Australia’s National Cabinet and its Coronavirus Response : Implications for Australian Federalism
Get PDFTo coordinate a nationwide response to the threat of the Covid-19 pandemic, and the resulting impact of Australia’s first recession in nearly thirty years, on March 13 the Morrison government convened the National Cabinet. This comprises the Prime Minister, Scott Morrison, and the eight leaders of the States and Territories, and formally replaced the Council of Australian Governments as the principal body for coordinating national policy implementation in the Australian Federation. A critical policy analysis of the emergence of these new institutional structures demonstrates their significant influence on the federal government’s policy response to the pandemic.
The initial political stability enabled by this restructuring allowed a dramatic reversal in fiscal policy. After previously claiming to be on track for a budget surplus, the federal government undertook massive deficit spending. Central to this stimulus has been the ‘Jobkeeper’ wage subsidy to over 3 million workers. In monetary policy, the Reserve Bank of Australia has cut interest rates to record lows, and embraced Quantitative Easing for the first time.
While these policies received bipartisan support, the Morrison government has indicated its intention to shift back towards the neoliberal economic policy approach favoured by the Liberal-National Party（LNP） ruling coalition. There are also concerns over a potential decline of the role of Parliament in ensuring government transparency and democratic accountability, and of deeper economic inequality, as a result of the policy decisions of the Morrison LNP government in dealing with the ongoing crisis.
Divisions between the Commonwealth government and the states over the duration of quarantine lockdowns and border closures have already strained the National Cabinet. The role of valuation in the framework for resolution of financial institutions in Europe
Get PDFAfter the global financial crisis, the need for a framework for orderly resolution of financial institutions resulted in the establishment of a globally unified framework for resolution set by the FSB (Financial Stability Board) in 2011. Many countries and jurisdictions have implemented the framework mainly through legislation since then.
Valuation of assets and liabilities is one of the most important steps for resolution of large and complex financial institutions. Timely and efficient valuation is imperative to avoid further deterioration of assets and disruption of financial markets.
In Europe, BRRD (Bank Recovery and Resolution Directive), related rules and guidelines set forth requirements for financial institutions and authorities to enhance timely and efficient valuation. For example, “MIS approach” is adopted in the guideline that utilizes the institution’s own MIS (Management Information Systems) to the extent possible and appropriate for the purposes of resolution.
There are many related/affected parties in the process of resolution, including shareholders, creditors, resolution authorities and tax payers. Therefore, it is desirable to discuss and develop standardized and commonly shared procedures for valuation to ensure fair and objective valuation, which ultimately reduces uncertainty around resolution.departmental bulletin pape

Experiences leading to identity crisis reported in the weblogs of women with Parkinson’s disease
Get PDF本研究は、成人期女性パーキンソン病（以下、PD）患者のアイデンティティの危機につながる体験をウェブログ（以下、ブログ）に綴られた闘病記の分析から明らかにすることを目的とした。6名の成人期女性PD患者のブログを対象とし、アイデンティティの危機につながると考えられる体験について質的帰納的に分析した。結果、『病気による心身の変化を受け入れられない』『思い描く自分の将来が変わってしまう』『生きる活力を見いだせない』『動作の制限により自立した生活ができない』『自身の社会活動に制限がかかってしまう』『望む形で“重要な他者”との関係性を保つことができない』の6カテゴリーが抽出された。これらの体験は、PDによる身体的変化と他者との関係性の変化を介して、アイデンティティの危機につながると考えられた。このため、PD患者にとっての重要な他者とPD患者の関係性の維持や再構築を支援することが重要であると考えらえた。This study clarifies the experiences that lead to identity crisis in women with Parkinson’s disease（PD）by analyzing their weblogs（blogs）. We qualitatively and inductively analyzed the blogs of six women with PD in the perspective of clarifying the experiences that could lead to identity crisis. As a result, the following six categories were generated: “being unable to accept the changes in the body and mind caused by PD,” “future that has changed from what they had imagined,” “being unable to find vitality to live,” “being unable to live independently due to motional limitations,” “restriction of their social activities,” and “being unable to maintain relationships with important persons in their life.” These experiences are assumed to lead to identity crisis through the decline in physical function and changes in relationships with significant others associated with PD.
