Penelitian ini dilatarbelakangi oleh permasalahan pemberian bantuan pengembangan ekonomi kepada KUBE yang menjadi salah satu upaya pemerintah daerah Kabupaten Cirebon untuk mengatasi permasalahan kemiskinan. Bantuan untuk KUBE yang seharusnya dibudidayakan dan dikelola secara kolektif ternyata tidak terlaksana sebagaimana mestinya. Teori yang digunakan adalah teori strategi pemerintah menurut Geoff Mulgan (2009) berdasarkan 5 tahapan, meliputi purposes, environments, directions, actions, dan learning dengan menggunakan metode penelitian kualitatif dengan data yang bersumber dari hasil penelitian melalui studi kepustakaan dan studi lapangan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pada tahapan purposes telah ditetapkannya tujuan yang jelas dan lahir dari realitas masyarakat, tetapi tujuan belum tercapai. Tahapan environments terkait kondisi lingkungan yang menjadi penghambat. Tahapan directions belum terdapat adanya sosialisasi dan arahan yang jelas kepada pelaksana strategi. Tahapan actions dalam pelaksanaannya terdapat kendala, seperti partisipasi anggota, kurangnya komunikasi, belum terbangunnya struktur dan kapasitas kelembagaan di desa dan keterbatasan alokasi anggaran. Terakhir, tahapan learning, tidak adanya tindak lanjut evaluasi evaluasi pengadaan pendampingan khusus untuk KUBE.
Abtract
This research was motivated by the issue of providing economic development assistance to KUBE, which is one of the local government\u27s efforts in Cirebon Regency to address poverty issues. The assistance intended for KUBE, which should be cultivated and managed collectively, has not been implemented as intended. The theory used is Geoff Mulgan\u27s (2009) theory of government strategy based on five stages, including purposes, environments, directions, actions, and learning, using qualitative research methods with data sourced from research results through literature studies and field studies through observation, interviews, and documentation. The research findings indicate that in the purposes stage, clear objectives were established and derived from community realities, but these objectives have not been achieved. The environments stage is related to environmental conditions that act as barriers. The directions stage lacks clear socialization and guidance for strategy implementers. The actions stage faces challenges such as member participation, insufficient communication, the absence of institutional structure and capacity in the village, and budget allocation limitations. Finally, the learning stage lacks follow-up evaluations for specialized accompaniment programs for KUBE.This research was motivated by the issue of providing economic development assistance to KUBE, which is one of the efforts of the Cirebon Regency local government to overcome poverty. In the actions stage, implementation faced challenges such as member participation, lack of communication, the absence of institutional structure and capacity in the village, and budget allocation limitations. Finally, in the learning stage, the local government did not follow up on the evaluation of the provision of special assistance for KUBE.

Pengaruh Kualitas Pelayanan Aplikasi SiPaduko Terhadap Kepuasan Masyarakat di Kota Jambi
(The Effect of Sipaduko Application Service Quality on Public Satisfaction in Jambi City)
Pemerintah memanfaatkan teknologi untuk meningkatkan kualitas layanan guna memberikan kemudahan bagi masyarakat. Kota Jambi adalah daerah yang terus berinovasi dalam layanan publik berbasis teknologi, salah satunya melalui aplikasi SiPaduko. Namun, pada tahun 2024, meskipun Kota Jambi menempati peringkat keempat secara nasional dalam penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE), terjadi penurunan jumlah pengguna aplikasi SiPaduko. Kondisi ini menimbulkan peryanyaan mengenai kualitas pelayanan yang diberikan serta kepuasan warga Kota Jambi yang menggunakan aplikasi SiPaduko. Penelitian ini bertujuan mengkaji kualitas layanan dan kepuasan publik di Kota Jambi, serta pengaruh kualitas layanan aplikasi SiPaduko terhadap kepuasan publik di Kota Jambi. Dalam penelitian menerapkan pendekatan kuantitatif deskriptif. Populasi berjumlah 2.205 orang, dengan sampel 100 orang memakai teknik Slovin. Sampling acak berstrata tidak proporsional digunakan dalam penelitian. Variabel penelitian ialah variabel independen (X) kualitas layanan, dan variabel dependen (Y) kepuasan masyarakat. Teknik pengumpulan data menerapkan kuesioner. Teknik analisis data memakai statistik inferensial dan statistik deskriptif, serta koefisien determinasi untuk mengetahui tingkat pengaruh antar variabel. Hasil penelitian memperlihatkan kedua variabel yang dipakai dalam penelitian ini mempunyai Tingkat Pencapaian Responden (TCR) yang sama dalam kategori “Baik”. Selain itu, terdapat pengaruh yang positif dan signifikan antara variabel kualitas layanan (X) yang mempengaruhi kepuasan masyarakat (Y) sebesar 15,1%. Oleh sebab itu, diperlukan penelitian lanjutan terhadap variabel lain yang mempengaruhi kepuasan masyarakat di Kota Jambi dalam menggunakan aplikasi SiPaduko.
Abstract
The government utilizes technology to improve service quality in order to provide convenience for the community. The city of Jambi is an area that continues to innovate in technology-based public services, one of which is through the SiPaduko application. However, in 2024, even though the city of Jambi ranked fourth nationally in the implementation of the Electronic-Based Government System (SPBE), there was a decline in the number of SiPaduko application users. This situation raises questions about the quality of services provided and the satisfaction of Jambi City residents who use the SiPaduko application. This study aims to examine the quality of services and public satisfaction in Jambi City, as well as the influence of the quality of SiPaduko application services on public satisfaction in Jambi City. This study applies a descriptive quantitative approach. The population consisted of 2,205 people, with a sample of 100 people using the Slovin technique. Non-proportional stratified random sampling was used in this study. The research variables were the independent variable (X) of service quality and the dependent variable (Y) of public satisfaction. The data collection technique used a questionnaire. The data analysis technique used inferential statistics and descriptive statistics, as well as a coefficient of determination to determine the level of influence between variables. The results of the study show that the two variables used in this study have the same Respondent Achievement Level (RAL) in the “Good” category. In addition, there is a positive and significant influence between the service quality variable (X) and public satisfaction (Y) of 15.1%. Therefore, further research is needed on other variables that affect public satisfaction in Jambi City in using the SiPaduko application.In today\u27s world, technology is ubiquitous in various aspects of human life. The quality of the services provided is questionable, whether there has been an increase in quality given the various obstacles that have occurred. This raises questions about the satisfaction of Jambi City residents who use the SiPaduko application. This study aims to examine the quality of service and public satisfaction in Jambi City, as well as the effect of the quality of the SiPaduko application service on public satisfaction in Jambi City. A descriptive quantitative approach was used in this study. The population in the study was 2,205 people, with a sample of 100 people using the Slovin technique. The sampling technique used was disproportionate stratified random sampling. The variables in this study consist of the independent variable (X), namely service quality, and the dependent variable (Y) is public satisfaction. The data collection technique used a questionnaire with a Likert Scale. Then, the data analysis technique used descriptive statistics and inferential statistics, as well as the coefficient of determination to see the extent of the influence of the service quality of the SiPaduko application on public satisfaction in Jambi City. The results of the study show that both variables used in the study have the same Respondent Achievement Level (TCR) in the "Good" category. Meanwhile, for the influence of the service quality of the SiPaduko application on public satisfaction in Jambi City, there is a significant and positive influence between the two variables. In addition, service quality (X) influences public satisfaction (Y) by 15.1%. Therefore, further research is needed on other variables that might influence public satisfaction in Jambi City in using the SiPaduko application
Implementasi Kebijakan Penetapan Ruang Lingkup Penanganan Prasarana dan Sarana Umum Tingkat Kelurahan dalam Upaya Meningkatkan Kinerja Petugas Penanganan Sarana Umum di Kecamatan Cempaka Putih
Recently, satisfaction with the performance of PPSU officers tends to decline in Cempaka Putih sub-district, therefore mapping the Technical Guidelines for Handling Public Infrastructure and Facilities at the Village Level in accordance with Governor\u27s Decree Number 280 of 2023 is expected to improve the performance of PPSU officers. The purpose of this study is to analyze and evaluate the Implementation of the Policy for Determining the Scope of Handling Public Infrastructure and Facilities at the Village Level in an Effort to Improve the Performance of Public Facility Handling Officers in Cempaka Putih Sub-district. The research approach is qualitative descriptive. The conclusion of this study is that the Implementation of the Policy for Determining the Scope of Handling Public Infrastructure and Facilities at the Village Level has not gone well so that it has not been able to improve the performance of Public Facility Handling Officers in Cempaka Putih Sub-district even though the policy has been implemented and has various aspects of description, implementation steps, scope of handling public infrastructure and facilities. This deficiency is caused because the community environment has not fully supported the implementation of the policy due to the lack of understanding of some people which causes PPSU officers to be unable to handle public facilities and infrastructure in accordance with the scope of the policy that has been determined, in addition, several PPSU officers are still found who do not carry out their duties properly due to lack of motivation and sense of responsibility even though the recruitment process for the PPSU selection team in the sub-district has been very thorough and strict to find officers with the appropriate competencies in their fields
Analisis Efektivitas Kegiatan Patroli Wilayah Satuan Polisi Pamong Praja dalam Upaya Meningkatkan Ketertiban dan Ketentraman Umum di Kecamatan Matraman Jakarta Timur
Banyak sekali permasalahan yang terjadi di kota-kota besar yang mengganggu ketertiban dan ketentraman umum. Salah satunya di Kecamatan Matraman Jakarta Timur. Melalui kegiatan patroli wilayah di harapkan dapat mencegah serta mengatasi adanya gangguan mengenai ketentraman dan juga ketertiban umum di lingkungan masyarakat kecamatan Matraman. Tujuan penelitian ini adalah untuk menganalisi dan mengevaluasi efektivitas kegiatan patroli wilayah satuan polisi pamong praja dalam upaya meningkatkan ketertiban dan ketentraman umum di kecamatan matraman Jakarta Timur. Pendekatan penelitian yaitu kualitatif deskriptif. Hasil dari penelitian adalah Kegiatan patroli wilayah satuan polisi pamong praja dalam upaya meningkatkan ketertiban dan ketentraman umum di Kecamatan Matraman Jakarta Timur belum berjalan dengan efektif walaupun kegiatan patroli wilayah sudah memiliki sasaran program yang tepat, di karenakan sosialisasi program belum di laksanakan secara khusus kepada masyarakat hingga menyebabkan kurang meratanya informasi, ketidakpahaman masyarakat, serta kurangnya dukungan dan kerja sama masyarakat selain itu tujuan dari kegiatan patroli wilayah belum mampu di wujudkan karena adanya permasalahan yang terjadi secara berulang dan belum mampu terkontrol dengan baik dan terakhir program patroli wilayah yang di terapkan belum sepenuhnya efektif karena masih di temukan kekurangan dari jadwal pelaksanaan patroli yang terkesan pasif dan jarang di lakukan, kurangnya persiapan sarana prasarana penertiban serta kurangnya personil tim patroli wilayah
The Role of Transformational Leadership in Increasing Work Motivation of Millennial Generation Employees
This study aims to analyze the role of transformational leadership in increasing work motivation of millennial generation employees through qualitative literature synthesis of relevant scientific journal articles. Transformational leadership, with its dimensions of Idealized Influence, Inspirational Motivation, Intellectual Stimulation, and Individualized Consideration, is identified as a relevant leadership style in dealing with the unique characteristics and expectations of millennials in the workplace. The research method involves text extraction from the analyzed articles, thematic content analysis, and integrative synthesis to build arguments. The results of the analysis indicate that transformational leadership consistently has a positive effect on work motivation and related outcomes such as satisfaction, performance, and innovation. The dimensions of transformational leadership were found to be highly aligned with millennial motivational needs, such as the search for meaning in work, self-development, intellectual challenge, and authentic work relationships. Transformational leaders are able to create an inspiring, empowering, and growth-supportive work environment, which effectively motivates millennial employees. Practical implications include recommendations for leadership development, millennial talent management strategies, and organizational culture design. Limitations of the study lie in the reliance on secondary sources and the lack of millennial-specific primary data in the sources analyzed. Further research is suggested to focus on primary empirical studies on the millennial population.  
Implementasi Kebijakan Perizinan Berusaha Berbasis Resiko Dalam Upaya Mempermudah Pengurusan Perizinan Pelaku Usaha UMKM di Kecamatan Kalideres Kota Administrasi Jakarta Barat
This study aims to assess the implementation of the Risk-Based Business Licensing Policy for business actors in the sector of Micro, Small, and Medium Enterprises (MSMEs) in Kalideres District, West Jakarta Administrative City. The analysis of the implementation is based on George Edward III’s implementation theory, which includes the following indicators: Communication, Resources, Disposition, and Bureaucratic Structure. The research method employed is a descriptive qualitative approach. Data collection techniques used in the study include interviews, observations, and documentation. The results of this study show that the implementation of the policy has not been fully effective; communication has not been adequately established; human resources and budget allocation are considered insufficient in terms of quantity; disposition has been relatively positive, as demonstrated by the attitude and commitment of the officers; and the bureaucratic structure is in accordance with the established procedural framework. Challenges encountered in the implementation of the policy include: MSME business actors’ limited understanding of the risk-based business licensing process, technical issues with the licensing application system, complicated licensing requirements, uneven socialization efforts for MSME business actors, and the lack of time available for the business actors to process business licenses at the sub-district office. Efforts undertaken by the One-Stop Integrated Investment and Services Management Unit (UP PMPTSP) of Kalideres District and its staff to address these challenges include: coordinating with relevant stakeholders, conducting direct socialization in public spaces such as the Integrated Child-Friendly Public Space (RPTRA) and RW Offices, organizing public service week activities in public spaces, conducting online socialization via platforms such as WhatsApp groups, and establishing a complaint service through a call center at the business service outlets. 
Peningkatan Daya Saing UMKM Ceriping Singkong di Desa Blorong Kecamatan Jumantono Karanganyar melalui Jejaring Kerja dan Kolaborasi antar UMKM
The majority of the people of Blorong Village make their living as farmers, this is supported by the geographical condition of the village which has many rice fields with easily accessible rivers. There are several people in Blorong Village who are developing home-based businesses, one of which is the Ceriping Singkokng business. The raw material potential in Blorong Village has a lot of cassava which is processed into chips. The demand for cassava chips has a high market demand. The workforce in Blorong Village has a lot of workers who are skilled at making cassava chips. Regional government support provides support to MSMEs, such as training and capital assistance. The problems that exist in these MSMEs include lack of networking and collaboration between MSMEs, limited access to information and knowledge about marketing and branding, tight competition with cassava chip products from other regions, inconsistent product quality. The impacts include, among others, the competitiveness of the cassava chip MSMEs in Blorong Village is still low, difficulties in penetrating a wider market, and the income of cassava chip MSMEs is still low. The results of this activity are able to increase the collaboration network between MSME actors so that it will increase the income and welfare of these MSME actors.
Pengenalan dan Tata Kelola Limbah Bahan Berbahaya Beracun (B3) Rumah Tangga di Desa Harjatani, Kramatwatu - Serang
Limbah B3 merupakan limbah yang mengandung bahan-bahan beracun dan berbahaya baik bagi lingkungan maupun bagi kesehatan manusia. Meskipun jumlah nya relatif kecil, namun keberadaan limbah B3 harus dikelola dengan baik. Salah satu sumber penghasil limbah B3 adalah aktivitas rumah tangga. Jenis limbah B3 yang dihasilkan dari aktivitas rumah tangga diantaranya adalah bolam lampu bekas, barang-barang elektronik bekas, kemasan-kemasan/botol minyak wangi bekas, kemasan-kemasan bekas detergen, oli bekas, pembersih lantai dan lain sebagainya. Ketidaktahuan masyarakat tentang dampak dan upaya pengelolaan limbah B3 yang baik menyebabkan limbah-limbah tersebut dikelola sama halnya dengan limbah domestik lainnya. Limbah B3 yang dihasilkan sejauh ini masih dibuang dan dicampur dengan sampah rumah tangga lainnya. Limbah B3 tersebut dikumpulkan dalam tempat sampah kemudian di buang ke Tempat Penampungan Sementara (TPS) untuk selanjutnya dibawa ke TPA oleh petugas kebersihan. Kondisi ini menunjukkan belum adanya pengelolaan limbah B3 yang baik dan benar. Dalam jangka pangjang pengelolaan limbah B3 yang buruk dapat berdampak terhadap rusaknya lingkungan dan menyebabkan gangguan kesehatan pada masyarakat. Kegiatan PkM ini bertujuan untuk memberikan pemahaman dan pengetahuan kepada ibu-ibu di Desa Harjatani tentang pentingnya pengelolaan limbah B3 rumah tangga. Kegiatan PkM ini dilakukan di Desa Harjatani pada tanggal 20 Januari 2024 bertempat di Kantor Desa Harjatani, Kecamatan Kramatwatu Kabupaten Serang. Kegiatan dihadiri oleh sebanyak 38 ibu-ibu rumah tangga yang termasuk dalam anggota PKK Desa dan kader Kesehatan. Bentuk kegiatan PkM dilakukan dengan metode penyuluhan tentang pengenalan dan tata Kelola limbah B3 dilanjutkan dengan sesi tanya jawab dan pembagian doorprice berupa tempat sampah. Berdasarkan hasil kegiatan diketahui bahwa tingkat pemahaman dan pengetahuan masyarakat tentang limbah B3 tergolong rendah. Oleh karena itu, diperlukan peran aktif petugas Kesehatan dan lintas sektor terkait untuk terus memberikan penyuluhan dan mengembangkan jejaring dengan Dinas Lingkungan Daerah dalam hal pengelolaan limbah B3 rumah tangga
Peningkatan Enviromental Add Value Usaha Mikro Kecil dan Menengah (UMKM) melalui Pelatihan Sertifikasi Halal di Kecamatan Mranggen
UMKM adalah usaha perdagangan yang dikelola oleh badan usaha atau perorangan yang merujuk pada usaha ekonomi produktif. UMKM harus menghasilkan produk yang kompetitif, berkualitas, dan memiliki daya saing tinggi, karena di era globalisasi ini, konsumen sangat kritis dan menuntut standar mutu produk yang melindungi kesehatan dan lingkungan, selain itu konsumen juga menuntut dalam aspek agama dan sosial budaya. Salah satu aspek yang dituntut oleh konsumen adalah kehalalan produk. Produk halal bukan lagi menjadi paradigma yang dikaitkan dengan agama khususnya islam, akan tetapi sudah menjadi bagian dari persaingan bisnis dan perdagangan. Halal adalah segala sesuatu yang diizinkan dalam agama Islam untuk digunakan atau dilakukan, istilah ini lebih sering digunakan untuk menunjukkan makanan dan minuman yang diizinkan untuk dikonsumsi menurut Islam. Makanan dan minuman tidak hanya harus halal, tetapi juga harus thayyib yang berarti "baik", termasuk apakah mereka layak dikonsumsi atau tidak, dan apakah mereka bermanfaat bagi kesehatan baik kesehatan jasmani, kesehatan rohani maupun kesehatan lingkungan. Sebagai wilayah dengan mayoritas penduduk muslim Kecamatan Mranggen diharapkan menerapkan hukum terutama ketentuan dalam hal produk yang halal, sehingga masyarakat merasa aman dan nyaman untuk mengkonsumsi produk yang beredar di masyarakat. Saat ini, masih banyak pelaku UMKM yang mengklaim halal produknya secara personal dibandingkan melalui audit dari badan atau institusi yang berwenang dalam penyelenggaraan jaminan produk halal. Berangkat dari permasalahan tersebut, peneliti ingin berperan aktif dengan melakukan pelatihan dan pendampingan halal pelaku UMKM melalui kegiatan Peningkatan Enviromental Add Value Usaha Mikro Kecil Dan Menengah (UMKM) Melalui Pelatihan Sertifikasi Halal Di Kecamatan Mranggen.
Peningkatan Literasi Digital Pelaku Usaha Mikro Kecil dan Menengah Melalui Pelatihan dan Pendampingan pada UMKM Home Industry di Desa Genengan Karanganyar
Pengabdian kepada masyarakat ini bertujuan untuk meningkatkan literasi digital para pelaku industri rumah tangga dan Usaha Mikro, Kecil, dan Menengah (UMKM) di Desa Genengan, Kecamatan Jumantono, Kabupaten Karanganyar. Era digitalisasi telah membawa perubahan di berbagai bidang. Saat ini pemanfaatan teknologi informasi menjadi sangat penting bagi pelaku usaha untuk meningkatkan efisiensi dan daya saing. Kegiatan tersebut meliputi sosialisasi mengenai pentingnya pengelolaan keuangan yang baik, pelatihan penggunaan aplikasi akuntansi sederhana, serta pendampingan penerapan teknologi digital. Hasil dari pengabdian ini menunjukkan adanya motivasi dari pelaku usaha untuk memahami penggunaan aplikasi untuk pengelolaan keuangan dan kemampuan pelaku usaha dalam mengelola keuangan secara digital, sehingga berdampak positif pada transparansi dan pengambilan keputusan bisnis. Diharapkan kegiatan ini dapat berkontribusi terhadap pertumbuhan ekonomi lokal dan meningkatkan kesadaran masyarakat akan pentingnya literasi digital.
