Context Driven Concept Based Image Retrieval
Several semantic image search schemes have been recently proposed to retrieve images from the web. However, the query context is regularly ignored in these techniques and hence, many of the returned images are not adequately relevant. In this paper, we make use of context to further confine the outcome of the semantic search engines. For this purpose, we propose a hybrid search engine which utilizes concept and context for retrieving precise results. In the proposed model, an ontology is exploited for annotating images and accomplishing search process in the semantic level. Furthermore, the query of the user is modified with the concepts available in the ontology. Next, we make use of search context of the user and augment the query with the information extracted from the user’s context to additionally eliminate irrelevant results. Experimental results show that the combination of concept and context is effective in retrieving and presenting the most relevant results to the user
An Approach Towards Solving Large-Scale Allocation Problems (Modeling and Solution Algorithm)
Large-Scale Allocation Problem (LSAP) is considered to be an important problem in Operations Research. In this paper, we have tried to model a sample LSAP and show that famous linear OR approaches in use cannot efficiently help us challenge, develop and handle such cases. We begin with efforts in this area to conclude that timely, efficient and less costly solutions could be only developed under simplified models. Then, a new approach will be introduced. We have tried to introduce an algorithm and applicative method to solve a sample LSAP model and to show that famous OR approaches, in use, cannot efficiently help us challenge, develop and handle such cases. We begin with model simplification, and conclude with a sample numerical solution of university entrance exam so that the efficiency of the method can be further explained
Integrated Public E-Services Interoperability Assessment
Delivering added value public e-services often requires cooperation between two or more government departments. In general, such cooperation is ensured by implementing interoperability between automated business processes. In spite of the existence of several works interested in public online services in general, only few of them were focused on measuring interoperability degree, whether used or required, to deliver them. In this context, the objective of this paper is to propose a new quality indicator for interoperability assessment of public integrated e-services. This indicator takes into account three main aspects: interoperation potentiality, interoperation compatibility and operational performance. Finally, to better illustrate how to use the proposed measurement method, we present a practical example of integrated public e-service. This work takes the case of a national library which proposes an online registration service
Comprehensive E-Research Process Framework and Effects of Electronic Scientific Databases on Its Adoption
Today, the scientific communications are developed and expanded on the internet and the famous World Wide Web service, and the popularity of the electronic scientific databases (ESDs) such as ScienceDirect, Google Scholar, and Scopus is an evidence of this claim. In addition to providing scientific contents, the ESDs offer researchers diverse scientific web services such as scientific communications and collaborations. In accordance with the electronic developments such as ESDs and their scientific web services, the scholars’ research process is evolved so as the birth of the electronic research (e-Research) process makes scholars initiate their research, drive it, and reach its determined goals electronically. In this paper, we focus on the ESDs’ scientific web services role in the research process. After presenting a classification for the scientific web services, a comprehensive framework for the e-Research process is proposed. Also, the effects of the scientific web services on adoption of the e-Research process are studied. For this purpose, an appropriate questionnaire was prepared and delivered to the graduate students in the Engineering and Management disciplines of Tarbiat Modares and Amirkabir universities, located in Tehran, to assess the scientific web services’ usages in their research processes development. After analysis of the acquired data, the findings showed that the scientific web services of information storage and sharing, searching, and communications are the most popular and useful web services in the scientific community, and therefore, have great effects on the adoption of the e-Research process so that the more convenient and desirable these services are, the more popular they get

Policies for Digital Libraries and Archives in Africa: Developing Strategies for Access to Knowledge for Development
This paper highlights the strategic role of regional and national policies for digital libraries and archives in promoting access to knowledge for development in Africa. It views regional/national information policies as general frameworks and contexts within which policies for digital libraries and archives are situated. It, however, recognizes the need to highlight the latter as instrument for effective access to and sharing of knowledge in the contemporary world in which increasing dependence on digital technology makes effective participation of digitally deficient nations virtually impossible. The paper provides an overview of the existing provisions in terms of laws, policies, agencies, institutions, facilities and such information/information and communication technologies (ICT) infrastructures that are supposed to be the basis for developing national and regional links for resource sharing. It identifies and analyses the dilemma in achieving the set objectives of African information policies. While this dilemma rooted in the political, economic and socio-cultural factors operating at different specific levels, they combine to constitute an obstacle to national and regional coordination and cooperation. Without coordination, effective resource sharing at global level is severely constrained. Hence, the paper suggests strategies for formulating and coordinating the implementation of comprehensive regional and national policies for the development of digital libraries and archives in Africa ensuring effective preservation of and access to African resources and enabling resource sharing between Africans as well as on the global scale. The paper concludes by stressing that neither the Millennium Development Goals (MDGs) nor the entire Africa’s development agenda will be attainable without developing a strong and sustainable knowledge base by establishing a powerful and enduring backbone of information infrastructures capable of creating links for effective intra and inter-continental sharing of knowledge resources. The paper therefore recommends the setting up of a coordinating agency under the African Union (AU) to develop a policy framework on the basis of the various existing national policies, and to monitor and coordinate implementation at various levels
Determine the Effects of Mobile Technology, Mobile Learning on Customer Satisfaction and Loyalty (Case Study: Mellat Bank)
Mobile technology and mobile learning are considered as important and impressive factors in earning the organizational competencies and achieving competitive advantages and customer loyalty. The purpose of this study is to evaluate the role of mobile technology in customer loyalty. The Mellat bank mobile services are entering a new transition period. In response, the banking industrial is shifting its strategic focus away from attracting new customers, towards retaining existing customers through the promotion of customer loyalty. This paper investigates how mobile learning and the customer satisfaction influence customer loyalty. The adjustment effect of the mobile learning on customer satisfaction and customer loyalty is also analyzed. This study will also examine how mobile technology and mobile learning, affect both on improvement customer loyalty. The population of the study is Mellat bank. Results indicate that mobile learning support the customer satisfaction, and have a direct and positive effect on that. It also effects on improvement of mobile learning which allows us to reach the superior customer loyalty. Such mobile technology is due to the mobile learning. Actually, this article proposes an integrated model covering a variety of factors which influence mobile learners satisfaction, and show us how to track and evaluate customer’ satisfaction and further strengthen the m-Learning system implementation
Information Organization in Iranian Libraries and Information Centers: Trends
Information organization (i.e., cataloging, classification, abstracting and indexing) is a crucial service in libraries and information centers. Modern and standard practices in this regard started around 1960s in Iran. This paper outlines the development of modern practices in information organization in Iran. It illustrates how Iranian libraries and information centers implement standard practices and organize information for easy access. A number of international standard tools for information organization, such as AACR, ISBD, LCC, DDC, LCSH and MESH have been modified to fulfill the needs of different types of libraries. The CIP project is successfully implemented nationwide and the Iranian National Bibliography is now a standard source available online and on disc. Furthermore, indexing and abstracting services in Iran benefit from standard practices. So far many general and subject thesauri have been developed and used in Iran. A major step towards information organization is the design and development of a considerable number of online and on disc databases by Iranian libraries and information centers. Teaching, research and publishing in information organization are flourishing due to the establishment of many library departments and schools during the last two decades
To What Extent Are Highly Cited Papers Influenced by Author Self-citation? A Comparison between Iran and Turkey
Highly cited papers are mostly authored in international collaboration. It is expected that co-authored papers bring more citations. On the other hand, it is inevitable that a part of citations is self-citation. This study investigates 134 and 236 highly cited papers in Iran and Turkey, respectively, to determine the extent to which highly cited papers are affected by author self-citation. A comparison accross subject disciplines shows that highly cited papers in Clinical Medicine ( in Turky) and Physics (in Iran) received more citations than others while Engineering stands at the top position based on author self-citation counts in both countries. There is a significant relashionship between Iranian nationally co-authored papers and author self-citation. But it is not true of Turkish researchers. This indicates that Iranian contributors have more tendency toward author self-citation than Turkish researchers. Consequently, the influence of author self-citation on highly cited papers is to some extent a matter of citation behavior
Scientific Productions and Authorship Patterns of Top Ten Iranian Scientists
Using bibliographic records from the Social Science Citation Index, Science Citation Index, and Arts & Humanities Index, this paper tries to give a complete view of the characteristics of top ten Iranian authors during 1990-2007 according to their authorship pattern. Findings revealed that during 1990-2007 a total of 2650 articles were written by top ten Iranian authors. Findings showed that M. Shamsipour with 463 articles is the most productive scientist of Iran during the studied period. M. M. Heravi with 365 articles and M. Ganjali with 283 articles appeared in the table at second and third positions, respectively. Findings revealed that overwhelmingly the majority of articles (97/69%) written by Iranian top authors are the result of collaborative works and the authors are highly inclined towards collaborative rather than non-collaborative research. There was a remarkable relationship between co-authorship and number of citations. More-than-three-author articles received the most number of citations. On the other hand, it seems that international collaboration of Iranian top authors is not significant
