    Abstract:It is well-known that individuals incarcerated in prisons often have poor connections to the labour market. This article examines whether education, treatment, and work during incarceration influence labour market attachment after release. The dataset consists of 12,127 individuals who were incarcerated in Swedish prisons between 2012 and 2015. Data were collected from the Swedish Prison and Probation Service, Statistics Sweden, and the Swedish National Council for Crime Prevention. Regression analysis indicates that education, treatment, and work all have an impact on labour market attachment. However, when additional variables are included in  the analysis, prior attachment to the labour market emerges as the most significant factor. Gender, age, and substance abuse also influence connection to the labour market. The findings are discussed with reference to the concepts of turning points and hooks for change

    Implementation, innovation or incremental change? Analyzing 25 Danish municipalities’ translation of the Dutch Buurtzorg Model for home care

    Danish municipal elderly care is facing significant challenges, including recruitment issues. Inspired by the successful Dutch Buurtzorg model, central government has allocated funds to support local innovation. Based on translation theory and grounded in 50 qualitative interviews involving 159 individuals in 25 municipalities, this article analyzes how the Buurtzorg model is translated in a Danish elderly care context. On a policy level, Buurtzorg is translated from a complex organizational model into an idea of permanent, interdisciplinary and self-managing teams. Municipalities’ local translations of these core elements encounter challenges, including resistance from frontline workers and unchanged framework conditions. This results in significant variation but relatively minor changes, indicating incremental change rather than innovation, and raises the question of how central government can best support local innovation

    I perioden 2020-2022 investerede regeringen, KL og Danske Regioner i 40 ”signaturprojekter” med henblik på at skabe erfaringer med kunstig intelligens (AI) i den offentlige sektor. Artiklen anvender en udvidet typologi fra frameworket ”algoritmisk regulering” til at undersøge, hvilken form for algoritmisk regulering signaturprojekterne er udtryk for, og hvordan AI udvikles til at understøtte og automatisere beslutninger i den danske offentlige forvaltning. Analysen bidrager konceptuelt og empirisk til den eksisterende litteratur ved at (a) udvikle en udvidet typologi til at klassificere AI som regulering og automatisering af beslutninger og (b) vise sammenhængen mellem regulerings- og beslutningsstøtteformer på tværs af samtlige danske AI signaturprojekter. Det åbner op for en nuanceret diskussion af, hvordan AI fremmer forskellige former for algoritmisk regulering og beslutningsautomatisering på forskellige forvaltningsområder samt implikationerne af dette for relationen mellem stat og borger

    Rigsrevisionens beretninger om statens brug af offentlige midler indgår i den offentlige og parlamentariske kontrol med regeringen. En væsentlig antagelse i litteraturen om nationale rigsrevisioner lyder, at deres kontrolfunktion afhænger af, at de organisatorisk er underordnet parlamentet snarere end regeringen. Der findes dog meget få empiriske studier af denne tese. Nærværende studie undersøger, hvorvidt Rigsrevisionens overflytning i 1991 fra Økonomiministeriet til Folketinget har bidraget til dels at gøre Rigsrevisionens beretninger mere kritiske, dels at øge Folketingets brug af disse til at stille kritiske spørgsmål til regeringen. Undersøgelsen tyder for det første på, at overflytningen har bidraget til at gøre Rigsrevisionens beretninger mere kritiske. Undersøgelsen tyder for det andet på, at overflytningen ikke har haft nogen klar betydning for Folketingets anvendelse af beretningerne

    The dismantling of public housing: the welfare state and housing policy

    This article examines how the role of public housing in the Danish welfare state has changed over the past 75 years. From being a universal service aimed at all citizens, public housing today primarily functions as a selective solution for socially vulnerable groups. Based on legislation, construction statistics, and registry data on resident composition, we show that (1) access criteria have become more restrictive, (2) residents have become significantly more economically and socially marginalized, and (3) the public housing sector constitutes an increasingly smaller share of new construction and primarily functions as a supplement to the private market. This development reflects a shift in Danish housing policy from a social-democratic universalist approach to a more selective and market-oriented one
