Realizing Indonesia as a Global Maritime Fulcrum

    Get PDF
The idea of the Global Maritime Fulcrum (GMF) becomes a maritime strategic approach. The government of President Jokowi with the vision of the GMF is determined to rebuild Indonesia's maritime glory. Maritime security is one of the key factors to guarantee the pillars of sovereignty and prosperity. A strong foundation for building Indonesia's vision as the GMF is the nation's geostrategic location and historical overview. The realization of Indonesia as the GMF has a strong foundation, both legal basis, historical review, and socio-economic strength. An important aspect to be developed in order to realize the GMF is the maritime and maritime economic aspects, as well as aspects that are components of governance. The transformation of the defense system, namely land, sea and air can support realizing Indonesia as a Maritime Fulcrum. The idea of realizing Indonesia as a GMF must have relevance between foreign policy and the geographical character of a country and assumptions about establishing the concept of making Indonesia a GMF

Southeast Asia, especially Indonesia, is a region where there are many cases of attacks by armed pirate groups. One of the points is in the Sulu Sea which is included in the territorial waters of the Philippines. The waters of the Sulu Sea are directly adjacent to several areas of Indonesia, namely Kalimantan and Sulawesi, so it is not surprising that terrorist groups from the Philippines carry out acts of piracy/jacking of ships originating from Indonesia. The Abu Sayyaf group, which started its criminal activities in the 1990s, hijacked slow-vehicle loaded ships and took hostage crew members who passed through the area. This paper will be prepared using a qualitative descriptive method. This paper will focus more on explaining and providing an overview of the forms of defense strategy carried out by Indonesia in dealing with the problem of transnational crimes by the Abu Sayyaf group. This research data was obtained based on literature review sourced from previous research in the form of journals, books and other scientific works that are relevant to the topic of discussion. The result of this paper is that the Abu Sayyaf Group threat is asymmetrical, coming from non-state actors facing state actors. The Abu Sayyaf group has an interest in establishing an Islamic state in the Philippines and to maintain the existence of its group, the Abu Sayyaf group takes hostage actions by asking for ransom. In order to deal with these non-military threats, the Indonesian national defense strategy is not only carried out by means of the military, but is carried out by relying on 3 (three) main pillars, namely the use of defense force, international cooperation, and the development of defense forces. In facing the threat of the Abu Sayyaf Group, Indonesia has prioritized the pillars of international cooperation even though there have been options for the development and use of defense forces and also the development of defense forces as a deterrent factor to minimize threats

The likelihood of disaster statistics is not the same across all countries and ups and downs over time. As country with the potential disasters more than 3.000 events every year, disaster data and statistics play an important role in reducing disaster risks and building resilience through estimating the risks, hazards and vulnerability. Therefore, the National Disaster Management Agency (BNPB) and the Central Statistical Agency (BPS) jointly developed Satu Data Bencana Indonesia (SDBI) as the official sectoral statistical domain within the National Statistical System to Disaster Statistical Framework (DRFS) established by UN ESCAP and was designed adhering to the principles of Satu Data Indonesia. Based on the background described above, research needs to be carried out as learning material to increase knowledge about intergovernmental-disaster data and its implementation for decision-makers. The method used is qualitative with a descriptive exploratory approach: data collection by observation, in-depth interviews, and documentation; data analysis techniques by data collection, data reduction, and data presentation. Several issues in implementing the platform of SDBI as regulated in the National Disaster Management Agency (BNPB) Regulations Number 1 of 2023 concerning Satu Data Bencana are weak coordination, non-standardized methodology, and poor communication. The conclusion from this study is that the methodological practices and procedures of disaster management for data collection and management should be shared with agencies involved in the technical working group to ensure coordination. The needs to form technical working group consisting of BPS, BNPB and BIG to minimize problems in implementing Satu Data Bencana Indonesia cannot be delayed to ensure the sustainability of nations ‘development

Indonesia requires substantial infrastructure investments. The government can only provide less than half of the total funding required for strategic infrastructure investments from 2019 to 2024. Therefore, the government needs to explore alternative funding sources to meet its infrastructure needs. Public-Private Partnership (PPP) through the Government Business Entity (KPBU) presents itself as an alternative infrastructure financing solution that involves collaboration between the government and the private sector. Through the legal construction method using qualitative analysis techniques, the research found that the alternative approach to infrastructure financing through state-owned PPP is a public-private partnership with non-conventional financing instruments. This approach accelerates infrastructure development, increases resource efficiency, and requires strong regulation and supervision. The government needs to oversee the use of public funds, selection of private partners, and risk control in PPP projects. Improved transparency, coordination, and capacity of the government and private partners are key to the success of such projects.
