'une critique de Marshall McLuhan. Il essaie de récupérer et de développer ce qu'il perçoit comme la promesse inaccomplie des premiers ouvrages de McLuhan. Cet article prend ainsi la forme d'un compte-rendu du rapport complexe entre les projets des deux auteurs, -- partir de leurs origines communes dans la critique littéraire anglaise jusqu'au rejet par Williams de l'avant-gardisme postmoderne avant la lettre de McLuhan. L'article soutient en outre que la typologie sociologique normative des moyens de communications offerte par Williams est directement pertinente -- la recherche contemporaine
