巻頭言
2020年代も4年目に入り、折り返し地点が見えてきた。2020年代はコロナ禍とともに始まり、飲食業や観
光業が大きな打撃を受けた。また、ロシアによるウクライナ侵攻など国際情勢の悪化もあり、2020年代は
我が国の経済にとって正念場となっている。現在、コロナ禍からの復興の兆しが現れているとはいえ、この
状況が体力の少ない中小企業にとって、依然厳しいものであることは変わらない。そして、中小企業は我が
国の全企業の99.7％を占めているため、中小企業が躍動しなければ、我が国の経済が浮揚することもあり得
ないのである。
実際、大企業だけでは経済は全く立ち行かない。経済学の父であるアダム・スミスが明らかにしたように、
市場社会は全社会的な分業体制によって特徴づけられる。例えば、私たちが普段使っている家電はパナソニッ
クや東芝といった家電メーカーだけでは作り出すことができない。家電メーカーは家電の材料となるねじ、
金属、制御盤、プラスチックを含む多種多様な部品、また家電を製造するための機械設備や工場があって初
めて一つの家電を製造することができるのである。家電メーカーができることは最終生産品としての家電を
製造することだけであり、そこに至るまでの多種多様な中間生産物は別の企業によって生産されている。そ
して、その大多数を構成しているのが中小企業なのである。
ここで重要な点は、別々の企業が同じような製品を作っていたとしても、それが全く同質であるというこ
とは決してないということである。中小企業が同じようなねじを製造していたとしても、金属の割合や溝の
角度などに細かな調整が加えられており、一つとして同じものは存在しない。世界的な経営学者である野中
郁次郎は、このような企業の特徴を捉え、企業を知識創造の場と定義した。野中はハンガリー出身の科学哲
学者マイケル・ポラニーが提唱した「暗黙知」（＝勘やコツといった明示的に言語化することができない知識）
という概念を援用し、企業においては暗黙知から形式知（＝マニュアル化が可能な知識）、形式知から暗黙知
への転換が繰り返され、知識の蓄積が行われると考えた。つまり、企業の知識は、いわば暗黙知によって実
行可能となるマニュアルであり、そのため、他社による模倣が困難なものなのである。中小企業はこのよう
な知識の宝庫であり、野中はこのような知識があったからこそ我が国の戦後の高度成長が達成されたと言う。
このような知識が活かされている代表例として新潟県燕市と三条市の金属加工産業が挙げられる。この地
域では江戸時代から金属加工産業の集積が起こっており、職人間での金属加工に関する知識の共有と分業体
制が確立していくことになった。その結果、この地域の金属加工は世界的に非常にレベルの高いものとなり、
現在ではノーベル賞のレセプション用の食器やApple社製品の加工を担うまでに至っているのである。
しかし、これらの知識はその知識を有する企業が潰れてしまえば、全て失われてしまう。だからこそ、我
が国の経済が再び成長の軌道に乗るためには、中小企業の多様性の維持が不可欠であり、中小企業支援研究
の意義はその意味で日々高まっているのである。
