    Iran Auditing Organization: Information and Control Source for the Auditing Profession

    This paper examines the usefulness of the Auditing Organization for the auditing profession from the point of view of the Scientific Board Members of Accounting groups of public universities, Master of Science courses and Ph.D. students of Accounting at public universities, Financial Managers of active companies in the Tehran Stock Exchange and the mangers of private Auditing Institutes. The results of our investigation show that privatization of auditing services in Iran by the Auditing Organization was not suitable for the auditing profession, since it may cause an increase in auditing costs and prevent the development of audited and private auditing institutes and results in a decrease of institutional responsiveness to society. In addition, Auditing Organization has no effect on suitable usage of economic resources by audited companies and recovery of their internal accounting control system

    Visualizing the Intellectual Structure of Iranian Physicists in Scisearch during 1990-2009: An Author Co-Citation Analysis (ACA)

    The purpose of this paper was to study and map the intellectual structure of Iranian physicists using author co-citation technique during 1990-2009. The results of the study showed that Iranian physicists have produced 6290 documents indexed in Science Citation Index (SciSearch) during the studied period. Publication counts have grown at an approximate rate of 24/70 % per year. Setare M.R. with 121 documents was the most productive Iranian author in this study. Applied Physics, with1564 documents was the most interesting subject area for the Iranian physicists. We identified 42 Iranian and international physicists who were highly co-cited in 6290 documents during the studied period. Using principal components analysis, 8 subject factors were extracted. The subject areas of factors were in: "Physics, Particles & Fields", "Astronomy & Astrophysics", “Physics, Mathematical", “Physics, Multidisciplinary", "Physics, Nuclear", "Cosmology", "Physics, Atomic, Molecular & Chemical", and "Physics, Fluids & Plasmas". The PFNet map of the intellectual structure of Iranian physicists in SciSearch during 1990-2009 showed a central subject area in "Physics, Particles & Field" with Witten E. as its focal author. The other clusters were rooted in this essential cluster

    Availability and Half-life of Web References Cited in Information Research Journal: A Citation Study

    This article examines availability and half-life of URLs cited in articles published by Information Research journal. To do this, at first, we extracted all issues of Information Research from April 1995 to March 2008 and calculated number of all citations whether printed citations or Web ones. Afterwards, we checked availability of individual cited URLs. When we could not access directly URL inserted in any article by author(s), we tried to visit referred website. If this attempt seemed to be inadequate, search engine "Google" was employed to access the missing reference(s). Research findings indicated that 66% of articles have Web citations and rate of articles containing URL has increased from 17% in 1995 to 89% in 2008. Domains .net and .org have more stability and persistence compared to domains .edu, .gov, .uk and .com. Also, of 1761 cited URLs, 73% were accessible, and 27% were inaccessible. It is notable that using Google and searching missing URLs, accessible URLs increased from 73% to 86%. Finally, it was recommended that the best solution to prevent decay or disappearance of Web citations and diminish URLs decay is to make use of WebCite®-enhanced reference

    A Simple Semi-Dynamic Cooperative Bargaining Approach

    The area of bargaining mechanisms has been well explored in both multi-agent systems and economics. In bargaining, participants raise/reduce their offers until an agreement is hopefully reached. In this dynamic environment, finding superior agreements without having the knowledge about the strategic private information of the counterpart is considerable. In this paper, we present a simple semi-dynamic cooperative bargaining, which deals with bargaining of single-buyer and single-seller in a multi-criteria single-good e-Marketplace. Both buyer and seller are equipped with medial agents that cooperatively want to win bargaining via a slight maneuver, over their own preferences that are unknown to each other. We show the results obtained using the simulation. This approach shows that the lack of intersection between threshold utility intervals of both parties does not necessarily yield a disagreement. On the other hand, if the party whose utility threshold is lower than the utility threshold of the other party makes the initial offer, the two parties will certainly have an agreement in a single round

    An Examination of the Role of the University Libraries and Librarians in the Digital Age

    University libraries are shifting from custodial to an access role in a rapidly evolving networked society. Within the campus, it is the library which seeks open access to all types of information and encourages free intellectual inquiry. If the library is to make its claim as the "heart of the university" a reality, it is critical for librarians to obtain the needed skills in the provision and promotion of information services to meet the research, teaching and learning needs of the university. The paper will examine a number of ways in which the rapid growth of the Internet, as well as the emergence of new information technologies, impact the university library's mission statement and goals. The paper concludes that the new environment requires a new technical set of competencies for librarians which were not previously required

    Revisiting the Core and Cover of Quality in Higher Education

    Member states of the Organization of Islamic Conference (OIC) have committed themselves to promote a program of action to improve and reform their educational institutions and curricula on the basis of the "OIC Vision 1441". As part of this commitment, a process has been initiated to review current international university ranking systems and to create a specific mechanism for ranking universities of the OIC countries. In this study, we explore the criteria that emerged as an outcome of this process and have been adopted for the purpose of ranking OIC universities. We raise the challenge that, although the idea of an OIC-specific ranking mechanism is a potentially valuable initiation for the Islamic countries to converge and cooperate, the whole endeavor tends to deal only with rudimentary issues in science, education, and research. The core conceptions, taken for granted and almost left untreated, continue to exist under the disguise of the newly fabricated criteria. For each one of the five major sets of criteria (Research, Education, International out-look, Facilities, and Socio-economic impact) we discuss why we believe they deal with the 'cover' rather than the 'core' of quality in higher education and research. We further discuss that truly alternative practices in the context of specific socio-cultural values, require revisiting underlying and taken for granted understandings of science, research, and technology. To walk our own way and to challenge the dominant mainstream global forces, we need a fundamentally alternative view of the quality and value of knowledge and basically of the value of the human being

    A New Conceptual Model of Mobile Multimedia Services (MMS) and 3G Network Adoption in Indonesia

    Though Indonesia had implemented the third generation mobile networks (3G) in late 2006, the number of subscribers to 3G mobile network is still low. The percentage of 3G subscribers to total mobile subscriber in Indonesia is only 8.2%, whereas in other countries, it is relatively high; for instance, Japan 80%, Taiwan 28.5%, and South Korean 14%. Indonesia presents huge opportunity for 3G network penetration, comparing current 3G subscribers (7.5 million) to the population of Indonesia (around 238 million). But this potential huge market is yet to be approached and exploited. To capitalize on this market, however, it is important to understand the potential use of the 3G mobile networks in Indonesia which is a developing country and address the questions such as: Whether or not 3G network applications or use in Indonesia is same or similar to those in other countries such as Europe, Japan, or Taiwan? What can be done by the 3G network/service providers in Indonesia to increase the use of 3G mobile networks?In this paper, in an attempt to answer these questions, we review and critically analyse varying perceptions about the 3G mobile network, 3G mobile network adoption and adoption models, and the success story of 3G operators in other countries from published literature and publically available information. Using the insights from an extensive review of literature and discussion with people in 3G business, we propose a new conceptual model of 3G adoption that integrates the influences of several adoption factors and takes into consideration Indonesian situation. From our study, we find that in order to increase the usage of 3G mobile network, the operators should market services based on 3G mobile network technology rather than just 3G mobile network technology since customers are interested about services that are offered to them not just the technological features – in fact, most of them do not care of technology used, but they do care about benefits or value they can gain from technology. Mobile multimedia services (MMS) are key services that are being rolled out as part of 3G network. These services can become a demand driver and help to increase 3G mobile network traffic and usage. Another finding from this study is that customers’ key adoption factors for MMS are performance expectancy, effort expectancy, social influence, facilitating conditions, and, especially for Indonesia, the cost of the services. The degree of influence of those adoption factors differ from one group of customers to other groups - the adoption factors depend on sex, age, hobby, and especially in Indonesia is affordability of customers. Those variable become control variable to the adoption factors
