    Special Circumstances of the Declining Birthrate Issues in Japan : Delaying Marriage and Late Childbearing, and Reproductive Health and Rights( 2)

    At the United Nations International Conference on Population and Development held in Cairo in 1994 and the Fourth World Conference on Women held in Beijing in 1995, reproductive health and rights were a focus of the proceedings. Since then, these concepts have become recognized ideas worldwide. The notion that women, as the participant in these actions, should have the right to independently make decisions based on their own will for issues related to sex and reproduction such as when to give birth, how many children to have, and the interval between births has become widely accepted, Awareness of the importance for guaranteeing women's health as a right for their entire lives spread as well. In fact, after these events, there were major improvements in both maternal and infant mortality rates worldwide. The decreased birth rate that resulted from the spread of contraception and increase in its use was a major contributor. However, in Japan, where an extreme decline in the birth rate is causing a severe shortage of children for the next generation, the rate of implementation for birth control, especially modern methods, is low. According to a certain trustworthy international survey, Japanese people tend to think that the male partner should take responsibility for contraception. There is a lack of autonomy for women related to contraception in Japan. Also, in the case of an unexpected pregnancy, couples either welcome it as a shotgun wedding or depend on induced abortion to resolve the issue, as confirmed in previous paper (1). Instead of implementing proactive preventive measures, choosing to handle these situations after they occur is the norm. Previous paper( 1) discusses the sudden increase in demand for assisted reproductive technology( ART) caused by the late marriage and late childbearing trends in Japan and pointed out a temporary distortion of proper provision of information related to sex and reproduction which was a background factor. This paper (2) describes the unique process by which low contraception autonomy among women in Japan accompanied by shotgun weddings or induced abortion to handle unexpected pregnancies became the norm, a pattern not seen in other developed countries. There are common background factors contributing to these unique circumstances in Japan. These factors are deficiency of correct knowledge and information( education)related to sex and reproduction and the weak autonomy of women attempting to apply this education to their daily lives. These factors contribute to both infertility problems related to late childbirth and the choice between two extremes, a shotgun wedding or induced abortion, when dealing with unexpected pregnancies due to the lack of proactive contraception practice. This problematic attitude causes severe deficiencies in autonomy and personal decision-making, preventing women from living proactive lives which emphasize reproductive health and rights, and it needs to be taken seriously.departmental bulletin pape

    Qualitative Study on Self-Care of Type II Diabetic Patients Affected by Kumamoto Earthquake

    本研究は熊本地震の被災者を対象とし、被災により糖尿病セルフケアがどのような影響を受けたのかを明らかにすることを目的とした。調査は、熊本地震で被災した2 型糖尿病患者17 名(男性8 名,女性9 名,平均年齢62.7 歳± 8.3 歳)に半構造化面接を実施し、参加者の語りをKJ 法により8 カテゴリーに分類した。カテゴリーを列記すると、避難所では「炭水化物中心の食事」となり、緊急避難のために「糖尿病薬の不携帯」となり、避難所等で生活する上で血糖の「自己管理不能」状態となる。また、避難所生活では「社会的サービスの喪失」という中で、避難者間での「共助的関係」が生まれるが、その一方でセルフケアができないことに「合理化的思考」による対応を行い、血糖コントロール不良から「高血糖状態」や心理的反応として「トラウマ的ストレス症状」に至っていたことがわかる。 これらのカテゴリーは4 段階に分類でき、被災によって変化した環境、その状況の認知、状況への対処、被災によってもたらされた結果の段階を経ていることが示唆された。The current study was performed for victims of Kumamoto Earthquake aiming at clarifying how their diabetes self-care was affected by the disaster. Based on a survey conducted with a semistructured interview for 17 type II diabetic patients affected by the earthquake( 62.7 ± 8.3 years old:8 males, 9 females), eight categories were extracted by making talks of participants into cards and using the KJ method. As the categories are indicated by being enclosed in apostrophes below, they were put under situations of “Carbohydrate-oriented diet” at evacuation centers with “No diabetic drug held” due to emergent evacuation resulting in “Inability of blood sugar self-managing” during living in shelters. In addition, “Relationship of mutual-assistance” was generated between evacuees amid “Loss of social services” in the living at evacuation centers, and on the other hand, they coped with inability of selfcare by “Rationalized thinking” and developed “Hyperglycemic condition” due to poor blood sugar control and “Traumatic stress symptom” as a mental reaction. It has been suggested that these subjects faced with these categories which were classified into four stages, i.e. environment changed by the disaster, recognition of the situation, coping with the situation, and results brought by the disaster.departmental bulletin pape

    The King-Byng Affair of 1926 and Progressive Party in Canadian Federal Politics

    Since its formation, Canada has been a country of multiple ethnicities and regions that respectively have their own interests. The 2016 Canadian census reports that more than 250 ethnic origins and ancestries exist in the country. In addition, the Canadian federal government has historically faced the political challenge of the regional movements of the Atlantic and Western provinces and Quebecʼs separatist movement. According to Arendt Lijphart, a scholar of comparative politics, a consensus form of democracy, which is conducive to creating compromise among different groups regardless of their size, is advantageous especially for countries facing social divide. Switzerland and Belgium with their federal system and proportional representation system are typical examples of consensus form of democracy. While Canada also adopted federalism, it followed the British parliamentary and electoral systems, that is to say, it is a majoritarian form of democracy. Given Canadaʼs deep ethnic and regional cleavages, the following research questions arise. Does consensus form of democracy better fit Canada for stabilizing society? Has there been a movement toward institutional reform in Canadian political history? If we look to the past, we can acknowledge negative perspectives casted on the existing political system. This occurred with the emergence of the Progressives, a third party established from a regional protest movement in the Western provinces in 1920. The politicians of this new party insisted on a sort of consensus form of democracy that included the necessity of cooperative politics among different political groups, a proportional representation system, and a coalition government. This study argues that despite the Progressive Partyʼs political influence in parliament through its power of the casting vote, the King-Byng affair of 1926, a political dispute between the governor general and the prime minister, negatively affected the Progressives. In conclusion, this study insists that the first challenge against the existing political system ended when the Progressives receded in the middle of the 1920s.departmental bulletin pape
