    Regions road and railway transport co-operation

    Fundamental factor for region development is, except proper localisation, natural resources, the qualified labour and suitable fiscal policy - convenient and efficient communication. Therefore, very important is to take actions to generate suitable connections between road and railway transport. On Lower Silesia trackage is strongly developed, similarly, nodal points access to the relevant routes. Because of railway regress, particularly in passenger transport, it has been created an idea to use a railway potential for develop regional and agglomeration transport. Initially, there is necessity to assess the trackage structure and analyse its potential to improve passenger transport. Obviously, it requires many analyses and general project, as well as large expenditures for new investments in railway transport

    There are few reasons why the railway reform failed in Poland. The most important reasons are lack of transport policy of the state, lack of stable financing systems and disproportions in government budget's expenditures on road and railway infrastructure. The state of polish railway is dramatic: the quality of railway infrastructure become worse and worse; lack of investments in railway rolling stock; breakdown of passanger transport; very little or even lack of financial engagement of the State. The conception of increased local government responsibility for local carriers was correct but not well-thoughtof. We don't know how many local government - PKP PR's enterprises shuld be established and how big should their territory range be. Additionally, the financing system based on local government's own incomes is not stabile. The Author postulates: return to budget subsidies for the regional carriers; reduction of the rates by PKP Polish Railway Lines JSC by around 15%; creation of a new subsidy for the railway infrastructure by the government. The structure of PKP PR should be also put in order, new divisions should be created there, whre local governement doesn't decide about the creation of enterprises. Finally - all the railway segment should be privatised

    One of the major objectives of the Common Transport Policy is the creation of coherent and effective transport systemwhich would embrace not only EU member states but would also make it possible to integrate the transport with other European countries and more distant partners. Efficient European transport network has to be characterized by high technical and exploitative standards. Creation of the European transport system should be easier thanks to the EU conception related to trans-european transport networks. Modern infrastructure will contribute to the economic growth and improvement in economic cooperation and can became a motor for Europe's competitiveness
