Get PDFThe demand for low-qualified labour has been declining in recent years, however, there are still institutions where a large number of employees are low-qualified workers. In the field of personnel management, effective personnel management is important, however, it is the management of a low-qualified workforce that can be a challenge. Unlike a highly skilled workforce, there may be problems with perception, performance, accountability, execution of orders and even interactions with each other. Novelty is based on the concept of efficiency and measuring efficiency in low-qualified workforce management, summarizing and analysing the factors influencing job performance and the skills and competencies existing and necessary for management to assess personnel management as effective. By analysing the current situation in Babīte Secondary School, it is possible to obtain specific facts about the existing shortcomings in order to model the effective management process in the school

Get PDFThe Baltic States are three small countries on the Baltic coast - Estonia, Latvia and Lithuania, which are united by their geographical location, many centuries-old history, as well as joint cooperation. Since 2018, a new tax reform has entered into force in Latvia, which is planned to be implemented gradually from 2018 to 2021. In Estonia, too, significant changes were made in tax policy in 2018. In Lithuania, the new tax reform was introduced in 2019, which, similarly to Latvia, will continue until 2021. Changes in all countries affected labor taxes, which in turn affected the calculation of wages. ADMINISTRATIVE LIABILITY OF LEADER OF THE CONGREGATION
Get PDFThe subject of the article is administrative liability of leader of the congregation. The influence of the church on the affairs of the state has decreased, which means that society is becoming secular, one in which the churches separate from the state, but in any case, church exists but does not dominate over the state. So, the responsibility of the church leader must also be separated from religious affairs. The liability of the leader of the congregation should not be considered as religious movement specified in the statutes of the congregation, but as complying of the duties delegated by the state. The research aim is to analyse the duties of the leader of the congregation and the basis of administrative liability, define in which cases the normative regulation provides for administrative liability, offer solutions in the normative regulation where the type of liability is not specified. Propose amendments to the existing regulatory framework. The conclusions of the research work shows that if the administrative liability of the leader of the congregation for incomplete comply or failure of the duties delegated by the state is provided for in the normative regulation, then the existing polity is protected and the relations between the state and the church are more precisely regulated
