Implementasi Pengurangan Sampah Organik Melalui Gerakan Peduli Kebersihan dan Pengolahan Sampah Mandiri di Wilayah Kelurahan Pulo Gadung Tahun 2024
Population density, economic growth, and changing consumption patterns drive the high volume of urban waste. Pulo Gadung Subdistrict is one of the subdistricts located in East Jakarta, with a daily waste generation of 25.6 tons, totaling 770 tons of waste per month. To address the waste issues in Pulo Gadung, the local government has implemented a program to reduce organic waste through a cleanliness awareness movement and independent waste management. The purpose of this study is to analyze and evaluate the implementation, challenges, and efforts to overcome challenges in organic waste reduction through the cleanliness awareness movement and independent waste management in Pulo Gadung Subdistrict. The research approach used is qualitative, with data collected through observation, questionnaires, and interviews. The research method employed is descriptive qualitative analysis. The results of the study indicate that this program has been running well, despite facing significant challenges such as low public awareness, limited resources, and ineffective coordination among the involved parties. The local government has made efforts to address these challenges through various initiatives, including educational campaigns, training, and the provision of composting facilities. However, the main obstacle faced is the low participation of the public in sorting and processing organic waste. Additionally, limited human resources, budget constraints, and weak oversight have been contributing factors. To overcome these barriers, Pulo Gadung Subdistrict has implemented comprehensive measures, including raising public awareness, strengthening human resource capacity, and improving coordination among relevant parties. The program demonstrates a strong commitment from the local government to succeed in reducing organic waste, but its success requires improvements in oversight and law enforcement
Analisis Implementasi Kebijakan Program Jakarta Evolution (JAKEVO) di Kecamatan Pademangan Kota Jakarta Utara
This research is motivated by the suboptimal implementation of JAKEVO, including limited socialization, minimal evaluation and training, and a low number of active users. Cultural barriers and digital inequality also hinder the adoption of this technology. Additionally, the lack of a complaint-handling mechanism may reduce user satisfaction and harm the program’s image. This study employs a qualitative descriptive approach, with data collection methods including interviews, observations, and literature studies. In-depth interviews were conducted with two key informants and three expert informants. The findings indicate that the implementation of the Jakarta Evolution (Jakevo) Program in Pademangan District has been relatively successful but still faces several challenges. According to George Edwards III’s theory, four key factors influence its implementation: communication, resources, disposition, and bureaucratic structure. The main obstacles include insufficient socialization, limited human resources and technological infrastructure, and resistance from government officials toward the digital system. Additionally, rigid bureaucracy and lack of optimal inter- agency coordination hinder service efficiency. To address these issues, the government has enhanced socialization efforts, conducted staff training, and improved infrastructure and coordination. Digital Marketing Strategies for attract Millenial Travelers to Hotel Santika Premiere ICE BSD City
This study analyzes digital marketing strategies for attract millennial travelers (aged 25–40) to Hotel Santika Premiere ICE BSD City, based on trends for 2024–2025. The background is rooted in the dominance of millennials in the domestic travelers market (72% rely on digital recommendations) and the urgency of digital transformation post-pandemic. A descriptive qualitative method through case study was employed, with data collection techniques including in-depth interviews (5 informants: marketing manager, social media staff, millennial guests), participatory observation, and document analysis.
The research findings indicate that the MySantika app is the key driver behind a 30% increase in direct bookings, with three critical features: Exclusive Discounts (25% interest vs. OTAs), leveraged through Ramadan promotions (10% discount & free breakfast), Digital Check-in/out (15% guest satisfaction), saving 5 minutes of waiting time through OTP verification and PMS integration, and Personalized Recommendations based on machine learning (20% conversion rate), tailored to room preferences and nearby activities. Supporting strategies include Instagram visual content optimization (Reels/Stories with 40% engagement), Collaboration with local influencers (live session Santai Sore Ramadhan), integration of digital payment methods (OVO / QRIS / PayLater). The main challenges are the limited features of MySantika for the international market and dependence on internet connectivity. Recommended solutions include expanding the global loyalty program and developing an offline mode feature. The research conclusion emphasizes that the combination of mobile apps, interactive content, and personalization is an effective strategy to reach millennials. The practical implication encourages continuous technology-based innovation to sustain growth in the digital era

The Matching the Taxpayer Identification Number (NPWP) with the Population Identification Number (NIK) is one of the government\u27s policies in an effort to improve taxpayer compliance by integrating the NPWP with the NIK to simplify tax administration so that it is easier for taxpayers to carry out their tax obligations. With the integration of NPWP with NIK, taxpayers will find it difficult to avoid paying taxes so that taxpayer compliance can increase. This research uses a descriptive qualitative method using data obtained from interviews with employees of the North Bekasi Primary Tax Service Office and taxpayers, literature study and observation. This study aims to determine the effectiveness of matching NPWP with NIK in an effort to improve taxpayer compliance at the North Bekasi Primary Tax Service Office. The theory used is the theory of effectiveness according to Richard M Steers. Based on the research that has been conducted, the matching of Taxpayer Identification Numbers with Population Identification Numbers has been effective in increasing taxpayer compliance at the KPP Pratama Bekasi Utara
Evaluasi Pelaksanaan Pengawasan Barang Milik Daerah Untuk Tertib Administrasi Pada Bagian Perlengkapan Sekretariat Daerah Kota Bekasi
Starting from the background of this study, the supervision of the management of regional property carried out by the Equipment Section so far in the author\u27s observation is still considered ineffective due to various problems found in the use of BMD in several OPDs, sub-districts and sub- districts. Some of these problems include records and findings from the Inspectorate on the use of computers in OPDs that are not in accordance with the standards according to applicable regulations, some official vehicles are not immediately returned after the expiration of their term of office, damage to BMDs without maintenance. This shows that the supervision carried out by the Equipment Section is still considered technically and administratively negligent. This study uses a qualitative descriptive research method with data collection through interviews and observations. The theory used in this study is the supervision theory from Pasaribu (2011) where supervision will run well if there are four key indicators, namely monitoring, examination, guidance, disciplinary action and corrective action. From the results of the research analysis conducted by the researcher, based on this theory, most of the supervision carried out by the Equipment Section is in accordance with the rules, it\u27s just that due to several factors, the supervision does not run less than optimally. Implementation of the Saving Matrix and Nearest Neighbor Methods in Planning Courier Route for Package Distribution in the Kudus Area
The rapid growth of the courier service industry, triggered by the increasing public demand for fast delivery services, has made it necessary for the Post Office to optimize the distribution process to ensure timely package delivery. The selection of distribution routes is a factor in achieving efficiency and effectiveness of delivery. Currently, the Kudus Post Office serves 9 sub-districts with 129 villages, using 12 couriers to deliver goods. However, the distribution route pattern that has not been well planned, causes a mismatch in delivery time. Thus, this study focuses on the formation of a package distribution route pattern using the Saving Matrix and Nearest Neighbor Methods, in designing a planned courier route pattern. The purpose of this method is to find out the route with the minimum distance, so as to produce an optimal delivery route that can increase customer satisfaction through faster delivery services. The results of this study are the formation of 12 package distribution route patterns for each courier, with a total difference in distance between the savings matrix and nearest neighbor methods of 127.75 km
The Influence of Storage Layout and Material Handling Equipment on Distribution Timeliness in Cross-Docking Operations at PT. Serasi Logistics Indonesia
This study aims to analyze the influence of storage layout and the use of material handling equipment on the timeliness of distribution in the Crossdocking hub warehouse of PT. Serasi Logistics Indonesia. The main problem faced is inefficiency in the arrangement of the placement of goods and the handling of material equipment which causes delays in delivery, especially in the outbound process. Using a survey-based quantitative method, data was collected through a questionnaire involving respondents related to warehouse operations. Data analysis was carried out by multiple linear regression, t-test for partial significance, F-test for model significance, and determination coefficient (R ²) to measure the relationship between independent variables (storage layout and material handling equipment) and dependent variables (distribution timeliness). The results show that the storage layout and material handling equipment significantly affect the timeliness of distribution, both partially and simultaneously, with a strong contribution to distribution efficiency. The implications of this study highlight the importance of optimizing warehouse layouts and the use of more efficient material handling equipment in improving logistics performance, which can also be a reference for other Crossdocking warehouses
Efektivitas Penerapan Sanksi Keterlambatan Setor Retribusi Pelayanan Pasar dalam Rangka Meningkatkan Kepatuhan Wajib Retribusi di Kota Bekasi Tahun 2020-2023
(The Effectiveness of Implementing Late Payment Penalties for Market Service Fees in Order to Improve Compliance with Fee Obligations in the City of Bekasi from 2020 to 2023)
Market service fees are charges imposed for the issuance of permits or the provision of certain services by local governments to individuals or entities. However, in the city of Bekasi, there has been a decline in market service fee revenue from year to year, despite the existence of regulations regarding penalties. Market service fee penalties are imposed for late payment or non-payment of market service fees. The purpose of this study is to determine and analyze the effectiveness of the implementation of market service fee sanctions in order to improve compliance with mandatory fees in the city of Bekasi, as well as the obstacles and drivers of the implementation of market service fee sanctions in order to improve compliance with mandatory fees in the city of Bekasi. The theory used in this study is based on William Dunn\u27s theory of effectiveness. This study uses a descriptive qualitative approach. The data used in this study are primary and secondary data. The results of this study indicate that the implementation of market service fee sanctions has not been effective in improving compliance with market service fees in Bekasi City. Among the challenges faced are the lack of firmness and socialization from the Trade, Industry, and Cooperatives Office, as well as the lack of discipline, compliance, and payment capacity among fee payers. Meanwhile, the drivers for implementing market service fee sanctions are to increase market service fee revenue and improve compliance and discipline among fee payers.
Abstrak
Retribusi pelayanan pasar merupakan iuran yang dikenakan atas pemberian izin atau jasa tertentu yang diberikan oleh daerah kepada orang pribadi atau badan. Namun, di Kota Bekasi terdapat penurunan penerimaan retribusi pelayanan pasar dari tahun ke tahun walaupun sudah didalamnya sudah diatur mengenai sanksi. Sanksi retribusi pelayanan pasar dikenakan atas keterlambatan setor atau penunggakan setor retribusi pelayanan pasar. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis mengenai efektivitas penerapan sanksi retribusi pelayanan pasar dalam rangka meningkatkan kepatuhan wajib retribusi di Kota Bekasi, serta kendala dan pendorong penerapan sanksi retribusi pelayanan pasar dalam rangka meningkatkan kepatuhan wajib retribusi di Kota Bekasi. Teori yang digunakan dalam penelitian ini menggunakan teori efektivitas menurut William Dunn. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Data yang digunakan dalam penelitian ini menggunakan data primer dan data sekunder. Hasil dari penelitian ini menunjukan bahwa penerapan sanksi retribusi pelayanan pasar belum efektif untuk meningkatkan kepatuhan wajib retribusi di Kota Bekasi. Di dalamnya, terdapat kendala yang dihadapi berupa kurangnya ketegasan dan sosialisasi dari Disdagperin serta kurangnya kedisiplinan, kepatuhan, dan kemampuan membayar dari wajib retribusi. Sedangkan pendorong penerapan sanksi retribusi pelayanan pasar adalah untuk dapat meningkatkan penerimaan retribusi pelayanan pasar, serta meningkatkan kepatuhan dan kedisiplinan wajib retribusi
Green Accounting dalam Kebijakan Fiskal Pemerintah: Studi Analisis atas Anggaran Berbasis Lingkungan
(Green Accounting in Government Fiscal Policy: An Analytical Study on Environmental Budgeting)
This study aims to analyze the implementation of green accounting in Indonesia’s fiscal policy, particularly through environmentally-based budgeting approaches. Green accounting, as part of efforts to integrate environmental aspects into accounting systems and fiscal decision-making, is considered vital to achieving sustainable development. This research employs a descriptive qualitative method with a document analysis approach, examining regulations, government financial reports, and environmental budget documents from relevant ministries and agencies over the past five years. The findings reveal that although the government has adopted the green budgeting concept in its fiscal policy, implementation still faces challenges such as limited environmental performance indicators, lack of institutional integration, and suboptimal reporting of environmental impacts in financial statements. The study recommends regulatory harmonization, capacity building for human resources, and the development of standardized environmental accounting reporting systems to enhance the effectiveness of green budgeting in simultaneously supporting fiscal and environmental goals.
Abstrak
Penelitian ini bertujuan untuk menganalisis implementasi green accounting dalam kebijakan fiskal Indonesia, khususnya melalui pendekatan penganggaran berbasis lingkungan. Green accounting, sebagai bagian dari upaya untuk mengintegrasikan aspek lingkungan ke dalam sistem akuntansi dan pengambilan keputusan fiskal, dianggap penting untuk mencapai pembangunan berkelanjutan. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan analisis dokumen, mengkaji peraturan, laporan keuangan pemerintah, dan dokumen anggaran lingkungan hidup dari kementerian dan lembaga terkait selama lima tahun terakhir. Temuan penelitian menunjukkan bahwa meskipun pemerintah telah mengadopsi konsep anggaran hijau dalam kebijakan fiskalnya, namun dalam implementasinya masih menghadapi berbagai tantangan seperti terbatasnya indikator kinerja lingkungan hidup, kurangnya integrasi kelembagaan, dan belum optimalnya pelaporan dampak lingkungan hidup dalam laporan keuangan. Studi ini merekomendasikan harmonisasi peraturan, peningkatan kapasitas sumber daya manusia, dan pengembangan sistem pelaporan akuntansi lingkungan yang terstandardisasi untuk meningkatkan efektivitas penganggaran hijau dalam mendukung tujuan fiskal dan lingkungan secara bersamaan
Optimization of Hub Location for Tank Car Spare Parts Distribution In East Nusa Tenggara : A Case Study of PT Elnusa Petrofin
PT Elnusa Petrofin (EPN) is a company engaged in the logistics and distribution of fuel oil (BBM) in Indonesia, including supporting the Public Service Obligation (PSO) and One Price BBM programs managed by Pertamina. The reliability of the tank car fleet is a crucial factor in this service, so PT Elnusa Petrofin implements three maintenance programs that include preventive, corrective, and overhaul maintenance. However, in five Fuel Terminals in East Nusa Tenggara, the implementation of this program is constrained by limited spare parts due to the absence of authorized dealers and the lengthy procurement process, which results in a 4% delay in tank car repairs. Therefore, this study proposes the construction of spare parts hubs or warehouses in these five locations, intending to reduce transportation costs and time and reduce repair delays. The method used is Green Field Analysis (GFA) with AnyLogistix software and Center of Gravity (CoG) to determine the optimal location of the warehouse. The GFA results show coordinates (-8.8527219759, 121.6625537826) in Tetandara, Ende Regency, while CoG produces coordinates (-8.59346303874142, 121.010483387574) in Denatana, Ngada Regency. The cost analysis shows that shipping under existing conditions, i.e. directly from Jakarta to five locations in NTT, costs IDR 44,475,500, while through a hub in Ende Regency can save up to 57.80% at a cost of IDR 18,766,000. Meanwhile, the alternative hub in Ngada Regency offers 20.20% savings at a cost of IDR 35,491,000
