THE THE WORD CHAIN TEST: THE NORMATIVE DATA FOR STUDENTS FROM GRADES 1 TO 9
The Word Chain Test (WCT) is a rapid screening procedure that appears to identify primary and secondary school students with poor silent word decoding abilities. The WCT was adapted to the Latvian language in 2003. However, norms for the test had yet to be established. The study is aimed to develop the WCT normative data set for students from grades 1 to 9. Students from grades 1 to 9 (N = 4476) representing all geographical regions of Latvia, urban and country territories completed the WCT that included two subtests – letter chains and word chains. The descriptive statistic parameters were estimated for each grade. The results demonstrated statistically significant correlations between scores of word and letter chains and the age of students. The statistically significant differences in the average scores of letter and word chains were found between boys and girls. The scores of letter and word chains were scaled separately for boys and girls by grade using a standard nine-point scale. The 5th, 7th, and 16th percentiles were estimated for diagnostic purposes. The developed WCT normative data set allows the examiner to assess students\u27 visual-spatial and word-decoding skills. Future studies should continue the standardization procedures by determining the convergent and clinical validity of the WCT
FEATURES OF PROVIDING SOCIAL SERVICES IN RURAL COMMUNITIES
Given the potential territorial isolation, lack of necessary contacts, and social agencies, the current situation of a state of war highlights the problem of optimizing the provision of social services to vulnerable population groups in rural communities. The aim of this article is to identify and characterize the features of providing social services in a rural community, determining the factors and environmental aspects that influence the content, forms, and methods of providing social services in a rural community. The authors analyze and summarize approaches to defining the concept of "community" and grouping communities based on various characteristics of the social environment. The study identifies problems in rural society that may affect the process, types, and forms of providing social services (relatively high level of societal social control over individuals; limitations in the social integration opportunities of individuals into the social environment; limitations of social status and role positions in the socialization process; high probability of social exclusion; specific division of labor; limited social contacts; a small number of social institutions influencing the socialization process). Throughout the research, the authors emphasize the need to focus social work in rural areas on supporting youth, young families, and youth initiatives. They outline types of social services to emphasize in rural communities, aimed at social prevention, social support, and social services. The study identifies factors influencing the process of providing social services in a rural community (seasonal, socio-historical, socio-pedagogical, socio-cultural, educational, socio-domestic, socio-demographic, socio-ethnic, socio-religious). The authors see promising research directions in determining the satisfaction with the provision of social services in a rural community and identifying conditions for the effectiveness of providing social services in a rural community.
CONTEMPORARY PROJECT MANAGEMENT AND ITS ADDED VALUES IN EDUCATIONAL INSTITUTIONS
In the field of education, with the advancement of cutting-edge technologies and the emergence of new challenges and solutions in the education sector, coupled with increasing globalization, competition, personal ambitions, new ideas are increasingly emerging, and opportunities for their realization are sought. Professional and successful project management facilitates the development of new ideas, their implementation in both public and private sector educational institutions. To achieve the goals set in the project, it is essential to determine the core values that should be adhered to throughout the process. The parties involved in the project need to understand what the project is, its elements, the process to achieve desired results, the risks involved, who the project manager is, and his team, among others. The core values in projects implemented in educational institutions may vary depending on the industry in which the project is implemented, the project\u27s goals, and implementation methods. However, there are some fundamental values that the author of the article would like to highlight - development and growth, fairness and objectivity, equality, initiative and creativity, taking responsibility, honesty, moderation, diligence, and solidarity. The management of educational institutions, the organization of teaching, and the preparation of teaching materials using modern development, digitization, and competency approaches are becoming more relevant. Therefore, a systematic approach, which can be provided through project implementation, is a suitable solution. The principle of continuous improvement is fundamental to any of the approaches to managing an educational institution, regardless of whether the education system is being developed in public or private educational institutions. Currently, amidst unstable political situations and widely available forms of support (grants, donations, capital discounts, etc.), Latvia is once again facing new challenges in economic development. Projects are one of the tools that can be used to implement ideas or improve the knowledge, capacity, skills, and competencies of educational institution staff, among other things. The aim of the article is to explore the core values of project implementation, describing European Union Special Support (hereinafter - SAM) projects, identifying the benefits to educational institutions, and drawing conclusions about the added value of projects in the operation of educational institutions.
MANAGING EDUCATIONAL INSTITUTIONS: LEGAL REQUIREMENTS IN THE CONTEXT OF LEADERSHIP
The research analyses the problem of recruiting managers of educational institutions, paying special attention to the leadership aspect. The topicality of the article is related to the fact that in the Republic of Latvia positions of this level require the holding of job competitions, which is why the mentioned competitions are held regularly. The research novelty: interdisciplinary research analyzing scientific articles, Latvia\u27s education policy documents and normative legal acts, announcements of job competitions in the official publication of the Republic of Latvia "Latvijas Vestnesis" - using comparison, deduction and induction methods were carried out. A summative content analysis was performed. The research aim is to find out to what extent the leadership aspects are taken into account in job contests (for the management of education institutions - rector of a higher education institution or a director of college). 70 advertisements (in competitions for the position of higher education institution rector) for the period from 2004 to 2023, as well as 18 advertisements (in competitions for the position of college director) for the period from 2008 to 2022 were analyzed. As a result of the analysis, it was concluded that, despite the content of regulatory legal acts, the demand for leadership positions as a tender announcer is extremely rare. The authors of the article propose to normatively strengthen the obligation of the organizer of the job competition to include the leadership requirement as mandatory, as well as to develop a system of leadership tests at the national level.

The topic of the scientific work is "Integration of the population at risk of social exclusion into the labor market." Analysis of the situation and solutions\u27\u27. Population at risk of social exclusion is a group of people who have an increased risk of ending up in situations of social exclusion or who are already in situations of social exclusion. State financial resources are insufficient to solve all socio-economic problems. In recent years, social entrepreneurship has been an active mechanism for solving socio-economic problems. Social entrepreneurship and a type of business whose priority is the creation of social assets, a company of financial self-sufficiency and sustainability. The author of the paper conducted an in-depth analysis of the situation regarding the integration of the population at risk of social exclusion into the labor market, and based on the knowledge gained, developed recommendations and proposals
THE LEGAL REGULATION OF IMPRISONMENT OPERATIONS
The legal regulation of the operation of prisons is an actual topic, as it affects not only the prisoner’s rights and safety, but also the safety of society as a whole. The Constitution of the Republic of Latvia says that everyone has the right to freedom and personal inviolability. But, if a person has committed a crime, the court can take their freedom away and imprison them. In such a situation, it is important to ensure that the operation of prisons complies with the laws and regulations of the Republic of Latvia, as well as international standards and human rights. In addition, all prisons were built in the last century, and are outdated, they don’t meet modern requirements. Resocialization of ex-prisoners is very important. Especially for those who have been in prison for a long time, because when they get out of prison, they don\u27t have their old work place to live and work
MORTGAGE LOAN MARKET IN LATVIA
Purpose and aim of the study: to examine the mortgage loan market in Latvia. Design / Methodology / Approach: The research employed the following methods: descriptive and logical construction were used for reviewing and analysing research papers and other information sources, as well as for scientific discussion. Statistical analysis was employed to process and analyse secondary data on trends in mortgage loans in Latvia. The graphic method was applied to better represent and compare the research results. Main Findings: It was concluded that the property, housing and mortgage markets were interlinked, with developments in one market affecting developments in the other. Tax policies, government support measures and macro-prudential supervision measures form part of the regulatory framework for the mortgage market, which, together with the creditworthiness and financial literacy of borrowers, can promote or restrict the availability and development of mortgage loans.Originality: The research examined the concept of mortgage loans and factors in the mortgage credit market, as well as mortgage loan market trends in Latvia.Implications: The research provides a basis for further research on the development of the mortgage market in Latvia.
ADMINISTRATIVE OFFENCE PROCEEDINGS IN INSTITUTION
Law on Administrative Liability and amendments of sectoral laws came into force on 01.07.2020. and decentralized the rules on administrative liability law. From 01.07.2020. administrative offences, penalties and offence proceedings in construction are stipulated in Construction Law. The aim of paper is to summarize and analyse the main information about administrative offence proceedings in an institution, so that not only performed procedural actions of the institution, but also the rights of persons who participate in administrative offence proceedings would be observed in order to reduce the possibility to contest the decisions taken by an institution. The work is based on administrative offence proceedings in the building authority, but the review can also be useful in other sectors. In order to achieve set goals, the author reviewed the regulatory enactments regulating the researched issue, published sources and information available on the internet, which was published until 03.12.2021. There are summarized and analyzed researched information and put forward conclusions. The main conclusion shows that it is important not only to perform procedural actions within the time limits prescribed by the Law on Administrative Liability, but also justify decisions
THE CONCEPT OF MILIRATY MEDICINE AND IT’S HISTORICAL DEVELOPMENT
The subject of the article is the concept of military medicine and it’s historical development. The author offers the basic features of the concept of military medicine and explains the development and strengthening of the idea of military medicine from a historical perspective. Caring for the wounded has been common since ancient times, but the strengthening of organized and structured medical care in war conditions can only be seen in the 19th century. In the current geopolitical situation, when active or less active warfare’s are taking place in several countries of the world, the strengthening of the concept of military medicine in the normative regulation has acquired an important role not only at the international, but also at the national level. The aim of the work is to analyse the basic characteristics of the concept of military medicine and the dynamics of the development of its historical idea and propose amendments in the existing normative regulation
