THE COMPOSITION OF THE ADMINISTRATIVE OFFENCE AND THE PROBLEMS OF ITS QUALIFICATIONS
The administrative-legal science pays a great attention to the study of administrative offences’ qualification. When analyzing any part of an administrative offence, the issues of qualification always take the lead. This paper focuses on the most controversial and at the same time practically important issues. The composition of an administrative offence is a legal basis for the qualification of an administrative offence in accordance with a specific article of the law establishing administrative responsibility. The structure of an administrative offence is a combination of four elements: the object, the objective side, the subjective side and the subject, the presence of which is necessary and sufficient for the recognition of a socially harmful act as an administrative offence. These elements are called necessary because they must be present in any case when deciding whether to bring to administrative responsibility. In the absence of at least one of these elements, a person cannot be held administratively liable. In this paper, the composition of an administrative offence is considered as the basis for the qualification of administrative offences. In connection with the mentioned above, the problems’ study of administrative offences’ qualification, necessitates the further theoretical study of issues related to its concept, purpose, and implementation
CORRELATION OF INTERNAL COMMUNICATION WITH EMOTIONAL INTELLIGENCE IN PROJECT TEAMS IN ORGANIZATION “X”
Nowadays, due to the fierce market competition, the volume, complexity and requirements of projects are increasing, resulting in intensive communication in project teams. Statistics show that one out of five projects is unsuccessful due to ineffective communication. The role of emotional intelligence in project management has been little studied, but it is believed that promoting emotional intelligence can improve internal communication within the project team. The aim of the research was to study the emotional intelligence and internal communication correlation of project managers and team members in organization “X” in order to develop proposals for the management of organization “X” for promoting emotional intelligence and improving internal communication. The emotional intelligence of project managers and team members was measured by using a survey of emotional and social intelligence competencies. Internal communication in project teams was assessed by using a survey based on aspects of effective internal communication within the project team. The results of the study showed that there is a statistically significant and strong correlation between emotional intelligence of project managers and team members and internal communication in project teams. “Self-management” and “social awareness” or the ability to adapt to other people were identified as the most important competencies of emotional intelligence which are required in order to improve internal communication.

RELATIONSHIP BETWEEN COGNITIVE RESERVE, MOTOR RESERVE AND THALAMUS VOLUMETRY IN OLDER ADULTS
With the increasing worldwide population, an ongoing escalation in mild cognitive impairment and dementia is predicted. Motor reserve – the cumulative physical activity experience gained throughout life, as well as cognitive reserve – the brain’s ability to overcome a pathology, such as neurodegenerative disorders, - has been identified as protective factors in cognitive decline. Thus, this study aimed to investigate the relationship between cognitive reserve, motor reserve, and brain volumetry in older adults. 44 older adults (M = 70, SD = 5.18, 77.3% female) with no self-reported significant neurological, ongoing oncological etc. disorders that might limit their participation in the study were involved in the study. All participants underwent a thorough life-style and psychological assessment, as well as structural brain MRI analysis. Overall, our study indicated the significance of a combination of lifestyle factors in predicting thalamic volume. The results of this study indicate that life-long participation in physical, intellectual, and social activities could be beneficial for preserving the volume of thalamus, which is among the first to decline due to aging
THE ANALYSIS OF FUTURE PRESCHOOL TEACHERS\u27 MOTIVES FOR LEARNING A FOREIGN LANGUAGE
The article focuses on the relevance of the study of future preschool teachers’ motivation for learning foreign languages, which is as follows: the ability to formally and informally communicate with foreign colleagues at conferences, seminars, symposia for discussing current issues of preschool education, the search for new text, graphic, audio and video information contained in foreign language materials for professional purposes, the creation of a foreign language educational environment in a preschool institution in order to teach children the elements of a foreign language. A definitive analysis of the concept of “motive” in domestic and foreign scientific sources is carried out. Based on the definition of motives for learning a foreign language by second-year students – future preschool teachers (according to the method of O.Yatsyshin), as well as on the observation of their activities in the process of learning English and during confidential conversations with them, the students’ motives for learning English as a foreign language are analyzed. Psychological and pedagogical conditions of the formation of future preschool teachers’ motives for learning English as a foreign language are presented: organization of cross-cultural communicative activity of students, creation of situations of guaranteed success during the learning process, creation of a professionally oriented educational environment. It is emphasized that the abovementioned conditions should be both interconnected and interdependent; they should also be implemented in the educational process of a higher education institution not gradually, but simultaneously and systematically, in order to receive the sustainable positive motives of future preschool teachers for learning a foreign language.

‘E-TAP’ CURRICULUM FOR VIRTUE EDUCATION: A FIT ANALYSIS TO THE ‘SKOLA-2030’ CURRICULUM
The virtue education curriculum ‘e-TAP’ is one of the recent efforts for improving character and virtue education at school in Latvia from preschool till grade nine. The objective of this research was to provide evidence regarding whether this curriculum is appropriate (‘fits’) to the Latvian context, in particular in reference to the Skola-2030 curriculum. Based on fit and feasibility theory, this work addressed the research question: “How does the treatment of virtues of the e-TAP curriculum fit to the treatment of virtues of the new Skola-2030 curriculum?”. The analysis used statistical descriptive frequency analysis of the virtues of each programme and comparative analysis between the two document sets included in each of them, using Excel software. The results show that Skola-2030 programme stresses performance and civic virtues, while the e-TAP programme underlines moral and intellectual virtues. Performance virtues are the most important ones in Skola-2030 (38 %), but account only for 17 % in the e-TAP curriculum. In addition, in Skola-2030 curriculum civic virtues account for 23 %, while in e-TAP they are only 8 %. In the e-TAP curriculum, moral virtues account for half of all the mentions (50 %) and intellectual virtues for 25 %, whereas in Skola-2030 those virtue groups account for 22 % and 18 %, respectively. The high ‘complementarity fit’ of both programmes suggests that the e-TAP curriculum could considerably enrich the Skola-2030 educational offer. Suggestions for e-TAP programme improvement and further research are put forward.
DISCOURSE ON PROFESSIONALISATION IN THE PRACTICE OF PUBLIC HEALTH PROFESSIONALS PROVIDING SERVICES TO PERSONS WITH DISABILITIES
This article is aimed to discuss findings of the study on professionalisation in the practice of public health professionals who provide services to persons of all ages with disabilities. The following problematic questions are raised: how does a public health specialist become a professional competent in providing their services to all citizens, regardless of age or health status? What are the possible professionalisation ways and opportunities for public health professionals who provide services to persons of different age with disabilities? The article presents a theoretical discourse of the professionalisation process, as well as results of the qualitative research so as to provide insight into possible ways (opportunities) for professionalisation of public health professionals in providing services to persons of different ages with disabilities. The study is novel in that it discloses dimensions (professionalism and professionism) of a public health specialist’s professionalisation process in working with persons of different ages with disabilities. As findings of the study show, the dimensions are theoretically inseparable from each other, though, with quite different ways of professionalisation in practice. The study has established that the ways of professionalisation (1.Work-based learning; 2.Reflection and activities; 3.Reflection on activities (formalisation of unexpressed competencies); 4.Reflection for activities; 5.Organisational culture and activities; 6.Integration/assimilation of knowledge) enable a person to develop existing competencies, to construct a professional identity through the integration of both aspects of relevance of professionalisation ways: practical activities and reflection.
STUDENT PERFORMANCE IN EMERGENCY REMOTE LEARNING AND ASSESSMENT IN SIMULTANEOUS INTERPRETING TRAINING
The paper covers some issues of student performance in Simultaneous Interpreting modules during the emergency remote training in March – June 2020 when many universities around the world had to switch quickly to online synchronous training. Simultaneous Interpreting was chosen for this research since the existing IT platforms for online training are not sufficient in view of the complexity of simultaneous interpreting training which requires special equipment and the availability of two channels of communication. The research explores the main challenges facing trainers and students when they had to move to emergency online teaching and learning and assesses the performance of students in synchronous online simultaneous classes and final examinations or assessments. The study is based on qualitative methods guided by grounded theory and engaged 17 teachers and 24 students at seven universities teaching Simultaneous Interpreting modules. The results of the research showed that the move to emergency remote teaching and learning did not have any significant impact on the performance of students and their assessment in the remaining part of the module. Academic teams came up with a number of innovative solutions for remote teaching, learning and assessment which should be studied further in order to develop effective tools which could be used in synchronous online simultaneous interpreting teaching and learning in the future.
METHODS OF CORRECTION BY SPEECH THERAPY IN ESTABLISHING OF VERBAL COMMUNICATION FOR NON-VERBAL CHILDREN IN PRE-SCHOOL AGE
According to the experience of many speech therapists, lately, there is a growing number of non-verbal children. Such a tendency is observed not only in special pre-school education institutions but also in general pre-school institutions. These children need the help of a speech therapist who can determine the speech therapy conclusion and choose the methods of correction. The goal of the research is to explore and analyze the effectiveness of the methods of corrections by speech therapy in the creation of verbal communication for non-verbal children in pre-school age. The correction activities consist of several stages, and as a result, children learn the skills of verbal communication and according to their abilities, use this type of communication in their daily life. Conclusions. The corrective work by speech therapy is done in a way that the speech disorder in pre-school age is eliminated or minimized. The complex impact can bring optimal results in the correction of speech disorders
