PREFACE
This current issue offers you different approaches to important regional problems. All the papers can be conditionally attributed to: ecology, public administration, business, and competencies of managers. E. Cepuritis, J. Ulme, S. Kaulins analyses coastal governance methodology. Yet slightly different approach to ecology can be found in the article about media ecology presented by R. Vaičiulė. T. Gogol analyses public administration problems in the development areas of Ukraine, whereas A. Baia and H. Viveiros highlight youth unemployment in depressed areas of Portugal. Two articles are devoted a to consumer behaviour issues: one by D. Kiyak, L. Pranckevičiūtė, and I. Crisis of Values in the European Union
The author demonstrates how the current refugee situation reflects the crisis of values within the European Union. Brexit and the election of Donald Trump in the United States have revealed that some western citizens are eager to restore traditional values and extreme order as an opposition to the current idea of democracy within the EU member states which leads to libertarian tendencies, and potentially to chaos. The conflict of traditionalist and libertarian tendencies among the European Union citizens most likely will increase, and this can lead to the further European Union disintegration. The case of Latvia and related analyses have shown that some Central and Eastern Europe countries will are not willing to accept refugees. Therefore, this study uses the grounded theory approach, based on historical facts and opinions of classical authors, while explaining that healthy and wealthy society should be based on an extended or at least on a nuclear family. In this paper, a case study of Latvian citizens’ attitudes towards refugees is used to support psychological hypotheses which are mainly of the theoretical nature. In the author’s opinion, it is important to understand that real traditionalism means democracy which is based on order and hierarchy. In contrast, libertarianism leads to the democracy where the family model is not supported and the whole system of values is corrupted. The author demonstrates on historical events that such attitude can lead to destruction of the whole society, and explains why virtues and family oriented systems have been established and promoted by classical philosophers and by religions. Keywords: corruption, family, emotions, prejudice, social disintegration
The article deals with the structural-genetic and cultural-genetic aspects of table evolution. Varieties, design features as a separate element, as well as element of the interior of the dwelling (stationary benches, mobile benches, small benches) have been analysed. The table in the Polissya dwelling performed originally a sacred-symbolic function as it was investigated in field material and written sources. Table played a role of a kind of a home altar. As a place for everyday eating table began to be used quite late. Table predecessors were stationary benches, mobile benches and small benches.KEY WORDS: Polissya, interior, table, bench, small bench.doi:http://dx.doi.org/10.15181/rh.v21i0.152

XVIII a. KURŠININKŲ KALBOS ŽODŽIŲ RANKRAŠTINIS REGISTRAS
The article presents the first hitherto known written monument of the Kursenieku language from the Curonian Spit. In the XV–XVII c. Curonian descendants moved to the Curonian Spit and the mainland seacoast from Courland and brought their own dialect, which eventually became a separate language of the ethnic minority in Prussia. It was the language of the local fishermen and has never been official or acquire a written form. However, there have been attempts to record it by using scripts of other languages. One of such attempts – in the so-called Pallas dictionary. The dictionary Linguarum totius orbis vocabularia comparative augustissimae cura collecta has been published by the order of Catherine II in the end of the XVIII c. and was first reviewed under the guidance of an academician Peter Simon Pallas. The Kursenieku language was also included among the 200 represented European and Asian languages: there have been 286 Russian words that were translated and transcribed in Cyrillic into the following language. The first edition of the dictionary appeared in two parts in 1787, 1789 and the following is considered to be the date of the first written monument of the Kursenieku language. Nevertheless, there is more value for linguistics in the manuscript with Latin characters, which is stored in the St. Petersburg Branch of the Archive of the Russian Academy of Sciences. Even though it is already known to scholars from Daina Zemzare and other publications, it has never been published as a source. Here the following source is presented in more details from the perspective of the development of the Kursenieku language itself.KEY WORDS: Pallas’s dictionary, Kursenieku language, manuscript, first written monument.doi:http://dx.doi.org/10.15181/rh.v21i0.152
