TANGGUNG JAWAB PIDANA BAGI APARATUR SIPIL NEGARA KARENA TURUT SERTA MELAKUKAN TINDAK PIDANA KORUPSI YANG DILAKUKAN OLEH PEJABAT ATASAN
This research examines whether civil servants can be prosecuted for participating in corruption crimes committed by their superior officials and what legal measures can be taken to avoid prosecution for participating in corruption crimes committed by their superior officials.
This research is a research using descriptive analytical specifications. To clarify this analysis using the approach method: Legislation (statute approach); Conceptual approach (conceptual approach); The case approach.
In the case under investigation, ASN subordinates must accept and be convicted of committing a criminal act of participating as referred to in Article 55 of the Criminal Code.
Therefore it is very important for ASNs to know and understand the steps, and what legal or non-legal remedies can be taken by subordinate ASNs to avoid criminal proceedings and the impact of criminal acts that they will experience.
When an ASN feels or can predict that the order of their superior has the potential to become a corruption law problem, the ASN should have the courage to refuse the order of their superior so that the ASN is not burdened with responsibility for dealing with criminal corruption that has occurred. It is better for ASN to conduct legal consultations with competent parties before carrying out orders from superiors that have the potential to become criminal law problems for corruption.

A Comprehensive Literature Review on The Role of Leadership Styles In Implementation Of Strategic Plans In Malawi State-Owned Enterprises
The development of strategic plans has become sort of a cliché in recent years. However, studies show that developing a strategic plan is way easier than implementing it. The aims of the study are to find out the role that leadership styles play in the implementation of strategic plans and to recommend the most appropriate leadership style for use during the implementation of strategic plans. Data for this study was sourced from relatable previous studies from across the globe and those close to Malawi. The literature was sourced online using Google Scholar search engine. The findings show that indeed, leadership styles have a role to play when it comes to the implementation of strategic plans. The most common leadership styles are transformational, autocratic, democratic, laissez-faire and transactional. The study recommends the use of all other leadership styles except autocratic which is deemed to be oppressive to the team. All the other leadership styles encourage teamwork, commitment and working towards the same goals
Infrastructure Financing: Trends, Challenges, and Future Directions
Purpose: Infrastructure financing is critical for global development, yet it remains constrained by challenges such as funding deficits, regulatory complexities, and the need for sustainable and technologically driven solutions. The review aims to explore trends, challenges, and future directions in infrastructure financing, providing a comprehensive synthesis of current knowledge and identifying gaps for further research.
Methodology: This systematic literature review (SLR) adopts the PSALSAR methodology—Protocol development, Search, Appraisal, Literature synthesis, Analysis, and Report writing—to analyse 72 peer-reviewed studies published between 2014 and 2024.
Findings: A structured search across academic databases yielded relevant literature, which was rigorously appraised against predefined inclusion criteria. The thematic analysis revealed key trends, including the growing reliance on public-private partnerships (PPPs), the integration of digital technologies like fintech and blockchain, and the emergence of green financing instruments such as green bonds and Islamic bonds. Key challenges identified include inadequate risk-sharing mechanisms, regulatory inconsistencies, and socio-political uncertainties. Also, 75% of the studies on infrastructure financing are dominated by articles from developing countries. This SLR recognizes knowledge gaps in relation to the context, theory and content for future research.

Implementation of Eco-print Batik Steamer Machine to Optimize the Color Transfer Process in SME Fabric
Daun Efek is a Small Medium Enterprises in Sidoarjo which is engaged in the production of eco-print batik cloth. In making eco-print batik, UKM Daun Efek still uses conventional methods, thus causing the limited amount of production produced. Other constraints faced are the lack of attractive product packaging and lack of widespread marketing, so that turnover is difficult to increase due to lack of consumer reach. This activity uses an implementation method through a participatory approach, including such as FGDs, training and mentoring as well as discussion activities to exchange experiences between the proposing team and partners. From the implementation method that implemented, a grant machine was produced in the form of an eco-print batik steamer machine, which is able to increase the amount of production from 6 sheets of batik cloth per day to 18 pieces of batik cloth per day. In addition to production management, there was also improved the quality of product packaging from simple and unattractive to a packaging that has good, creative, and imprinted elements in the eyes of consumers through green box-shaped packaging with the partner logo. The reach of consumers has become wider with the marketing through social media
PERLINDUNGAN HUKUM TERHADAP NOTARIS YANG TIDAK DIBAYARKAN HONORARIUM
In carrying out their duties, notaries are often faced with a condition where the client who does the deed before them does not pay the honorarium, which should be the right of the notary. UUJN and UUJN-P also do not give the notary the authority to withhold deeds that the notary has completed, but the client has not paid the honorarium. This study analyzes the characteristics of the regulation of notary honorariums and legal protection for notary honorariums. This study is a normative legal study using a statutory and conceptual approach. The study's results indicate that the characteristics of the current regulation of notary honorariums are that the maximum limit of notary honorariums is regulated in UUJN. In contrast, the minimum limit is regulated in the Notary Code of Ethics. The Notary Code of Ethics has determined that the organization determines the minimum limit of notary honorariums. UUJN and UUJN-P do not regulate the right of retention for notaries for honorariums that have not been paid by the person appearing, so in this case, there is no legal protection given to the notary. The legal protection notaries can carry out at this time is preventive by first requesting that the honorarium be provided before the deed is done.

ANALISIS YURIDIS TERHADAP PENETAPAN HONORARIUM KURATOR DALAM PROSES KEPAILITAN DI INDONESIA
In the Indonesian bankruptcy law system, the curator plays a central role in inventorying, managing, and administering bankruptcy assets for the benefit of creditors, so his existence is very important and must be properly rewarded in the form of a curator's honorarium. The determination of this honorarium is regulated in detail in Law Number 37 Year 2004 on Bankruptcy and Suspension of Debt Payment Obligations, specifically in Article 60 and Article 63, which states that the honorarium must be determined by the court based on the proposal of the curator and the approval of creditors, so it cannot be done unilaterally. The amount of honorarium must be proportional to the workload, risk, and complexity of managing bankruptcy assets, as well as based on the value of bankruptcy assets managed. Supreme Court Regulation No. 1/2018 provides technical guidance on the mechanism of submission and determination of honorarium by the court, emphasizing the importance of transparency, accountability, and supervision to prevent abuse of authority by the curator. Overall, the regulation and practice of determining receivers' fees in Indonesia reflects the legal system's efforts to provide legal certainty and justice for all parties involved in the insolvency process, ensuring that fees are awarded fairly, transparently, and proportionally in accordance with the duties and responsibilities of the receivers.

TINJAUAN HUKUM TERHADAP PENGGUNAAN GPS PADA KENDARAAN SEWA DALAM PERSPEKTIF PERLINDUNGAN PRIVASI KONSUMEN
ABSTRACT
The development of Global Positioning System (GPS) and voice recorder technology in rental car vehicles offers real benefits in improving fleet security, tracking in the event of loss, and monitoring renter behavior. However, the installation of these devices without explicit notification and consent has the potential to violate the right to privacy—a human right protected by Article 12 of the Universal Declaration of Human Rights (UDHR), Article 28G paragraph (1) of the 1945 Constitution, and clarified in Law Number 27 of 2022 concerning Personal Data Protection. This study uses a juridical-normative method with a statutory regulatory approach and the concept of the right to privacy to analyze the legality of installing GPS and voice recorders in rental cars. The results of the study indicate that (1) GPS installation is permissible as long as it is accompanied by transparency, written consent, and data access is limited to vehicle security purposes only; (2) voice recorders have the potential to violate criminal provisions on wiretapping because they record private conversations without permission; and (3) national regulations do not yet provide detailed technical guidelines regarding the consent mechanism, storage time limits, and audits of data use. This study recommends updating rental agreement clauses, implementing the principle of privacy by design in devices, and strengthening state oversight to ensure the protection of renters' privacy rights as well as legal certainty for car rental businesses.

PERLINDUNGAN HUKUM BAGI TENAGA KERJA PARIWISATA DI BALI
This scientific paper aims to discuss the legal construction and its implementation in protecting local Balinese tourism workers. Research data were collected through document studies, observations, and in-depth interviews with 8 selected informants, from tourism worker representatives, Balinese tourism business managers in Denpasar City. The collected data were analyzed descriptively by applying normative, empirical, and economic approaches. The results of the study indicate that the protection of local tourism workers is based on: Law No. 10 of 2009 concerning Tourism, (2) Law No. 21 of 2000 concerning Trade Unions, (3) Law No. 13 of 2003 concerning Manpower, (4) Bali Provincial Regulation No. 1 of 2016 concerning the Provision of Incentives and/or Facilities to the Community and/or Investors, and (5) Bali Provincial Regulation No. 5 of 2000 concerning Standards for the Implementation of Balinese Cultural Tourism. Local Balinese tourism workers have not yet fully received adequate legal protection. Although they are prioritized for recruitment as tourism workers in their local areas, some of them are outsourced workers and have not yet been made permanent staff/employees. Some of them also do not receive BBJS/Jamsostek insurance and wages according to the minimum wage. Furthermore, the tourism workers' union has not been fully able to fight for the rights of Balinese tourism workers. The Bali Provincial Government needs to mediate and provide guidance to tourism service business owners to provide legal protection and proper welfare for Balinese tourism workers.
