    Challenges of e-GP implementation in public procurements: a case study on directorate general of family planning (DGFP)

It is a single platform which is working to ensure good governance in the public procurement process through ICT. The utilization of e-GP in construction sector has been widespread in Bangladesh, but to date it is consider e-GP as a new phenomenon in Goods &related services procurement. It‟s a big challenge for GOB to introduce e-GP through the all organizations. The government has a plan to improve Public procurement management & enhance monitoring capacity through digitization process. The GOB has selected 32 organisations‟ which has mandatory obligation to roll out e-GP for institutionalizing e-GP system. Directorate General of Family Planning (DGFP) is one of the organization among them which started its e-GP in very small scale in 2015.There was a large number of procurement study in manual procurement since last fifteen years in the world but the empirical study on e-GP system; especially in Bangladesh is very limited specially on Health & Family Planning related procurement in Bangladesh. Understanding the importance of such a study, I conducted a questionnaire survey regarding e-GP implementation challenges in DGFP. The study is based on questionnaire survey regarding the user experience and perception on e-GP in DGFP. The present research study has intended to identify the present trend of manual procurement and e-GP, the gaps in procuring system especially in e-GP implementation and find out the way forward process. It has also an objective to analyses the present traditional procurement status comparing with e-GP. A conceptual framework has been developed through different literature review as well as secondary data analysis and that has subsequently been tested with collected primary data from the procurement personnel of DGFP. The study applies a purposive sampling technique to receive the research objectives regarding the e-GP in DGFP. The results indicate that at present all procurement personnel‟s of DGFP are not well groomed in e-GP system, they have shortages of sufficient logistics support. They are facing several numbers of challenges like lack of skilled manpower on e-GP system; lack of willingness to use e-GP system by Top Management, lack of knowledge of tenderer and lack of high speed internet connectivity. This study consider both manual(traditional) procurement and e-GP .Despites these challenges, e-GP system have been achieving a wider level of acceptance among tenders as well as among procuring entities in DGFP and other organisations‟ in Bangladesh.     Autism: an unsolved mystery?

There are a few ecological factors working along with genetic susceptibilities that are contributing to this ascent. Being an undefined disease, autism shows some stereotype behaviors, for example: lining up toys, spinning objects, or opening and closing drawers or doors and no or less eye contact etc. that differs from person to person. The causes behind these stereotypical behaviors of autistic children are still an unsolved case to the researchers. Therefore, the aim of this study is to identify the probable etiologies of autism. By reviewing related articles, it have been found that some possible causes of autism are neurodevelopmental and environmental responsive genes for example NAGLU, FLAP, CHL1 etc. Some genetic syndrome like fragile X syndrome, tuberous sclerosis, rett syndrome etc. might also be the underlying causes of autism. Besides these causes, maternally derived autoantibodies, maternal infection, maternal antidepressant uses during pregnancy, maternal polycystic ovary syndrome, heavy metal and trace elements exposure, epigenetics etc. can also possibly cause autism. RFL is one of the largest plastic manufacturers around the world (3rd largest in Asia). RFL is a sister concern of PRAN - RFL group. The group has a turnover in the vicinity of USD $0.78 billion annually. Primarily Rangpur Foundry Ltd (RFL) was founded by Maj. Gen. Amjad Khan Chowdhury (Retd) in 1981 with a vision to leveraging the farmer in irrigation through cast iron products like centrifugal pump as well as ensuring drinking water through Tube well. It commenced its operation in plastics business in 2003. The factory sites are in company owned industrial parks of 400,000 sq meters, which is fully equipped with state of the art injection molding machines with a conversation capacity of over 20,000 tons per month. RFL Plastics currently utilizes 7500 molds through 620 machines having own tooling facilities. Presently, it is one of the biggest sectors of Bangladesh. As a populous country, its huge market has attracted many foreign investors to invest in this sector. In this report, I have tried my level best to exemplify the basic functions of business operation which is exercised in PRAN - RFL group. I have analyzed the operation process of PRAN - RFL group from the view of theoretical definition, practical application, basic principles followed and technology used in the whole process.     Understanding university students’ fast food consumption behavior and associated health concern

Fast food consumption is getting more popular in Bangladesh, and we intend to capture the impact on the young generations. For this, we have drawn some questionnaires, gathered responses and tried to figure out the insightful information from this survey analysis using data-driven methods. A total of 170 university going students, of whom 122 were male (71.76%) and 48 were female (28.23%) constitute the sample of this research. We have analyzed the data with correlation analysis and chi-squared test to understand the behaviour of the features. Furthermore, we have used the K-means clustering algorithm to group students among their preferences while choosing a restaurant. In addition, we have used supervised machine learning models, Gaussian Naive Bayes, decision tree classifier (CART), Random forest classifier and Logistic regression to predict student’s fast food consumption rate where Naive Bayes performed best with 79.4% accuracy. I express my observation and personal experience towards the TBL‟s operations and I recommend few essential recommendations to maintain the organizations standard to the excellence according to my viewing platform. In addition, employees also require training with change in their development. Human Resource Division of any organization has been conveying an important role for the proper outcome of employee potentials. These are treated as resources with capabilities. These resources employees also require well training for the proper development.The result of their goals depends largely on a well-trained and motivated workforce. It tries to understand the factors that should be considered during auditing. This paper contains two parts. The first chapter of the report starts with the overview of ACNABIN Chartered Accountants, a CA firm where I have completed my intern. A brief organization history is described at the beginning. After that, company’s mission and vision statement is mentioned and explained in brief. As ACNABIN is a CA firm, it provides a wide range of services to its clients. The services it provides to its clients are also summarized. The first chapter ends with the methodology and limitation of the report. The second chapter starts with the definition of audit, audit quality, and the short history of forming accounting regulatory bodies. Then, the importance and expectation of audit quality is discussed concisely. After that, I have added the review of various journal papers and books related to the topic. After reading the literatures, I have added hypothesis that reflects the literature review or my own assumption. Descriptive statistics is used to analyze and interpret the data. Like other research reports, it is found that auditor firm size and auditor competencies positively influence audit quality. Even though it was presumed that provision of NAS services can have negative impact on quality, the study has found no negative influence. Finally, it’s been revealed that the long audit tenure impairs auditor independence by creating over familiarity between auditor and client. As a subsequent result, the jute producing countries like Bangladesh has emerged as one of the potential market to fulfill these requirements. Nonetheless, it is a remorseful fact that in Bangladesh for the jute industry; deficiency of proper and effective supply chain management in both the upstream and downstream is the chief factor for the stagnant growth of the jute industry. Therefore, this paper has concentrated on the downstream supply chain of the jute industry and thus, a “conceptual model” of the supply chain that includes all the processes and the stages of the downstream is proposed in the paper. Moreover, the complications of these supply chain stages are highlighted so that they can be scrutinized to aid the related industry. Which in return would elucidate the way to find essential solutions. Besides, the essence of the “outsourcing” in the composite jute mills are also an imperative factor that this research has focused. Most of the mills in jute industry do not possess all the obligatory facilities thus in almost all of the scenarios they need to depend on and outsource the facilities that are absent in their own factories from the small factories or mills having the efficiencies in different specific processes. For instance of this small factories: some may have only the efficiency only on spinning facility, others might have only the expertise of weaving facility and this could be the cases in other facilities as well likewise: dying, laminating, printing, sewing etc. Furthermore, few other main reasons for the interruption of the free-flowing growth of this jute industry are the low-productivity of the machines along with the workers who are engaged in the manufacturing and production processes. As a response of these, prevailing problems several ways and solutions are also discoursed in the research work: new and upgraded machineries should be installed in the jute mills, government should pave a congenial environment for the suppliers, manufacturers of these jute and jute diversified products so that all the parties can have their requisite profits in their respective areas, again the workers are also needed to be provided with up to date training so that they can cope with the current demand of the market. Above all, these research paper would give the overview of the whole downstream supply chain that starts with the composite jute mills and ends up in the customers of the jute and jute diversified products. As a result, the necessary steps to be undergone can be figured out which would eventually lead to the prosperous and stiff growth of the jute industry as a whole.Mehedi Ahsan AshifB.
