SKAITMENINĖ DIPLOMATIJA KAIP ŠVELNIOSIOS GALIOS INSTRUMENTAS EUROPOS SĄJUNGOJE
Internet users using digital diplomacy techniques can generate state soft power on social networks through the promotion of traditional power resources – culture, values and behaviour. In this way, the digital dissemination of information by states becomes an instrument of their power policy. This article analyses the concept of digital diplomacy, the transformation of its characteristics and activities in the digital space. The text examines the interaction between digital diplomacy and soft power, also focuses on the European Union’s digital diplomacy, which has become an important part of the EU’s foreign policy. Due to the novelty of the topic and the lack of research in the public discourse, the article is relevant to research in order to find out what digital diplomacy methods the EU institutions, diplomats, individual Internet users are and how it forms the European information geopolitics.KEY WORDS: EU, digital diplomacy, social networks, soft power, propaganda.DOI: http://dx.doi.org/10.15181/tbb.v79i3.189

THE ASSESSMENT OF EFFECTS OF LOCAL GOVERNMENT ELECTIONS IN POLAND IN 2018
The territorial government election held in 2018 had significant influence not only on the current situation in Poland but also on the functioning of the country on the international scene. This event was very important for building the future political situation in Poland and it was a kind of prediction before the European Parliament election, the Polish Parliament election and before the Presidential election which are coming in the following years. The results of this election showed not only what can happen but also how Poland may function in the international environment – the Polish cooperation with other countries in the region and Poland’s functioning in the European Union. The subject of this research is to analyse the territorial government election in Poland in 2018 and to show what kind of changes were done in the Polish electoral law. Also, there are some indications presented how the role of local government should be shaped in the near future. The paper is also discussing some issues related with the way how Poland will function in the future with the focus on international cooperation, especially the cooperation with neighbouring countries and the European Union. The method which was used in this study is the observation method and the analysis of the situation in Poland as well as the analysis of changes in the electoral law in Poland. THE YOUTH IN POLISH LEGATIONS AND GOVERNMENT
Until the 2015 elections, youth policy in Poland was treated as a separate domain. There is no uniform legal basis concerned with the matters of young people. Youth rights are dealt with in several articles of the Constitution of the Republic of Poland as well as a number of Acts: on Public Administration Branches, on the Education System, on Higher Education, on Employment Promotion and Labour Market Institutions, on NFZ General Health Insurance, on Combating Domestic Violence, on Social Employment, on Public Benefit Organisations and Voluntary Service, along with the Labour Code and certain government regulations. The first consistent document concerned with youth issues was the National strategy for young people for 2003–2014, adopted in 2003. Thereafter, the matters of youth policy were discussed in the report entitled Youth 2011, the document Poland 2030 – Third Wave of Modernity, the Long-Term National Development Strategy, and the Government Program for Social Activity of Youth for the years 2015–2016. Following the 2015 parliamentary elections, youth issues were given a lower priority. In the election manifesto of PIS (Law and Justice party), much attention was devoted to family policy, with youth policy being regarded as part thereof. Consequently, on 13 February 2018, the Family, Senior and Social Policy Committee of the Senate of the Republic of Poland adopted a Resolution on “Integrated youth policy”, presenting it as one of the areas of family policy.KEYWORDS: youth, youth policy, Polish legations, polish document programme Law and Justice Party.JEL CODES: I1, H1.DOI: http://dx.doi.org/10.15181/rfds.v27i1.186
MARKET ENVIRONMENT FACTORS INFLUENCE ON DEVELOPMENT OF BANCASSURANCE IN LATVIA
Banks and insurers as part of financial service industry engage in partnership under the concept of Bancassurance. Several studies are done on this topic, focusing on economies of scale and performance of most Bancassurance common models. The purpose of this study is to identify the key market environment factors that influence the development of Bancassurance for retail banks in Latvia and the level of increase. Aim of this research is to analyse – how market environment factors influence the development of Bancassurance in Latvia. The current paper is focused on the Latvian market where several Bancassurance models are present as we test our propositions by interviewing management representatives of major stakeholders and analysing secondary market data. Main research findings – motives of banks and insurance companies in Latvia for implementing Bancassurance are in correspondence with the academia: new clients and additional revenue for insurers, improvements of customer service and loyalty for banks. MATO PRETORIJAUS UŽFIKSUOTOS MITOLOGINĖS MEDŽIAGOS APIE ŠVENTES VERIFIKACIJA: SĖJA
In analyzing the pre-Christian culture of the Balts, the nucleus of which consists of pagan religious logic and mythology, there is a problem of the value and reliability of the recorded writings about it. The article reviews and verifies the mythological information having a direct relation to the sowing celebration that Matthaeus Praetorius (Matthäus Prätorius) recorded in the source “Deliciae Prussicae oder Preussische Schaubühne” (Deliciae Prussicae or Prussian Theater, late 17th century). In succession, the paper discusses the interpretations made by the 20th to 21st century researchers who analyzed the mythological material recorded by Praetorius about the sowing festival. The context of the research made in 20th to 21st century has revealed that the scholars of earlier periods gave different assessments to the reliability of the aforementioned mythological material provided by Praetorius: they did not question authenticity, but considered the information to be quite reliable, and used it in their works; the scholars sensed the problem of authenticity of the mythological material, but hesitated to solve it; the scholars noticed the authenticity problem and more or less tried to solve it. Customer views on problems of Internet shopping using Mobile Devices: Results of Recent Survey
Recent developments of information technologies have supported fast development of Internet shopping worldwide and also using mobile devices. Internet shopping creates convenience for customers, bigger selection of goods and services from one side, but also creates several challenges for companies as well as some problems for companies and customers from the other side. Active research on different aspects is done by businesses, academic researchers alone and in co-operation of business and academic researchers. The aim of research is to find recent ideas of customers on Internet shops and problems raised in Internet shopping using mobile devices and to compare the results with other countries. The authors used the research methods such as: scientific publications’ studies, analysis of statistics on Internet shopping development, a survey realised in Latvia at the end of 2017 and the beginning of 2018 on Internet shopping in co-operation with the company iMarketing, University of Latvia, and Chamber of Trade and Commerce of Latvia. The main results and findings of the study, theoretical and practical implications are the following: the response rate of respondents was very high in comparison with other surveys, respondents have also expressed their suggestions and improvements for Internet shopping using mobile devices. The main conclusions of research: increase in Internet shopping in Latvia using mobile devices is not so fast as in other countries, mobile devices for shopping on the Internet are used not so often as in other countries; several local brands already having experience on Internet shopping encounter big challenges in development of Internet marketing; customers highly evaluate previous personal experience and good references of relatives and friends (word of mouth) in use of a respective brand for Internet shopping, but does not want to leave personal information (bank card information, personal code, etc.).KEYWORDS: Internet marketing, problems in Internet shopping, young people shopping on Internet, survey.JEL CODES: L86; M31; M37.DOI: http://dx.doi.org/10.15181/rfds.v27i1.188
The problem of establishing welfare state models, their values and coherence with the public administration models
It is pointed in the article that a significant and relevant direction of new social sciences in the body of the problems of research into welfare states (in general) and in Central and Eastern European countries in particular, could be the investigation of the problem of compatibility and coherence between welfare state models and public administration models, to be more precise, examining if this relation is accidental or not. KLAIPĖDOS RAJONO GYVENTOJŲ KORUPCIJOS SUVOKIMO IR PATIRTIES KAITA TRUMPUOJU LAIKOTARPIU
Nacionaliniai statistiniai tyrimai atskleidžia, kad miestų ir rajonų savivaldybės laikomos vienos labiausiai korumpuotų institucijų Lietuvoje. Straipsnyje pristatomi 2016 m. ir 2018 m. Klaipėdos rajono savivaldybėje atlikto kartotinio tyrimo rezultatai, leidžiantys įvertinti gyventojų korupcijos suvokimo ir patirties kaitą, gyventojų požiūrį į savivaldybėje taikomas korupcijos prevencijos priemones. Ištirta, kad gyventojai korupciją suvokia labiau neigiamai ir rečiau susidūrė su įvairiomis korupcinės veiklos formomis. Apklaustųjų nuomone, korupcija labiausiai paplitusi medicinos įstaigose, savivaldybės administracijoje ir jos padaliniuose bei žemėtvarkoje. 2018 m. buvo gerokai mažiau teigusiųjų, kad davė kyšius skirtingiems asmenims: medicinos darbuotojui, pareigūnui, valstybės tarnautojui. Apklaustieji mano, kad veiksmingiausia kovos su korupcija priemonė yra bausmės korupcinę veiklą vykdžiusiems asmenims neišvengiamumas bei korupcijos atvejų viešinimas spaudoje, TV ir kitomis priemonėmis.
