    STRATEGI KOMUNIKASI KEBIJAKAN PROGRAM “JABAR MASAGI” GUNA MENINGKATKAN PENDIDIKAN KARAKTER

    The West Java Provincial Government through the West Java Education Office responded by issuing the Jabar Masagi Program, a curriculum oriented to character education adapted to local wisdom of each region through various media channels, ranging from conventional media to internet-based media. The purpose of this study was to determine the policy communication strategy of the “Jabar Masagi” program in order to improve character education. The specific purpose of this study was to determine the planning, management, and evaluation of the policy socialization of the West Java Masagi program by the West Java Education Office. This study uses a qualitative descriptive. The results showed that socializing the West Java Masagi program was carried out with a conscious, organized and continuous effort in order to choose the best alternative to achieve certain goals, namely the school community understood and implemented the West Java Masagi program, both in teaching and learning activities and in daily life. in the school environment and the outside environment, but its implementation has not been evenly distributed. The design and development of messages to support an effective communication process has been carried out well because the people of West Java, especially the education community, welcome the Jabar Masagi program. There is also an overlapping assignment or authority related to the main tasks and functions so that there is a communication gap and miscommunication that results in the communication process not going well

    Penelitian ini dilatarbelakangi antara lain adanya kebijakan perusahaan yang mewajibkan PT Garudafood Putra Putri Jaya Cabang Rancaekek untuk melaksanakan tanggung jawab sosial perusahaan (CSR). Tujuan penelitian untuk mengetahui penetapan program Sekolah Adiwiyata sebagai kegiatan community relations PT Garudafood Putra Putri Jaya Cabang Rancaekek Kabupaten Sumedang, untuk mengetahui proses pelaksanaan program Sekolah Adiwiyata sebagai bentuk implementasi kegiatan community relations, dan untuk mengetahui manfaat yang diperoleh PT Garudafood Putra Putri Jaya dan SD Negeri 1 Sawah Dadap dengan terlaksananya program Sekolah Adiwiyata sebagai bentuk kegiatan community relations. Metode penelitian menggunakan metode kualitatif dengan pendekatan studi kasus dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa ditetapkannya program Sekolah Adiwiyata sebagai kegiatan community relations PT Garudafood Putra Putri Jaya Cabang Rancaekek bertujuan untuk meminimalisir dampak negatif terhadap lingkungan akibat operasi industri PT Garudafood Putra Putri Jaya, manfaat yang diperoleh dari pelaksanaan program Sekolah Adiwiyata sebagai kegiatan community relations adalah terjalinnya hubungan baik antara PT Garudafood Putra Putri Jaya dengan SD Negeri 1 Sawah Dadap, serta lingkungan sekolah yang bersih, sehat, dan nyaman bagi SD Negeri 1 Sawah Dadap

    Responding to the development of criminal acts of corruption in Indonesia, which have had a serious impact on state financial losses, the Indonesian government has implemented policies related to these crimes. One of these policies is the tightening of the provision of parole for corruption convicts as stipulated in the provisions of Government Regulation No. 99/2012. However, the enactment of this regulation in its development has caused many polemics among the public because, on the one hand, the regulation is intended to fulfill the public's sense of justice; on the other hand, it is considered discriminatory because it contradicts the purpose of punishment in the correctional system and the hierarchy of legislation in force in Indonesia. The research method used in this research is a normative juridical method with a descriptive analysis approach. The type of data used is secondary data as the main data. From the research results, it obtained: (1) Discrepancies related to the concept of Justice Collaborator in PP. 99/2012, wherein the regulation states that "Justice Collaborator" is an absolute requirement that must be met in the context of a prisoner of certain criminal acts (including convicted corruption convicts) to obtain parole rights and other rights such as remission. (2) tightening the granting of parole for corruption convicts as regulated in the provisions of PP. 99/2012 is clearly very contradictory, where for convicts, corruption is included in the category in Article 43A PP No. 99/2012 to get the right to parole, there is a distinction in the form of restriction in granting parole. (3) tightening the granting of rights to certain criminal offenses in PP. 99/2012 also contradicts Article 28 J of the 1945 Constitution, which clearly mandates that the limitation of certain rights must be regulated by law and not by government regulation. The conclusions of this study are as follows: (1) regulations for granting parole to convicts of corruption in the correctional system in Indonesia begin with Law Number 12 of 1995 concerning correctional facilities, which is the basis of the implementation of the correctional system; and (2) tightening the provision of parole for corruption convicts in the implementation of PP. 99/2012 is not in accordance with the basic concept of the correctional system. Menyikapi perkembangan tindak pidana korupsi yang di Indonesia yang mengakibatkan dampak serius pada kerugian keuangan Negara, Pemerintah Indonesia memberlakukan kebijakan-kebijakan terkait tindak pidana tersebut. Salah satu kebijakan tersebut adalah pengetatan pemberian Pembebasan Bersyarat bagi narapidana tindak pidana korupsi sebagaimana diatur dalam ketentuan Peraturan Pemerintah Nomor 99 Tahun 2012. Namun pemberlakukan peraturan tersebut dalam perkembangannya banyak menimbulkan polemik dikalangan masyarakat, karena disatu sisi peraturan tersebut dimaksudkan untuk memenuhi rasa keadilan masyarakat, namun disisi lain dianggap diskriminatif karena bertentangan dengan tujuan pemidanaan dalam sistem pemasyarakatan dan hirarki perundang-undangan yang berlaku di Indonesia. Metode penelitian yang digunakan dalam penelitian ini adalah metode yuridis normatif dengan pendekatan analisis deskriptif. Jenis data yang digunakan adalah data sekunder sebagai data utama. Dari hasil penelitian diperoleh : (1) Ketidaksesuaian terkait konsep Justice Collaborator yang ada dalam PP No. 99/2012, dimana dalam peraturan tersebut Justice Collaborator merupakan syarat yang mutlak yang harus dipenuhi dalam rangka seorang narapidana tindak pidana tertentu (termasuk juga narapidana tindak pidana korupsi) untuk mendapatkan hak pembebasan bersyarat maupun hak lainya seperti remisi. (2) pengetatan pemberian pembebasan bersyarat bagi narapidana tindak pidana korupsi sebagaimana diatur dalam ketentuan PP No. 99 /2012 jelas sangat bertentangan, dimana bagi narapidana tindak pidana korupsi yang termasuk kategori dalam pasal 43A PP No. 99/2012 untuk mendapatkan hak pembebasan bersyarat terdapat pembedaan yaitu berupa pengetatan dalam pemberian pembebasan bersyarat. (3) pengetatan dalam pemberian hak-hak narapidana tindak pidana tertentu dalam pp No. 99/2012 juga bertentangan dengan pasal 28 J UUD 1945, yang secara jelas mengamanahkan bahwa pembatasan hak-hak tertentu harus diatur dengan Undang-undang, jika melihat pasal ini jelas pembatasan atau pengetatan dalam pemberian hak-hak narapidana seharusnya jg harus diatur dalam sebuah undang-undang bukan dengan peraturan pemerintah. Kesimpulan dari hasil penelitian ini adalah sebagai berikut: (1) Pengaturan pemberian Pembebasan Bersyarat bagi narapidana tindak pidana korupsi dalam sistem Pemasyarakatan di Indonesia berawal pada Undang-Undang Nomor 12 Tahun 1995 tentang pemasyarakatan yang merupakan dasar dari pelaksanaan Sistem Pemasyarakatan; dan (2) pengetatan pemberian pembebasan bersyarat bagi narapidana tindak pidana korupsi dalam implementasi PP No. 99/2012 tidak sesuai dengan konsep dasar Sistem Pemasyarakatan

    The purpose of this paper is to determine the extent of the authority of the Waterand Air Police Corps in law enforcement at sea related to Law No. 32 of 2014 concerningMarine Affairs, then to determine the obstacles of the Air and Water Police Corps in lawenforcement at sea and what efforts can be made to overcome the obstacles in lawenforcement at sea. The specification of the research used is descriptive analysis. Themethod of approach used in this research is a normative juridical approach. Data collectiontechniques were carried out using general library research research, reviewing laws andregulations, journals, textbooks, as well as articles and field studies via the internet byopening sites or websites available on the internet. Analysis of legal materials is carried outby grouping based on the existing problem formulation and then classified and arrangedaccording to the problem formulation in order to make it easier to answer the existingproblem formulation. After analyzing data and research using theory and library materials,it was concluded that law enforcement at sea is one of the powers of the National Police,especially at Korpolairud, with a limit of 12 nautical miles, but it is still constrained bylimited personnel, facilities, and infrastructure. Tujuan penulisan ini untuk mengetahui sejauh mana kewenangan Korps PolisiPerairan dan Udara dalam penegakan hukum di laut terkait Undang-Undang No. 32 Tahun2014 tentang Kelautan, kemudian apa kendala-kendala Korps Polisi Perairan dan Udaradalam penegakan hukum di laut serta upaya apa untuk dapat mengatasi kendala-kendalapenegakan hukum di laut tersebut. Spesifikasi penelitian yang digunakan deskriftif analitis.Metode pendekatan yang digunakan dalam penelitian ini adalah pendekatan yuridisnormatif. Teknik pengumpulan data dilakukan dengan menggunakan cara penelitian studikepustakaan umum, menelaah dalam peraturan perundang-undangan, jurnal, buku teksmaupun artikel-artikel dan studi lapangan melalui internet dengan membuka situs atauwebsite yang tersedia di internet. Analisa bahan hukum dilakukan dengan cara melakukanpengelompokan berdasarkan rumusan masalah yang ada kemudian diklasifikasikasi dandisusun sesuai rumusan masalah agar dapat memudahkan dalam menjawab rumusanmasalah yang ada. Setelah dilakukan analisis data dan penelitian menggunakan teori maupunbahan kepustakaan disimpulkan bahwa penegakan hukum dilaut merupakan salah satukewenangan dari Polri, khususnya Korpolairud dengan batas 12 mil laut, namun tetapterkendala pada terbatasnya personil maupun sarana dan prasarana

    Tindak pencurian dengan kekerasan dewasa ini semakin meningkat maka daripada itu diperlukan penanganan yang cepat dan cepat sehingga dapat meminimalisirnya oleh Polri. Permasalahan pokok yang diteliti dalam penelitian ini dibatasi sebagai berikut: (1) Bagaimana tindakan Polri dalam menangani tindak pidana pencurian dengan kekerasaan saat ini berdasarkan hukum positif di Indonesia?; (2) Bagaimana tindakan Polri dalam menangani tindak pidana pencurian dengan kekerasaan dimasa yang akan datang/ideal berdasarkan hukum yang dicita-dicitakan di Indonesia?. Penelitian ini merupakan penelitian yang bersifat kualitatif karena data penelitiannya merupakan data sekunder yang merupakan uraian kata-kata. Pendekatan penelitian yang dapat dilakukan terhadap sebuah penelitian normatif kualitatif ada beberapa macam, khusus untuk penelitian tesis ini menggunakan pendekatan perundang-undangan. Hasil penelitian adalah : (1) Semakin canggihnya modus operandi maupun peralatan kejahatan menjadikan Polri harus berupaya dan mampu menentukan langkah-langkah apa yang harus dikerjakan untuk menghadapi ancaman, tantangan, dan gangguan-gangguan keamanan tersebut, maka Polri harus dapat meminimalisir tindak pidana pencurian dengan kekerasan karena pencurian dengan kekerasan dianggap sebagai suatu perbuatan tindak pidana yang dapat dikategorikan sebagai perampasan dengan pengambilan barang orang lain secara paksa. Guna pengungkapan perkara dilakukan melalui proses kegiatan penyidikan yang dilakukan secara profesional, proporsional, efektif dan efesien, maka penggerak, pengatur dan pengendali penyidikan dalam pengungkapan perkara pidana dilaksanakan oleh para Kanit dan Kasat Reskrim untuk seluruh satuan yang di dasarkan pada kemampuan manajerial dan kemampuan tehnis dan taktis penyidikan; (2) Untuk peran/tindakan Polri dalam menangani Tindak pidana pencurian dengan kekerasaan dapat terlihat bahwa tindakan Kepolisian dalam menangani Tindak Pidana pencurian dengan kekerasan di masa yang akan datang adalah disamping mempertahankan protapnya (Progam Tetap) yaitu Patroli, Berantai, jartup, Polmas, kring serse, deteksi dini, penanganan TKP yang dikeroyok (Polres, Polwiltabes dan Polda/serta gelar perkara sampai terungkapnya kasus juga ditambah dengan jakstra Kapolri yang disebut Grand Strategi Polri. Kesimpulan dari hasil penelitian yaitu : (1) Tindak pidana pencurian dengan kekerasan diatur dalam pasal 365 KUHP; (2) Pada tahap strive for excellent (pelayanan masyarakat yang prima) diharapkan semua pelayanan Polri termasuk dalam hal perkara pencurian dengan kekerasan angka kejadiannya sangat kecil dan angka penyelesaian kasusnya sangat tinggi. Sedangkan untuk hukum yang dicitakan atau hukum di masa depan Polri masih tergantung dari KUHP yang baru, yang saat ini masih dalam proses/konsep untuk kemudian disahkan menjadi Kitab Undang-Undang Hukum Pidana Nasional, begitu juga dalam hukum acaranya, ke depan Polri mengharapkan adanya KUHAP yang baru

    The development of the COVID-19 pandemic is still increasing in the community. With the large population in Indonesia, especially the city of Bandung, the treatment of COVID-19 patients is not only carried out at health service centers but also in the community directly. Health volunteers who are community groups who are actively assisting the government in the implementation of public health need to be equipped with the management of COVID-19 patient care in terms of care, nutrition and exercise. This PKM aims to provide debriefing to prospective COVID volunteers regarding the care of individuals with COVID 19 in hospitals and self-isolation places in the community, sports training in handling COVID, debriefing knowledge and skills in the implementation of infection prevention and control in treating COVID patients. The method used is blended seminars and training, namely online and offline by implementing strict health protocols. This program is carried out for 2 days. Participants are 244 students, health workers who are prospective COVID 19 volunteers at health institutions in the city of Bandung. The results of the activity showed that there was an increase in the average knowledge of pretest (65.8), post test (73.49) of volunteers on nursing care management, and skills in safety preparation

    The incidence of dysmenorrhea in Central Java has reached 56%, this proves that the problem of dysmenorrhea cannot be considered trivial. In Semarang there are 2.11% - 3.1% of the number of women who experience dysmenorrhea who come to the obstetrics department, but there are still many dysmenorrhea patients who do not report. For sufferers of dysmenorrhea can limit women in their daily activities. Many female students are unable to carry out their activities, thus interfering with the Koran and worship activities. This causes the absence of female students to decrease. An understanding of menstruation is needed to be able to encourage adolescents who experience menstrual disorders to know and take the best attitude. Based on these conditions, this Community Service aims to reduce the level of dysmenorrhea pain in female students. The method used is counseling and education (demonstration) stretching to 56 female students. The result of this activity is a decrease in the level of dysmenorrhea pain, an increase in knowledge about the right treatment to reduce dysmenorrhea pain

    Transportation is a system that has facilities and infrastructure, transportation services provide guarantees not only guarantees for safety, but also include certainty and security of transportation users, both people and / or goods. The purpose of implementing the 53 Shipping Real Work Lecture (KKN) is to provide socialization about criminal regulations in an effort to prevent the prohibition of sea transportation for the safety and security of national shipping. The method of implementing KKN is carried out online by using social media as a means of finding data, discussing with partners, socialization, and counseling to the community. This is then packaged in the form of a webinar with predetermined themes, topics, and studies. Based on the results of the activity, it can be concluded that most people still do not understand the importance of shipping safety and security for the benefit of users of sea transportation services, this is due to the low understanding of regulations, less disciplined enforcement officials, and the culture of the community itself which is more concerned with achieving goals than the safety and security of shipping

    The background of this research is the low matematical problem solving ability of students. To improve students' mathematical problem solving abilities the application of the missouri mathematics project (MMP) and team games tournament (TGT) learning models is used. The research aims to find out the improvement of students 'mathematical problem solving abilities through the application of a combination of MMP learning models and TGT is better than the problem based learning (PBL) learning model and students' responses to the application of the MMP learning model mix and the TGT. The method used in this research is quasi-experimental. The population in this study were all grade VII students of SMP Negeri 1 Bojongsoang. The sample is students of class VII-D as an experimental class given a combination of MMP learning models and TGT and class VII-E as a control class given a PBL model. The instruments used were tests of mathematical problem solving abilities, student questionnaires, and observation sheets. Based on the analysis of the mathematical problem solving ability test results, it was concluded that the improvement of students' mathematical problem solving abilities through the application of a MMP learning model and TGT was better than the PBL model and based on the questionnaire analysis, it was concluded that the students responded positive towards the application of the MMP learning model mix and the TGT

    PENERAPAN MODEL PEMBELAJARAN KOOPERATIF TIPE MAKE A MATCH UNTUK MENGKAJI SELF-CONFIDENCE DAN PENINGKATAN KEMAMPUAN KOMUNIKASI MATEMATIS

    This research was  motivated by the low mathematical communication skills and lack of students' self-confidence in learning mathematics. One alternative learning that can be applied to improve students' mathematical communication skills is the Make a Match cooperative learning model. The purpose of this study was  determine self-confidence and improve mathematical communication skills of junior high school students. The research method used in this study was a quasi-experimental method with Nonequivalent Pretest-posttest Control Group Design. This research was conducted at a junior high school in Bandung Regency. The research sample was students of class VII-B as the experimental class and class VII-C as the control class. The experimental class uses the make a match type cooperative model, while the control class uses the discovery learning model. The instrument used was a test of mathematical communication skills, a confidence questionnaire and an observation sheet of educator learning activities. The results of the study were analyzed using t-test. Based on the results of the analysis, it can be concluded that the self-confidence of the two classes had a very good interpretation. Meanwhile, mathematical communication skills of students whose learning using the make a match type cooperative model was better than mathematical communication skills of students whose learning uses discovery learning models
