Favoritism in the Turkish Educational System%253A Nepotism, Cronyism and Patronage
In almost all systems there have been unethical behaviors that take place in written and visual media. Of all these unethical behaviors, favoritism takes precedence. This study was conducted to investigate whether or not the administrators favor some people in the Turkish national education system and also to reveal the teachers thoughts on whether or not the administrators (central, provincial, and school administrators) show favoritism in their decisions and practices. In the study, a scale was constructed to collect data, and its validity and reliability were checked. After a group of teachers tested the scale, the results indicated that the teachers tend to believe that central, provincial and school administrators are partial in favor of some people in the Turkish national education system. Teachers believe that favoritism has existed in the following areas%253A the appointment of central administrators in the ministry of national education, in school administrators and teachers, in providing educational materials for schools, in selecting schools to take part in activities, in promoting teachers to a higher position or appointing them to positions abroad%253B about tendering investments in the provincial education administration, in opening private schools, courses and institutions, in the distribution of funds to schools, as well as the use of buildings, establishments and materials provided by the ministry%253B in the practice of school administrators about the tolerance for teachers having permission for any reasons, in teachers beginning courses and leaving classrooms on time, and finally in selecting participants for activities from which they can benefit financially and academically. Participants believe that administrators neglect skills and abilities, and that they behave show favoritism about the issues mentioned above in favor of their friends, fellow countrymen, and those having political views that align with their own
Lifelong Learning for Sustainable Community Development in a Japanese Case
The scope of lifelong learning in Japan covers school education and informal learning. Japan faces large social changes%253A severe child population decline could ease competition for entrance examination but students are pushed to win in the society%253B cyber communication changes the human relationships more invisible and atomized%253B the gap between urban and remote areas is widened%253B and local industry can hardly find its successors and local schools need to attract students because young people move away to city. This article overlooks what the Japanese society has missed today and identifies it is the social aspects of outcomes by lifelong learning. Recent trends and the framework of lifelong learning in Japan are introduced, and the concept of social capital is used for discussion. The case study shows benefits of learning opportunities, technology, and collaboration in a Japanese local city to build a sustainable society
Avrupa Birliği Komisyonu Comenius Değerlendirme Raporları ve 2004-2006 Döneminde Türkiye’de Hazırlanan Comenius Projelerine İlişkin Bir Değerlendirme
1992 yılında imzalanan Maastrciht Antlasması ile Avrupa Birligi (AB) Egitim alanında bazı duuml%253Bzenlemeler yapmıs, genel ve mesleki egitim kavramlarını birbirinden kesin olarak ayırmıstır. Yapılan bu yeniligin sonucu olarak 1995 yılında Sokrates, Leonardo ve Genccedil%253Blik programları faaliyete geccedil%253Birilmistir. Yeni nesil programlarda yapılan en ouml%253Bnemli yeniliklerden biri, okul egitiminde Avrupa boyutunu ve isbirligini desteklemek amacıyla Sokrates buuml%253Bnyesinde hazırlanan Comenius programıdır. AB Komisyonu Comenius programının hedeflerine ulasma oranının tespiti iccedil%253Bin ccedil%253Besitli degerlendirme raporları hazırlatmıstır. Yapılan bu ccedil%253Balısma ile 2004, 2005 ve 2006 yılları Tuuml%253Brkiye de kabul edilen Comenius 1 programı istatistikleri incelenmis ve bulgular AB degerlendirme raporlarında yer alan bulgular ile karsılastırılmıstır. Yapılan inceleme sonucunda Tuuml%253Brkiye ve AB verilerinin proje yuuml%253Bruuml%253Bten okul tuuml%253Brleri, proje tuuml%253Brlerinin dagılımı gibi alanlarda benzerlikler gouml%253Bstermesine karsın, proje kabul oranlarında farklılıklar oldugu belirlenmistir

Editorial Statement
We are pleased to present this special issue on the contemporary trends and issues of progressive education in China. China is a country not only with massive education, but also with a rich educational history dating back more than three thousand years. With this special issue, the Journal of Educational Policy Analysis and Strategic Research has paid attention to the current developments in theory and practice of Chinas education. Four articles and one book review are being published in the current issue reflecting Chinas contemporary progressive education from different sides.
In The Way of Wei Yu -- An Orientation of Education for the Chinese in the Globalizing World, Professor Zhang Shiya discussed the characteristics of contemporary Chinese education in the context of globalization and internalization. Professor Zhang pointed out that the concept of Chinese includes not only the 56 ethnic groups inhabiting in China, but also Chinese descendants overseas. The author argued that all Chinese people have a common basis of identification%253A four words, Zhong He Wei Yu(center, harmony, position, birth), have been engraved in Dacheng Hall of Confucian temple in Qufu City, Shandong Province. Education for the Chinese Groups advocated by Professor Zhang expatiate a philosophical approach of Chinese culture%253A rich in individuality, harmony in society and Great Harmony all over the world

China’s Sociology of Education%253A Issues and Problems
The authors explore the four periods in the development of Chinas Sociology of Education%253A establishing period (1922-1949), standstill period (1949-1979), reconstruction period (1979-1998) and new development period since 1998. The paper mainly discusses the course of development, difficulties encountered, problems existing and choice of development of Sociology of Education in China
The Development of Leadership and Transformation of Management in School Transition Observation and Apperception in the Construction of “New Basic Education”
The author analyzes the transformation of leaders and managers in experimental schools. Professor Yang indicated that multi-value orientation ofEducation Reform based on participation and democracy not only put forward the urgency of school transition reform, but also offer great challenge and tribulation to the role of school leaders, including role-awareness, decision-making and project-planning. According to the author, the pushing down the focus strategy carried out by Base Schools not only strengthened the awareness of First Responsible Person, but also opened up a space for self-practice in disquisitive reform, and also inspired teachers to think independently. It also offered them the will to research corporately, the desire and the vigor to develop themselves and brought favorable interaction between system renovation and culture construction. Professor Yang Xiaoweis paper demonstrated many vivid pictures of elementary schools and high schools education reform
