MR. MALULEKE & CO., DE EDUARDO MONDLANE, E A POLÉMICA DO ÁLCOOL
The aim of this article is to analyse the structure of the play, Mr. Maluleke & Co. (commanding officer) by Eduardo Mondlane related to the historical circumstances. That is why, our starting point is the assumption that a play of an act, was the means through which the protesting writer expressed his opinion about the controversy raised over alcohol, is better understood when interpreted by the dialectic criticism, given that its appreciation brings together literary, historical and social features. Using the dialectical critical method, we conclude that by the reformulation, transformation and combination of two traditions, a Changana oral and a Protestant written, we have a theater play with the structure of ascending actions. Mr. Maluleke & Co., by Eduardo Mondlane, was intended to defend Protestant ideas against alcohol consumption, taking a stand in the controversies surrounding the issue of alcohol in colonial societies in southern Africa.O presente artigo tem com objectivo analisar as estruturas da peça de teatro Mr. Maluleke & Co., de Eduardo Mondlane, associadas às circunstâncias históricas. Partimos do pressuposto de que a peça de um acto foi o meio através do qual o escritor, protestante, opinou sobre a polémica do álcool. A grande polémica suscitada pela questão do álcool é melhor apreendida quando interpretada na perspectiva da crítica dialéctica, visto que ela junta no acto de apreciação particularidades literárias, históricas e sociais. Usando o método critico dialético, concluímos que pela reformulação, transformação e combinação de duas tradições, uma oral changana e outra escrita protestante, temos uma peça de teatro com uma estrutura das acções ascendentes. O português num contexto multilingue: o caso de São Tomé e Príncipe
The aim of this paper is to (i) relate historical and sociolinguistic aspects of the islands of São Tomé and Príncipe with the emergence of the variety of Portuguese of São Tomé; and (ii) to discuss the factors that led to its formation, in particular those involved in the acquisition of selection properties of verbs. Considering that Portuguese is currently the dominant L1, having diachronically resulted from L2 interlanguage varieties, we will discuss how language contact with local creole Santome (forro) is responsible for the variation observed in the argument structure of verbs. It will be shown that a hypothesis based exclusively on transfer from Santome is insufficient to deal with the variation found in PST and that the different parameter settings in comparison to those of European Portuguese is, on the one hand, related with the speaker’s syntactic and semantic interpretation of events described by the verbs and, on the other, by the features of the prepositions that introduce the arguments they select.O presente artigo tem como principais objetivos (i) relacionar aspetos históricos e sociolinguísticos das ilhas de São Tomé e Príncipe com a emergência da variedade do português de São Tomé (PST); e (ii) discutir os fatores responsáveis pela formação do PST, designadamente os implicados na aquisição das propriedades de subcategorização verbal. Tendo em conta que o português em São Tomé constitui atualmente a L1 dominante, resultante de variedades interlinguísticas de L2, discutiremos de que modo o contato linguístico com o forro, o crioulo local, é responsável pela variação observada nas grelhas argumentais dos verbos. Mostraremos que uma hipótese baseada unicamente em transferência do forro (santome) é insuficiente para responder à variação observada no PST e que a fixação de diferentes valores de parâmetro e, consequentemente, a emergência de estruturas distintas das exibidas pelo português europeu (PE), está relacionada com a interpretação sintático-semântica que os falantes fazem dos eventos descritos pelos verbos, bem como dos traços que comportam as preposições que introduzem os argumentos por estes subcategorizados
Estratégias de criação lexical no Português de Moçambique: aspectos da derivação sufixal
Mozambique is a multilingual country with Bantu as native and mother languages and Portuguese the only national official language and the second language for the vast majority of the population. Within this context, the process of appropriation and nativization of Portuguese by speakers is already observable and irreversible. Lexical innovation is one of the areas where language change occurs, contributes to the building of a non-native variant of Portuguese, the Mozambican Portuguese (MP) and is the focus of our study. The study is based on the following presuppositions: i) in the process of acquisition/learning of a second language take place linguistic interference of various kinds - phonetic, phonological, morphological, syntactic, semantic, pragmatic; ii) a high number of new lexical items enters Mozambican Portuguese; iii) one of the forms of lexical enrichment is the use of loanwords to Bantu languages (BL). Taking those presuppositions into account the author found that i) the field of word construction is the least affected by linguistic interference, and ii) in the process of construction of new lexical items the learner mentally stores forms acquired by use and, based on this forms, makes abstractions and generalizations, enabling him to build mental patterns of word formation.Em Moçambique, país que se caracteriza por ser multilingue, e onde convivem línguas bantu e a língua portuguesa, a única língua oficial, embora língua segunda para a grande maioria dos falantes, o processo de apropriação e nativização do português pela comunidade é já um fenómeno observável e irreversível. A inovação lexical é um dos domínios em que a mudança linguística que concorre para a edificação de uma variante não-nativa do português, o português moçambicano (PM), se faz sentir e constitui o foco do presente estudo. Assim, neste estudo parte-se dos seguintes pressupostos: i) no processo de aquisição/aprendizagem de uma língua segunda, podem ter lugar interferências linguísticas de natureza diversa, fonético-fonológica, morfológica, sintáctica, semântica, pragmática; ii) o número de novos itens lexicais que entraram no PM é elevado; iii) uma das formas de enriquecimento lexical é o recurso a empréstimos às línguas bantu (LB). Dados estes pressupostos evidencia-se que: i) o domínio de construção de palavras é o menos afectado pela interferência linguística; ii) no processo de construção dos novos itens lexicais, o aprendente armazena mentalmente formas linguísticas adquiridas pelo uso e é capaz de, a partir delas, fazer abstracções e generalizações construindo deste modo esquemas mentais de formação de palavras
A mercantilização do ensino superior e a relação com o saber: A qualidade em questão
This paper addresses the marketisation and commoditization of higher education from public to private good and the implications for the perception of quality oh higher education in Mozambique. The paper examines the relation to knowledge in a context marked by expansion, privatization and commercialization of higher education. It argues that while, on the one hand, the liberalization of higher education supply and the introduction of ‘full fee-paying’ students, in part-time programs, broadened access to higher education, on the other hand, it shifted the relation knowledge to an obscure, if not subaltern place. The competition for students by public as well private higher education institutions and the search for academic credentials by students relegated the importance of knowledge to a second place. The study concludes that these developments may be behind the raising of the question of quality as an acute problem.Este artigo aborda a mercantilização e a comoditização do ensino superior de bem público para bem privado assim como as implicações para as percepções da qualidade do ensino superior em Moçambique. O artigo examina a relação com o saber num contexto marcado pela expansão, privatização e comercialização do ensino superior. O argumento defendido é de que, se por um lado, a liberalização da oferta do ensino superior e a introdução de cursos orientados para as necessidades do mercado oferecidos, em particular, em regime pós-laboral, contribuem para alargar as possibilidades de acesso ao ensino superior, por outro, deslocam a relação com o saber para um lugar obscuro, senão mesmo subalterno. A concorrência das instituições públicas e privadas por estudantes e a procura de credenciais académicas por parte destes resvalou a importância da busca pelo conhecimento para um segundo plano. O estudo conclui que estes desenvolvimentos poderão estar por detrás do surgimento da questão da qualidade de ensino como um problema premente
O Professor e os desafios do ensino e aprendizagem no século XXI: Uma abordagem orientada para o desenvolvimento
This article argues that in each stage of societal evolution, the learning and teaching process is strongly challenged by technological and environmental changes in both urban and rural areas schools. Findings demonstrate that from the first decades of this Century, six challenges have been felt, namely i) globalization; ii) fight against poverty and creation of national wealth versus social well-being; iii) peace and social stability; iv) democracy; v) creation of ecological conscientiousness and vi) the school itself. These challenges urge the education system to move from its monologic school model to a performative, one which means that the previous monologic or banking teaching and learning model needs to be performative and, not only must it be oriented to the society development, but more open to local community development as well. Furthermore, we dare put forth that if a country wishes a determining education associated with its national development agenda, the performative education seems to be the right option within its three levels, particularly at the university level. To conclude the article looks at the learning and teaching process challenges related to primary, secondary (including technical and vocational) school teachers and university lecturers. This approach also includes challenges on rural development. Although the teacher is the key actor within this process, it can be said that he or she may only succeed by knowing to be a teacher proper. This teacher's role and achievement must be associated with a close articulation of action and cooperation with other four influential actors such as the State, local communities (the civil society), industrial private sector and the school itself.A tese central do artigo diz que o processo de ensino e aprendizagem é, em cada estágio da evolução da sociedade, desafiado fortemente pelas mudanças tecnológicas e ambientais, quer nas escolas das cidades quer nas das zonas rurais. Nas primeiras décadas deste século XXI far-se-ão sentir com maior acutilância seis desafios: i) a globalização; ii) o combate à pobreza e a criação da riqueza nacional versus o bem-estar social; iii) a paz e estabilidade social; iv) a democracia; v) a criação da consciência ecológica e vi) a própria escola. Estes desafios obrigam a educação a passar do modelo de escola monológica para uma escola performativa e a correspondente passagem do ensino e aprendizagem monológicos ou bancários para um ensino e aprendizagem performativos, mais dialógicos e abertos ao desenvolvimento das comunidades locais e da sociedade em geral. Ousaria dizer que se o país quiser uma educação determinante no desenvolvimento há que optar por uma educação performativa nos seus três níveis, particularmente, as universidades. O artigo termina incidindo nos desafios do processo de ensino e aprendizagem referentes ao professor do ensino primário, secundário (incluindo o técnico-profissional) e superior, pensando inclusive no desenvolvimento rural. Apesar de o professor ser o motor-chave desse processo, salienta-se que ele só poderá lograr êxitos quando souber ser professor, e quando houver articulação estreita de acção e cooperação com outros quatro actores, igualmente determinantes, que são o Estado, as comunidades locais (a sociedade civil), o sector privado industrial e a própria escola
POLÍTICAS DE QUALIDADE NOS QUADROS CURRICULARES DAS INSTITUIÇÕES DO ENSINO SUPERIOR EM MOÇAMBIQUE
The objective of this article is to evaluate the presence of guidelines of the National System of Evaluation, Accreditation and Quality Assurance of Higher Education (SINAQES) in curriculum frameworks of higher education institutions. This article is the result of a phenomenological research, which uses mainly documentary study on curriculum policies and frameworks of three universities based in Maputo, namely Eduardo Mondlane University, Pedagogical University and St. Thomas University of Mozambique. As main conclusions, the research found that the diversification of courses and the training of higher education academic staff are the most prominent guidelines in the policies on the quality of higher education. In the curriculum frameworks of the three studied universities, there are different approach levels to the quality of their education, even though all of them have established quality assessment offices. Furthermore, it must be recognized the merits of the quality assurance system in setting standards for higher education. The article also lists the most important successes regarding the implementation of SINAQES in Mozambican higher education institutions. However, this article draws attention to the danger of this system becoming a bureaucratic apparatus for the exclusive interests of elites, merchants of higher education and for the exclusion of the most disadvantaged social groups of the Mozambican society.O objectivo deste artigo é avaliar a presença de directrizes do Sistema Nacional de Avaliação, Acreditação e Garantia de Qualidade do Ensino Superior (SINAQES) nos quadros curriculares das instituições do ensino superior. O artigo resulta de uma pesquisa fenomenológica, que usa fundamentalmente o estudo documental, sobre as políticas e quadros curriculares de três universidades com sede na cidade de Maputo, nomeadamente a Universidade Eduardo Mondlane, Universidade Pedagógica e Universidade São Tomás de Moçambique. Como principais conclusões, a pesquisa constatou que a diversificação de cursos e a formação de docentes do ensino superior são as directrizes mais destacadas nas políticas sobre a qualidade do ensino superior. Nos quadros curriculares das três universidades estudadas, existem níveis diferentes de abordagem da questão da qualidade da formação, muito embora todas elas tenham estabelecido gabinetes de avaliação de qualidade. Há que reconhecer o mérito do sistema de avaliação da qualidade em criar padrões para o ensino superior. O artigo elenca também os sucessos mais importantes no concernente à implementação do SINAQES nas instituições do ensino superior moçambicanas. No entanto, o mesmo chama atenção para o perigo de este sistema de avaliação transformar-se num aparelho burocrático ao serviço exclusivo das elites, dos mercadores do ensino superior e da exclusão das camadas mais desfavorecidas da sociedade moçambicana
PERFIL PROFISSIONAL EM DOCUMENTAÇÃO E INFORMAÇÃO EM MOÇAMBIQUE
The study aims to analyze the evolution of the profile of the professional who works in the information area in Mozambique, regarding the occupation, academic level and professional competence, having, albeit in a synthetic way, a look at training and occupation norms in Brazil. The data were obtained through the survey, in a non-probabilistic way, accidental or by chance, at the national level, to which 79 former students responded (from a universe, by estimative, of approximately 400). In parallel, semi-structured interviews were applied to employers. Preliminary results show a great evolution regarding the level of training of professionals who are graduated and working in the information area in almost all (95%) had their training in Mozambique, of which 77.2 % graduated in Librarianship, Archival Science or Documentation and Information. There is an evolution in the proportion of employees with comparatively higher levels of training, especially compared to 2003. In other words, there is an exponential evolution in professionals with higher education, particularly those trained in a specific area. Regarding occupation, the State and public institutions remain the largest employers. In other words, the majority (63.3%) are employees or agents of the State and workers in public institutes or companies make up 11.4%, in the background.O estudo busca analisar a evolução do perfil do profissional que actua na área de informação em Moçambique tendo em consideração a ocupação, o nível académico e a competência profissional, tendo, ainda que de forma sintética, um olhar sobre a formação e as normas de exercício profissional no Brasil. A recolha de dados foi feita através da aplicação de um inquérito de forma não probabilística acidental ou por acaso, a nível nacional, ao qual responderam 79 ex-estudantes (de um universo, por estimativa, de aproximadamente 400) e paralelamente se aplicou entrevistas semi-estruturadas para os empregadores. Os resultados preliminares mostram uma grande evolução no que respeita ao nível de formação dos graduados e que actuam na área de informação em Moçambique, quase a totalidade (95%) teve a sua formação em Moçambique, dos quais 77,2% formou-se em Biblioteconomia, Arquivologia ou Documentação e Informação. Há uma evolução na proporção de funcionários com os níveis comparativamente mais altos de formação. Sobretudo comparado com o ano de 2003. Ou seja, há uma evolução exponencial nos profissionais com o nível superior, muito em particular os formados em área específica. No que diz respeito à ocupação, o Estado e as instituições públicas continuam sendo os maiores empregadores. Ou seja, a maioria (63,3%) está como funcionário ou agente do Estado e os trabalhadores em institutos ou empresas públicas perfazem 11,4%, em segundo plano
O PAPEL DAS ESCOLAS NA MACHAMBA DO CAMPONÊS NA SUSTENTABILIDADE DE PROGRAMAS DE EXTENSÃO AGRÁRIA
Interventions are undertaken to address the challenges of Sustainable Development, which involve various stakeholders. However, as consequence of the design process, implemented projects may not result in durable actions. When no actions remain within the target group after the end of a project, this is designated not sustainable. The reform process of the agricultural extension leads to multiple and more participatory approach strategies to promote sustainability interventions. To that end, more adequate technologies and knowledge transfer mechanisms to famers, such as the Farmer Field School (FFS) Methodology have been introduced. This study aims to identify the contribution of the FFSs to the sustainability of the actions promoted by the agricultural extension program after its closure. The study is based on literature review and data analysis of the program results from Mozambique taking in consideration the experiences from other counties mainly Philippines and Kenya. From the results, the institutional and methodological issues of the technologies and knowledge disseminated by the FFSs can be understood. The conclusions appoint that FFSs can contribute to sustainable development as well as for the long term continuity of the actions after interventions. The dissemination of the experiences obtained from the EMCs is based on informal networks which are responsible for the continuation of the diffusion process. By following its principles, inter alia respecting the social and cultural context, the FFSs give more attention to the farmer training and assist in knowledge appropriation by the producers, thus contributing to improved sustainability of promoted interventions.Em resposta aos desafios do Desenvolvimento Sustentável (DS), ocorrem várias intervenções envolvendo vários actores. Entretanto, a forma como os projectos são desenhados, nem sempre assegura a durabilidade de suas acções. Quando um projecto não deixa sinais de continuidade, junto aos grupos alvo, designa-se não-sustentável. Visando promover a sustentabilidade de programas, as reformas decorrentes na extensão agrária priorizam o uso de abordagens participativas. Para tal, introduzem-se formas mais apropriadas de difusão de tecnologias e de conhecimentos junto dos produtores, como a metodologia designada Escola na Machamba do Camponês (EMC). O presente trabalho visa identificar a contribuição das EMCs na sustentabilidade das acções promovidas por programas de extensão agrária. Consiste numa revisão bibliográfica analisando os resultados decorrentes da implementação de programas de implementados em Moçambique, tendo como subsídios, experiências decorridas noutros países, sobretudo em Filipinas e Quénia. Os resultados permitem compreender os aspectos institucionais e metodológicos da disseminação de tecnologias e de conhecimento pelas EMCs e sua contribuíção nos pilares do DS. O estudo concluiu que as EMCs podem contribuir para o DS e para a durabilidade de acções pós intervenções. Os mecanismos de difusão das experiências ganhas nas EMCs baseiam-se em redes informais, as quais se encarregam de dar seguimento às acções iniciadas. O facto de as EMCs investirem mais tempo na capacitação de produtores, inter alia respeitando o contexto sociocultural e cumprirem, com algum rigor, os princípios estabelecidas para a sua operacionalidade, permite a apreensão do saber pelos produtores, contribuindo para a promoção da sustentabilidade das intervenções iniciadas
CRESCIMENTO FÍSICO, MATURAÇÃO BIOLÓGICA E COMPOSIÇÃO CORPORAL DE CRIANÇAS E JOVENS MOÇAMBICANOS: um resumo breve do conhecimento publicado nas duas últimas décadas
There is an epidemiological transition in Mozambique with positive impacts on the pediatric population health. The present study summarizes available data, obtained from the libraries of the Faculty of Sport, University of Porto, as well as the library of Maputo Pedagogical University from the last two decades on growth, biological maturation, and body composition of children and youth. Sixteen studies were found, published between 1997 and 2015, using samples from urban or rural areas. Overall, Mozambican youth (1) are smaller, lighter, and have lower body mass index (BMI) when compared to international references; (2) show significant association among body composition and physical fitness, physical activity, and metabolic risk; (3) demonstrate significant genetic factors regulating growth and body composition; (4) present positive secular trend in physical growth, i.e. increments in mean height, weight and BMI mean values, as well as in overweight/obesity prevalences. Results of this study may contribute to build a valuable nationwide dataset, and can be of interest for the development of public policies since they show a possible link between environmental and health conditions in Mozambican youth growth and developmental markers.Identifica-se uma transição epidemiológica em Moçambique com repercussões favoráveis na saúde da sua população pediátrica. O presente trabalho apresenta de forma sumária, os resultados de pesquisas realizadas nas duas últimas décadas acerca de indicadores associados ao crescimento físico, à maturação biológica e à composição corporal de crianças e jovens. Através de uma busca em bases de dados online, e no acervo documental das bibliotecas da Faculdade de Desporto da Universidade do Porto e da Universidade Pedagógica de Maputo, localizaram-se 16 estudos publicados entre 1997 e 2015, envolvendo amostras de zonas urbanas e rurais. Em termos gerais, reportaram que as crianças e os jovens Moçambicanos: (1) são mais baixos, menos pesados e apresentam menores valores de índice de massa corporal (IMC) comparativamente às referências internacionais; (2) mostram uma associação significativa entre composição corporal e níveis de aptidão física, actividade física e risco metabólico; (3) revelam factores genéticos significativos na regulação do crescimento físico e da composição corporal; (4) apresentam uma tendência secular positiva no crescimento físico, i.e., aumento médio de altura, peso, IMC, e das prevalências de sobrepeso/obesidade. Os resultados obtidos contribuem para construir um acervo valioso de dados à escala nacional, e podem ser de interesse em termos de desenvolvimento de políticas públicas ao apresentar uma possível relação entre fatores/mudanças ambientais e nas condições de vida e saúde com indicadores do crescimento e desenvolvimento dos jovens moçambicanos
CRISE DE DESENVOLVIMENTO HUMANNO EM TEMPOS DA PANDEMIA DA COVID-19 EM MOÇAMBIQUE: o caso específico de Cabo Delgado
The Covid-19 pandemic comes at a time when there was considerable development in the indicators of human development. Each year the world progressed in terms of access to education and in longevity as well as on income stabilization. This progress may not be at the desired level, however, it had a relevant meaning because it is an advance in the Social sphere. The year 2020 is marked by several economic concerns that affect both development and growth. It is in the search for an economic analysis of the impact of covid-19 in Mozambique based on an investigation of the trend in human development indicators that this study emerges. Assuming some of the basic of the UNDP indicators on human development, with emphasis on health, per capita income and education, the study adopts a quantitative approach mixed with qualitative, focusing on the case of Cabo Delgado. The study concludes that COVID-19 has contributed to the decline of Human development Indicators across the country, but that the situation is worse in the Province of Cabo Delgado due to the double scourge situation by the covid-19 and the war. The decision to restrict hospital medical care is causing a silent and uncontrolled social disruption, as it is unknown what may be happening to the pregnant women who are released from the maternity hospitals in a hurry and the thousands of malaria patients who at the beginning are not easily noticed as a serious disease.A pandemia da Covid-19 chega numa altura em que se registava um desenvolvimento considerável nos indicadores de desenvolvimento Humano. A cada ano, o mundo progredia tanto a nível de acesso a Educação, quanto na longevidade e na estabilização da renda. Este progresso poderia não ser ao nível desejado, porém, revestia-se de um significado relevante por se tratar de um avanço de âmbito Social. O ano 2020 é marcado por várias inquietações de âmbito económico que afectam tanto o desenvolvimento como o seu crescimento. É na busca de uma análise económica do impacto da Covid-19 em Moçambique com base num exame da tendência dos indicadores do desenvolvimento humano que surge este estudo. Assumindo alguns dos indicadores básicos do desenvolvimento humano do PNUD, com destaque para a saúde, renda per capita e educação, o estudo envereda por uma abordagem quantitativa mista, com particular interesse por Cabo Delgado. Da análise da situação, concluiu-se que a COVID-19 influenciou na decadência dos Indicadores de Desenvolvimento Humano em todo o país, mas que a situação é pior na Província de Cabo Delgado por causa da situação de duplo flagelo: pela Covid-19 e pela guerra. A decisão de restringir os atendimentos médicos hospitalares está a causar uma ruptura social silenciosa e descontrolada, pois não se sabe o que pode estar a acontecer com as parturientes que tiveram alta das maternidades às pressas e aos milhares de doentes de malária que começa por não ser grave
