    KNOWLEDGE MANAGEMENT AS AN ASSISTANT IN DATA PROCESSING AND DATABASE FOR PSYCHOPHYSIOLOGICAL TESTS

    In nowadays modern society is a knowledge society and we are living in the information communication technologies century, so smart use of different computing tools, instruments and techniques are more and more used and applied for the problems of getting relevant information from the ever-increasing data flow and surrounding information problems resolving. Evaluation of children visual perception is not an exemption. In previous articles, authors described how mechanical skills of children\u27s visual perception can be thoroughly evaluated by computerized system assistance that rates mechanical skills of perception or the computer screening. This computerized approach is a unique and promising opportunity, even a new method, of children\u27s development level of visual perception evaluation at a very early age. In addition – with such evaluation by the computerized system there is not only possible to exclude the risk of the human factor (subjective assess or overlook), but the possibility to get extreme time-saving and extra accuracy of computer-aided tests. Extra fast test results proceeding is the main advantage of the computerized psychophysiological tests, especially when computing of tests means technical resolution and value-added outcome of tests results. The main purpose of this study is to consider how the KM system can be used as an assistant in data processing and creation/storage of databases for psychophysiological tests, especially for DTVP tests in the ImageJ computer program

    CHALLENGES IN PROVIDING QUALITATIVE LEGAL EDUCATION IN THE CONTEXT OF COVID-19: EXPERIENCE OF RĪGA STRADINS UNIVERSITY

    The spreading of COVID-19 since March 2020 has had a profound and irreversible impact on all spheres of life around the world. The long-term impact of the pandemic with unpredictable consequences will also be observed in the field of education. The aim of the article is to analyse the potential impact of COVID-19 on the providing of qualitative legal education.  Full-fledged assurance of the qualitative education is linked to common conditions for acquiring of knowledge, skills and competences. There are certain specifics in obtaining legal education, especially higher education. It is related to a combination of circumstances that are relevant to the specific knowledge, skills and competences to be acquired by lawyers and legal assistants. In 2020 a new standard for the legal profession was approved, which not only defines new qualitative requirements for the relevant profession, but also determines the need to make adjustments in the relevant study programs. The process of implementing and performing qualitative legal education in the current circumstances is being transformed in line with the international   and national regulatory frameworks in the context of management of COVID-19. As research methods descriptive, analytical and synthetic methods are used by the authors.

    VALIDITY AND RELIABILITY OF THE FLOURISHING SCALE: LATVIAN VERSION

    The objective of this study was to assess the psychometric properties of the Latvian version of the Flourishing Scale (FS), created by Diener et al. (2010). FS is a brief self-report measure of the respondent’s well-being and success in areas of relationships, self-esteem, purpose, and optimism. The scale provides a single score across 8 items. The original FS was translated to Latvian and then back to English. The Satisfaction with Life Scale and Meaning in Life Questionnaire was applied for testing the convergent validity of the FS. Participants of the study were 191 people, ranged in age from 19 to 68 (159 women, mean age M = 30.62, SD = 9.50). Reliability analysis, exploratory and confirmatory factor analysis (EFA and CFA) of the scale were performed. EFA indicated a one-factor structure. Results showed that the Latvian version of FS has good psychometric properties and demonstrated convergent validity. Testing of the original model by CFA resulted in acceptable fit indices

    RELATIONSHIP BETWEEN PSYCHOLOGICAL RESILIENCE AND SELF-CARE STRATEGIES OF HEALTHCARE PROFESSIONALS DURING COVID-19 PANDEMIC IN LATVIA

    As the worldwide pandemic of Covid-19 continues, health-care professionals (HCP) have been exposed to different hazards, and there is a need to explore psychological resilience in crisis situations, and to give recommendations for its strengthening. The aim of this study was to examine relationship between psychological resilience and self-care strategies in HCP of Latvia, controlling for gender and age during Covid-19 pandemic, and to determine whether the psychological resilience and self-care strategies differ between HCP and professionals in other fields (POF) unrelated to healthcare. Method. The sample consisted of 1723 employees, who during the state of emergency continued to work in their profession; they were divided in two groups - 77 HCP (18 men, 59 women, age M = 46.23 (SD = 14.43)) and 1646 POF (720 men, 926 women, age M = 44.98 (SD = 11.93)) as comparison group. Specific data of national representative cross-sectional online survey (N = 2608), performed in July, 2020, were selected – demographic items, 7 items forming Psychological Resilience Scale and 17 item forming Self–care Strategies Questionnaire (consist of 4 scales: “Spiritual resources”, “Social support”, “Free time activities”, “Time management”). Results. “Time management” was only predictive for Self-care strategy for psychological resilience in both HCP and POF group. Neither age nor gender predicted psychological resilience in HCP group. No statistically significant differences for major variables between HCP and POF were found. Conclusions. The results suggest that performing such Self-care activity as time management can help to promote psychological resilience of the employees regardless of profession. Given the workload of HCP in pandemic, this is an important result. HCP psychological resilience and used self-care strategies during COVID-19 are not different from POF

    ON THE COASE THEOREM AS A THEORETICAL BASIS FOR THE KYOTO AND PARIS PROTOCOLS

    Purpose of the study: a critical examination of the so-called Coase theorem, which is largely the theoretical basis of the idea of trading in emission quotas for greenhouse gas emissions. Since the research is theoretical, research methods: critical analysis of texts written by researchers who adhere to the economic mainstream and theoretical construction. In our opinion, Coase\u27s theorem is essentially reduced to indicating that two conditions are implicitly assumed in the proof of the optimality of the ideal market model: 1) the absence of transaction costs; 2) fully defined property rights to all resources, in any way involved in the transactions in question. The problem is that these two conditions in a situation of environmental problems are completely unrealistic. Therefore, the question of optimal environmental and economic regulation cannot be considered closed. Moreover, it is impossible to present this problem as already solved when writing textbooks for students and graduate students. Those who study must be aware of the real complexity of the problem of unwanted externalities destroying the Earth\u27s biosphere. Only in this case, having become managers and politicians, they will be able to stop negative processes in the biosphere and implement the declarations adopted in Rio de Janeiro, Kyoto and Paris in the common interests of all people living on Earth.

    MULTIMEDIA ENVIRONMENT AS A FACTOR OF INFLUENCE ON THE DEVELOPMENT OF PRESCHOOL AND PRIMARY SCHOOL CHILDREN

    New media and leisure activities, often referred to as the media environment, have been a powerful factor influencing the development of the modern child. More often this influence is associated with the negative consequences caused by the fascination with gadgets (weak social skills, dependence on devices, poor academic performance, etc.). The relevance of the topic of our research is due to the insufficient amount of data that would allow a) to determine the ways of development of the multimedia component of the process of upbringing and teaching children of preschool and primary school age, b) the lack of reasoned and research-based data on the influence of the multimedia environment on the child, c) to identify problems of use of new means of information and entertainment by the child; e) to find pedagogical means of preventing negative consequences that may arise in connection with the use of media by children. In the course of the study, the time of classes in the multimedia space, the structure of using various types of devices, the presence of parental control in this process and the presence of children with addiction were determined

    CONCEPTUAL MODEL OF TRAINING HIGHLY QUALIFIED PERSONNEL USING INFORMATION AND COMMUNICATION TECHNOLOGIES

    The article is devoted to the study of foreign theory and experience in designing a system of training highly qualified personnel using information and communication technologies and comparing them with domestic specifics in this area. In response to the need for training highly qualified personnel capable of solving research and pedagogical tasks in key areas for the development of the state, the purpose of this comparative study was to identify relevant and verified parameters for designing a conceptual model of the system for training scientific and pedagogical personnel in graduate school using ICT tools. The research is based on the analysis of domestic and foreign scientific and pedagogical literature devoted to the problems of training graduate students using ICT tools. To obtain empirical data, we applied the method of integrated observation in the design, administration and development of the postgraduate educational program; questionnaire surveys of graduate students, research supervisors and members of the state examination commission and in-depth interviewing of experts in the field of training highly qualified personnel with subsequent content analysis of the data obtained. As a result, we analyzed and systematized, taking into account the specifics of the use of information and communication technologies, such aspects of training highly qualified personnel as: theoretical, methodological and methodological provisions, personal, professional and regulatory requirements for graduate students and scientific supervisors, implementation and administration of the educational process in graduate school, including against the background of conditions of remote interaction, features of intermediate and final assessment of the formation of competencies of graduate students. The study opens up significant prospects for the practical application of the results obtained in the educational process.

    THE RELATIONSHIP BETWEEN CIVIC FACTORS AND THE MIDDLE PROFICIENCY LEVEL OF CIVIC KNOWLEDGE

    This study explores the relationship between civic and citizenship factors and the middle proficiency level of students’ civic knowledge in the Baltic countries: Estonia, Latvia and Lithuania. The study uses large scale data from the IEA’s International Civic and Citizenship Education Study (ICCS) 2016. According to ICCS 2016, 39% of students from the three Baltic countries and only 26% of students from the Nordic countries had a middle proficiency level of civic knowledge. This middle proficiency level is the largest group in comparison to other levels. Therefore, the study aims to recognise the differences between the highest and lowest achievements in the middle proficiency level of civic knowledge and to examine the relationship between factors such as background, values, behaviour, citizenship activities and attitudes. Multivariable linear regression was used for the data analysis, creating several models. The results show that there are different factors associated with the highest and lowest achievements in the middle proficiency level. For example, the results indicate that students with a lower proficiency level participated in illegal protest activities more often and had lower critical thinking skills. Moreover, the research investigates differences inside the middle proficiency level of civic knowledge and between the lowest middle-level students and students from the lower level of civic knowledge

    LESSONS OF COURSANTS OF MILITARY PENTATHOL

    Military-applied sports are effective means of physical, moral and psychological training of servicemen for combat activities. A single universal program for training cadets by means of military pentathlon is not described in the special literature. The goal is to summarize the experience of building the training process in military all-around in military universities. 40 coaches of national teams in military pentathlon of 7 universities of Ukraine were surveyed. Results. Physical training of cadets by means of military pentathlon contributes to the formation of their professionalism - it improves applied skills, physical and functional readiness for combat operations. Sports result in military pentathlon to the greatest extent depends on the level of development of athletes\u27 aerobic and speed-power endurance, as well as speed-power qualities. Most often, an obstacle course and throwing are combined in one workout. Regardless of the training period, most of the time is devoted to cross training. Conclusions. The opinions of the coaches on the key issues of building the training process differ significantly, which means that there is no single training methodology for military pentathletes in the universities of Ukraine. Research on the establishment of a scientifically grounded ratio of training volumes of military pentathletes is urgent.

    CHANGES TO STAFF TRAINING STRATEGIES IN A BUSINESS ORGANISATION IN TERMS OF LEARNING AND COMPETENCE DEVELOPMENT

    This paper presents the findings of a study on attitudes of employees of business organisations towards changes in their development strategies in terms of learning and competence development. The study is based on the assumption that the lack of corporate staffs’ competences hinders innovation, impairs the quality of activities, while the engrained conventional approach towards staff training prevents from using workplace opportunities of self-study and competence development. The study identifies the following practical issue: conventional staff training, principles and methods of competence development that depend on direct and virtual learning are not always effective lately. An analysis of the research participants’ attitudes can help to answer the following problematic questions in more detail: are the acquisition of competences, trainings held, and employee learning considered identical phenomena? What is the efficiency of staff training and competence development activities or the learning tools applied? What does the application of the principles of staff training and competence development in an organisation mean in practice? The article, therefore, is aimed to analyse the changes in staff development strategies in terms of employee learning and competence development from the perspective of corporate staff.
