Contemporary Legal Issues Explored by an Administrative Measure Called a Permission
Get PDF論文Article日出町における土葬用墓地建設計画の許可をめぐる推進派と反対派の動きを法的に整理していくと現在の仕組みの限界が明らかになる。現行法の下では基礎的地方公共団体の内部問題として処理することしかできず、隣接する地方公共団体への影響を含めた処理が難しい。この現行法の論理構造は人権ないし自由に関する法的論理も同じであり、自由という概念を革新することが必要である。このような限界を現状に適応させずに多文化共生社会を推進するところに日本社会の課題がある。A legal review of the moves by the proponents and opponents of the approval of the plan to construction of Muslim cemetery in HIJI Town reveals the limitations of the current social system. Under the current law, the issue can only be handled as an internal matter of the basic local government, and it is difficult to include the effects on neighboring basic local governments and the effects of administrative measure called a permission. This logical structure of the current law is the same for the legal logic of human rights and freedoms, and it is necessary to innovate the concept of freedom. The Practice of Online Class under COVID-19 Situation and Its Awareness Survey : Through the Questionnaires in English Class
Get PDF研究ノートResearch Note新型コロナウイルス感染症（COVID-19〈以下コロナ〉）の影響により、筆者の勤務している大学でもオンライン授業が行われた。2020年度から2021年度も引き続きオンライン授業を行っている。本稿では、オンライン授業の実践について述べる。授業は課題提示学習型である。そこでは、大学のPortalとGoogle classroomを使って配信し、提出物、小テスト、語彙テスト、アンケートを行った。アンケートは授業を受ける前と半年後に行った。授業の感想を聞き、次にオンライン授業についてのアンケートも行った。その結果、オンライン授業には概ね満足であった。学生はオンライン授業ではリアルタイムの双方向授業よりオンデマンド形式に好みを表すことが分かった。又、オンライン授業の良さとしては自分のペースで進められるや集中できるといった良い面を指摘する学生が多かった。一方、特に1年生からは、対面を望む声も多く聞かれた。又、悪い点としては教員ごとに活用するシステムの違いが挙げられた。特筆すべきものは1年生で最も多かった「人との交流がない」という問題であった。これはコロナ禍で起きた大きな課題と言える。一方コロナ禍は、日本の遅れていたオンラインでの教育の後押しをしたということもいえる。In this paper I will introduce how I taught basic English classes during the pandemic of Covid-19 in 2020 and 2021. I taught them through Portal and Google classroom. Then I asked the students to participate in a survey to get their perspective during the online classes. I used questionnaires pertaining to the English class and about the use of online studies.
In conclusion the results revealed that the students could understand what they were being taught through the Google classroom and that they had a positive experience about learning English through the online class.
Then students prefer on demand classes rather than real time classes because they can learn by their own pace independently. However, the freshmen have a strong desire to have face-to-face classes they don’t know their classmate faces. They don’t have any communication with their classmates so far. We teachers have to observe and give some aids for them. This is a very important thing. However, this pandemic also gave us chances to learn how to teach online. Precision Improvement of Time-frequency Analysis and Application to Development of Audio-MIDI Conversion Tool
Get PDF研究ノートResearch NotesMIDI カラオケなどの自動演奏データを作成する用途や、耳コピーの自動化や自動採譜の用途において、オーディオ信号をMIDI 形式に変換するツールの実現が要望される。前者においては、MIDI のベロシティやピッチベンドを認識して生演奏に近い演奏表現が求められるのに対し、後者においては、演奏上のテンポやピッチのゆらぎを除去して元の譜面に近い音符表現が求められる。いずれの場合においても、与えられたオーディオ信号をMIDI 形式に変換する信号処理系の精度が要求され、それを左右するのが時間周波数解析である。音楽情報は時間軸における音の周波数成分の時系列変化で表現されるが、時間周波数解析により特定される音の周波数成分と時系列変化の精度がトレードオフの関係になる不確定性原理の制約から、実用的な精度を得ることが困難であった。本稿では、一般化調和解析手法に改良を加え、時間周波数解析における周波数分解能と時間分解能の双方を改善させ、オーディオ-MIDI 変換ツールを開発したので、その結果を報告する。Realization of Audio-MIDI conversion tools are requested for creation of playback-control data such as for MIDI-Karaoke machines, and for development of an automatic music notation system. Realistic playback with MIDI velocity or pitch-bend parameters recognized are required in the former application, whereas reconstruction of the original music score by removing fluctuations of tempo or pitch is required in the latter application. In both applications, precisions of converted MIDI data from audio signals and time-frequency analysis play an important role. A set of musical information is expressed as frequency components and temporal transitions of sounds. However, it is difficult to analyze precisely both frequency components and temporal transitions at the same time, owing to the known uncertainty principle, which makes difficult to develop a practical audio-MIDI conversion tool. In this paper, we propose an improved generalized harmonic analysis method, which can increase both frequency and temporal resolution in a time-frequency analysis. And we report to apply our improved analysis method, to our developing audio-MIDI conversion tool.departmental bulletin pape

Get PDF論文Article法定通貨の必要性を確認することは民主主義のもとでお互いの尊厳を認め合うことであり、公的部門の財源を税源に絞るならば、国民の命がもたない。量的・質的金融緩和、所得連動型給付金制度は切実だが、公的な債務を膨張させ税制に負荷がかかり、世代間の公平性に課題が残る。生活保護は世帯ごとを基準とするため、本当に苦しむ個人に資源が届くか、不確実性がある。デジタル庁の創設、マイナンバー制度を活用した即時給付は支持され、その財源確保に向けて純資産性を伴う方式として金融商品取引法第二条に規定する定義に関する内閣府令に基づき、取引参加者のあいだで市場関係者地域通貨の流通を促す公債市場補完制度を採用するよう提示する。It seems that there is no reasonable relationship between tax system and securing financial resources in public sector. National economy would put more pressure on public policy about the risk of private sector, so it could be said that the way of public finance might be independent of public debts. The times are right for establishment of a new equity market while creating jobs and effective demands. The complement system of public bond market, which is composed of NOMAD System and SETS, is a strong possibility for fiscal reconstruction. NOMAD System means the mechanism of Nominated Adviser which is one of the market of initial public offerings by human discretion. There are some specific investors (professional investors) and small and medium enterprises, so this research points out to establish Shijohkankeisha Exchange Trading System; SETS for facilitating specific institutions and SMEs to advance into new public affairs. SETS accepts a method of Local Exchange Trading System; LETS because SMEs also have the authority to issue Sets currency by two-way communication. It will be resolved McMillan Gap. 川越市の財政力指数は0.97（令和元年度）であり、およそ自立都市としての地位を確立している。歴史的に水運によって小江戸川越と江戸・東京は緊密な結びつきがあり、文化的な面においても影響しあい発展してきている。現在、東京が、国際金融都市としての地位を確かにしてゆく方針が必要な局面において、小江戸川越が起点となって市場関係者地域通貨の導入を推進してゆき、地方財政によって日本地域の人材育成を充実させ国民・住民の担税力強化を図ることによって、国家財政を補完する役割を担うことができる。

Representation of Surreal Space in Auditory Art : An Analysis on Francois Bayle's Acousmatic Music "Espaces inhabitables"
Get PDF研究ノートResearch Notesミュージック・コンクレートとは、録音された現実音を音楽の素材として使用し、電子的な手段を用いて加工、編集することによって制作される音楽である。1940 年代後半、ピエール・シェフェールによって創始された。アクースマティック音楽とは、この音楽を継承するかたちで、1970 年代前半、フランソワ・ベイルによって提唱された。スタジオ内で制作され、固定メディアに定着した後、映画のように「上映」される音楽、とされる。本稿では、シェフェールによって「オブジェ・ソノール」として捉えられた作品の素材としての音が、ベイルの作品においては「イマージュ・ドゥ・ソン」と捉えられている点に着目し、シュルレアリスムにおける「オブジェ」と「イマージュ」の概念との関係性について検証する。さらに、ベイルの初期作品における表現を「聴覚によるシュルレアリスム」として解釈し、聴覚芸術における架空の空間の創出という表現可能性について考察する。Musique Concrète is a type of music created with experimental techniques, composed of everyday sounds which are recorded, processed and edited by electronic means. It was founded in the late 1940s by Pierre Schaeffer. Acousmatic music was proposed in the early 1970s by François Bayle, who is a successor of the music. It is considered to be the music which is produced in a studio, fixed in a specific medium, and "screened" like a movie. In this article, I focus on the fact that sounds of the material of acousmatic music, which was considered as " l’objet sonore" by Schaeffer, is regarded as " l’image de son " in Bayle's work. Then I examine the relevance between the concepts of "objet" and "image" in Surréalisme. Finally, I consider the expressiveness of creating a fictional space in the auditory art, based on the interpretation of the expressions in Bayle's early works as "auditory surréalisme".departmental bulletin pape
Practical research on melody creation and harmony learning using ICT example of using free software MuseScore
Get PDF論文Article教員や生徒にとって創作のハードルは高く、創作の授業実施割合が低いことが問題となっている。そこで本研究では、教員が創作の授業実践を行うハードルを下げ、生徒にとって高い学習効果や創作意欲の向上が望めるような授業をつくることを目的とし、その達成のためにICT を用いて旋律とそれに合う伴奏づくりを行う授業を考案した。その結果、全員が旋律を完成させることができ、ほとんどの生徒が適切な組み合わせで伴奏を作ることができた。授業後のアンケートでは、全体の9 割の生徒がこの授業実践に満足したと回答した。この成果は、文部科学省によるICT 推進に応えた上に、創作や和声学習の授業実践に取り掛かるハードルを下げることができた点で重要である。The hurdles for creation are high for teachers and students, and the problem is that the percentage of creative lessons conducted is low. Therefore, the purpose of this study is to lower the hurdles for teachers to practice creative lessons, and to create lessons that students can expect high learning effects and motivation to create. I devised a lesson to make accompaniment. As a result, everyone was able to complete the melody and most students were able to make the accompaniment in the right combination. In the post-class questionnaire, 90% of the students answered that they were satisfied with the practice of this class. This result is important in that it responded to the promotion of ICT by the Ministry of Education, was able to lower the hurdles for practicing creative lessons.departmental bulletin pape
Analysis on family support during terminal care : Focusing on role sharing between professions for terminal care with no regrets
Get PDF論文Article本稿は、ケアマネージャー、看護職、介護職に対する聞き取り調査に基づいて、ターミナルケアにおける家族支援に関する役割分担について分析した。
結果を見ると、看護職は医療面での情報提供とそのタイミングの調整、介護職は介護方法の提示や医療面での現実を知って動揺する家族に対する肯定的な意味付けの付与を通じた家族の精神的負担の緩和を行っている。ケアマネージャーは方針の決定過程への家族の参加の働きかけ、決定の具体例の提示により決定に伴う家族の精神的負担の緩和を行いつつ、繰り返しの意向の確認により家族を専門職の考えに誘導してしまうことの回避を試みている。また家族関係そのものへの介入は回避しつつこれまでの家族関係を前提とした家族への働きかけも行われている。
以上の役割分担は同時に、不十分な情報あるいは医療面での現実への直面による精神的動揺、その中での不本意な介護による家族の後悔の抑止にもつながっている。This paper analyzes role sharing between care managers, nurses and care professions during terminal stage based on interview for these professions.
As results, nurses manage when to inform medical information of care receivers to family caregiver, care professions communicate how to care by them and positive meaning as terminal care for family caregiver upsetting as medical conditions of care receivers, and they try to mitigate mental burden of family care givers. On one hand, care managers ask family caregivers to attend to make decision with professions ,try to mitigate mental burden of making decision for them during terminal care by taking samples of decisions, and try not to indoctrinate them to accept by asking them desires repeatedly. In addition, while they avoid intervening family relations, they encourage for family care givers based on relations between family care givers and receivers.
These role sharing results in preventing regrets for family caregivers as mental upsetting due to insufficient information or by confronting real one and inadequate care by them.departmental bulletin pape

Get PDF作品Artwork気がつけば、デジタル映像が我々を取り巻く生活環境そのものとなっている現在。そんな中でフィルム映像が新たな存在感を示している。筆者はデジタル時代に照応されるアナログフィルム映像を、実験的な映像作品制作を通じて考察してきた。その一技法として「手持ちバルブ撮影」技法がある。その方法と背景、実際の作品群の紹介を通して、この技法が示す意味と映像表現の可能性について考察する。Today, digital images are already part of the living environment around us. Under such circumstances, film images have a new presence. The author has considered analog film images in the digital age by experimental filmmaking. One of the techniques used for that is the "handheld bulb shooting" technique. An Explanation about Rare Books
Get PDF研究ノートResearch Notes貴重書とされる書物がどのようなものであるのかについて、デジタル化の対象として貴重書と関わりを持ってきた筆者が、これまでの活動を通じて得た知識をもとに、個別の貴重書の内容や価値とは離れた論点から概説する。まず、図書館情報学用語辞典における貴重書についての記述を引用し、その内容を補足する。続いて、国立国会図書館の例を参考にして、書物を貴重書として指定する際の基準について述べる。また、図書館における貴重書の扱いについて言及する。後半では、どちらも活字を用いる印刷である、日本の活字版とインキュナブラをはじめとする西洋の活版について簡単に説明し、さらに、和書における代表的な装丁や、洋書の背の仕立て方の違いなど、貴重書の形や素材について述べる。In this article the author, who has been involved in digitizing rare books, outlines what rare books are, based on the knowledge he has acquired through his activities. First, the definition of a rare book is taken from a library & information science glossary and supplemented. Referring to the example of Japan’s National Diet Library, the criteria for designating books as rare are discussed, as is the handling of rare books in libraries. The second half of the article provides a brief explanation of Japanese old printed books and Western old printed books, including incunabula. Finally, the materials and formats of rare books – including the bindings typical of Japanese old books and the types of spine found in Western old books – are covered in the last part.departmental bulletin pape
