THE EXERCISE OF PUBLIC HEALTH POWERS IN MENTAL HEALTHCARE - THE IMPACT ON PUBLIC SAFETY
To ensure public safety, most European states have statutory powers enabling a range of compulsory interventions for persons with infectious diseases and mental disorders. The evidence of their meaningfulness in mental health patients is dubious, especially regarding their preventive effect on public safety. To reveal the mental health services\u27 impact on violent offense commissions after discharge from involuntary inpatient care, a retrospective three-case series study was conducted. A scoping literature review was performed to construct the recommendations for practice improvement and further studies. Based on individual clinical expertise, the common issues in delivering involuntary mental healthcare in Latvia are described. To conclude, coercive psychiatric interventions shall be considered as a part of internal security and human rights protection and, therefore, shall be surveilled, in line with communicable diseases. Legal mechanisms (temporary protection against violence, coercive measures of a medical nature) are not effective against persons with severe mental illness and fail to prevent violent incidents. By the time being, during involuntary admission and treatment, the patient is subjected to various safety risks, that are inconsistent with the basic rights or best interests, and thus determines the state\u27s obligation to promote voluntary treatment and provide the least restrictive approach
MULTICULTURALISM AND INTERCULTURALISM: REALITY OR VISION IN TEACHING
Today, the increasing mobility of people, globalisation and various political and economic circumstances have created a situation in which intercultural communication issues are more often on our minds. As shown on the Official Statistics website, of the 38708 long-term migrants who arrived in Latvia in 2022, only 5214 were ethnic Latvians, while 7758 were school-age children (Latvijas oficiālā statistika, 2023). The publication examines the experience of intercultural education in Latvia to date, keeping in mind that not only in Latvia, but also globally, there are different opinions on how much attention should be paid on intercultural education issues in schools. The aim of this publication is to analyse the readiness of general education teachers of Latvia to work in multicultural classrooms using the teaching methods, which require a pedagogical approach based on a tolerant attitude towards ethnic, cultural and religious differences between the people. The main research question: how much teachers in comprehensive schools are aware of intercultural education issues and willing to use intercultural education methods in their work. The study is based on the results of a survey of teachers working in grades 1-12 in general education schools. The research results lead to the conclusion that teachers’ awareness on intercultural issues is not sufficient.
TRAINING OF YOLOV5 FOR APPLE DETECTION IN ORCHARD
Fruit cultivation is a significant part of the country economics and agriculture. In this paper, aiming to improve apple cultivation, we trained a neural network for apple detection using the YOLOv5 architecture, utilizing the dataset from the lzp-2021/1-0134 project. The dataset consisted of a set of apple tree photographs with apple fruits. Dataset contained 40 images with size 640x640 px. YOLOv5m model was trained five times. The best result model achieved [email protected] equal to 0.9 and [email protected]:0.95 equal to 0.63. The artificial intelligence opens new possibilities for horticulture saving resources, which can be redirected on other tasks significantly increasing the efficiency of commercial orchards.
 
IMPACT OF ECONOMIC AND LEGAL THEORIES TO TAX SYSTEM
This work is part of the author\u27s research dissertation of evidence in tax law framework. The development of the modern world and the situation which is rapidly changing, the increasing role of the geopolitical risk conditions obtained legal order, including a clear and understandable tax system, which is based on theoretical knowledge of economic and legal science. The article addresses the issues which are relating to the theoretical aspects of the economic and legal sciences. The author of this article, when economists knowledge about tax system compared with the scientific view of tax law. The author concludes that it is very much a common scientific conclusions, although of the same substance with different terms used for form. The article is viewed as part of the historical developments, as it sees economic scientists. 21ST CENTURY TEACHER’S TRANSVERSAL COMPETENCIES: THEORETICAL ANALYSIS
In the current situation, a significant part of the existing models of training specialists in the field of education no longer meet the conditions of the labour market. The most important pedagogical skills in the present time are significantly different from the skills that were relevant until recently. Knowledge is still important, but modern teachers also need to have transversal competencies to succeed in their professional activities. So, the research aim is to study the content of the phenomenon “transversal competences”, which will make the process of their forming more effective. To achieve the aim the scientific literature and pedagogical practice was analysed. It was found out that transversal competences are transferable and reusable skills that can be applied in a wide variety of situations and work settings. Transversal competencies are considered as 21st century skills and correlate mostly with human ability to solve problems, related to technological advances and intercultural communication.The analysis of the sources revealed the inconsistency in the use of terms denoting the studied concept and considerable diversity in defining the content of transversal competencies, as different sources distinguish different sets of skills. Based on the framework of transversal competences worked out by UNESCO the modern teacher’s transversal competencies were characterized in six domains: 1) critical and innovative thinking, 2) interpersonal skills, 3) intrapersonal skills, 4) global citizenship, 5) media and information literacy, and 6) others.
FORMATION OF ADOLESCENTS’ SOCIAL COMPETENCE IN EDUCATIONAL INSTITUTION ENVIRONMENT
The study is devoted to the actual problem of the formation of social competence of adolescents. The aim of the research is to present the theoretical essence of the social competence and try the method of forming the social competence of teenagers out in practice. It is stated that the formation of the personal social competence is one of the key tasks of the present-day school due to the main school documents and the guidelines for the schoolchildren education in educational institutions. It is justified that social competence is an acquired skill that can be formed and developed throughout the person’s life. The developed social competence determines the status of an individual in society and affects personal success in further professional activities.In the study, the social competence is presented as universal personal qualities, knowledge, skills, behavioural models, which are required for person’s successful socialization. The key features of social competence are: 1) recognition of the person’s value-motivational sphere; 2) readiness to solve complex tasks (state of internal psychological mobilization); 3) persistence of the manifestation of this quality. It was found that important components of social competence for today’s adolescence are: the ability to find constructive models of behaviour in various problem situations; navigate in the information space; apply the acquired theoretical knowledge in practice; the ability to work in groups, to cooperate with peers and older people; the ability to resolve productively conflict situations, based on the understanding of mental, ethnic, and cultural characteristics of different social strata of the population; the ability to conduct business electronic correspondence with various recipients, etc.Diagnostics for determining the manifestation of social competence of schoolchildren is presented, which is based on Doll’s theory of social competence. The study describes the method of forming the social competence of teenagers by means of the case method. The didactic requirements for the use of the case method in order to form the researched quality are revealed, namely: saturation of the content of the cases with a meta-subject social context, multi-problems; connection of tasks with life priorities, interests, values of teenagers; the use of cases, that involves a combination of curricular and extracurricular activities, actualization of interdisciplinary knowledge, social experience of students; use of cases based on group work; implementation of the principle of cooperation in the process of solving cases, performance by the teacher of the role of moderator.
ADVANTAGES AND DISADVANTAGES OF DISTANCE EDUCATION. LESSONS FROM THE COVID19 PANDEMIC
The COVID19 pandemic has made changes not only in the health care, in our personal lives, but also in the education system especially. The purpose of the research is based on the analysis of the experience of universities of different countries, as well as a survey of teachers of Uzbekistan universities, that held classes during the quarantine, to identify the advantages and disadvantages of Distance Education(DE), as well as give recommendations for making decisions on development DE during the pandemic. To identify the advantages and disadvantages of distance learning during the COVID19 pandemic, an online survey was conducted among 126 university teachers. Respondents were asked to indicate the most important aspects of the advantages and problems of DE that they encountered during this period. Respondents indicated priorities - factors that had the greatest positive and negative impact on the learning process during the COVID19 pandemic. Analysis of this "short-term" period shows that DE has its pros and cons: Advantages: Saving time and money; Reducing the risk of getting sick; Development of DE technologies; Activating teachers to prepare e-courses; Equality of students to get knowledge. Disadvantages: Lack of direct contact with students; Complexity of individual work and in groups; "Presence Effect" of students; Activity of unscrupulous teachers; Complexity of knowledge assessment; Technological inequality among students; Decrease in the activity of scientific research.
MEDIATION AS A SKILL IN FOREIGN LANGUAGE CLASSES IN SECONDARY EDUCATION
Although the importance of mediation tasks was introduced in Common European Framework of Reference for Languages: Learning, teaching, assessment (CEFR) in 2001, the development of mediation skills was finally legitimized in the recent edition of CEFR (Council of Europe, 2020). However, the development of this “fifth” language skill during the language classes remains a problematic issue: contrary to the other four language skills (reading, writing, speaking and listening), teachers often face the dilemma of how and when to introduce mediation activities and to what extent mediation should be applied in the process of foreign language teaching and learning. The aim of the research is to survey language teaching policies in Lithuania, Latvia and other EU countries from the aspect of the development of mediation skills in language classes in secondary education. Teaching programs of the English language in senior classes of the secondary school are surveyed from the aspect of mediation skills as defined in the newest edition of CEFR. The research results show that mediation activities are still not adequately included in foreign language classes: first of all, language syllabuses must be adjusted to the revised edition of CEFR. The research has proved the necessity of mediation skills to be included in the secondary education programs of foreign languages. Therefore, the selection of textbooks used in senior classes of foreign languages in secondary education must follow the recommendations outlined in CEFR, where the development of mediation skills is especially emphasized due to the present needs. It has been determined that mediation activities can develop students’ multilingual and plurilingual skills and raise students’ awareness of the peculiarities of both the native language and the foreign one.
COMPETENCE OF THE HEAD OF AN EDUCATIONAL INSTITUTION AND ITS MANAGEMENT POSSIBILITIES IN COVID-19 CONDITIONS
Competence of the head of an educational institution and its management During the Covid-19 pandemic, a large number of different legal acts and measures are required. They require a large amount of diligence and immediate action in the application of new regulations. All innovations require regular reporting on progress, thus adding to the workload of staff. The results of the research show that a modern school principal does not have enough only pedagogical competences, but at the same time must be both a leader who guides the team towards the goal, and a manager with a strategic vision, the ability to plan and implement these plans, in addition, one must be able to navigate legal acts and their application. The aim of the research: to study the competence of the head of an educational institution and its management possibilities in the conditions of COVID-19. Research tasks: to study the normative regulation of the education system; to perform the analysis of the competence of the head of the educational institution in the conditions of COVID-19; to study the impact of the measures and restrictions introduced by COVID-19 on the management context of the educational institution; summarization and analysis of the obtained survey data. Research methods: scientific literature, internet sources, documents and statistical data research, data processing and analysis of the results of the survey data.
LEARNING SOCIETY: HOW DOES OLDER PEOPLE`S LEARNING CONTRIBUTE TO ITS ADVANCEMEN?
The article discusses the characteristics of the formation of a learning society and the learning opportunities for older adults. As international documents note, the aim of adult education and lifelong learning is to equip adults of all ages with the necessary skills to exercise and realize their rights and control their destinies. It promotes the personal and professional development of adults, the increased involvement of adults in the creation of learning communities and sustainable environments. Adult education is therefore becoming a crucial tool for reducing poverty, improving health and well-being and contributing to the creation of a sustainable learning society. Scientific literature, document analysis and secondary data analysis reveal that for construction of a learning society in Lithuania older people should be actively encouraged to join the learning process.
