Abstract: This article is related to guaranteeing the rights of every child from rampant bullying cases that occur in society. Children are very difficult to speak out against what they receive, because they are limited in terms of knowledge of the law and moreover they are in the grip of adults. Children who are victims of acts of violence will become perpetrators of violence themselves when they are adults if they are not accompanied or handled optimally. Although prohibition of bullying or violence has been explained and affirmed in the Qur'an or Human Rights Act, in reality there are still many cases of Peru or violence. This article aims as additional knowledge for the community to provide more assistance to children and can avoid bullying. In Surah Al-Hujurat verse 11, it is clearly explained that Allah Swt expressly forbids his actions to do wrong to others by criticizing or obliging his dignity. Human rights analysis Bullying against children is a disgraceful act that can eliminate a person's rights, because in Article 28b paragraph (2) of the 1945 Constitution, it is emphasized that every child has the right to live, grow and develop and is entitled to protection from violence and discrimination. Keywords: Accompaniment; Child Victim of Bullying; Interpretation; Human Rights.

DIGITAL APPLICATIONS FOR COMMUNITY EMPOWERMENT: ANALYSIS OF OPPORTUNITIES AND CHALLENGES IN ULU BELU DISTRICT, TANGGAMUS REGENCY
In the era of digital technology, inclusive communication is important so that the empowerment process can reach all levels of society, including marginalized groups that are often overlooked due to the digital divide. This research aims to analyze the implementation of digital applications in community empowerment in the villages of Ulubelu District, Tanggamus Regency, focusing on the challenges, opportunities, and obstacles faced. This research uses a qualitative approach with a case study design and data obtained through in-depth interviews, participatory observation, and document analysis. Data mining was conducted with community leaders, village government, and local people. The results showed that infrastructure barriers, such as inaccessible roads and lack of internet signal, are the main obstacles in optimizing the use of digital applications, such as the Village Information System (SID), SIKS-NG, and other development planning applications. Villages such as Sinar Banten, Rejosari, Ulu Semong, and Petay Kayu face issues related to the accessibility of digital technology and information. In addition, a lack of digital literacy among the community, especially the elderly, and limited training for village officials exacerbate the situation. However, digital applications also have the potential to support transparency, efficiency, and access to information in community empowerment programs with improved technology infrastructure and inclusive digital literacy training. This study reveals the importance of collaboration between the government, village apparatus, and communities in designing sustainable digitalization strategies. This research enriches the literature related to digitalization in rural areas and provides practical recommendations to overcome barriers to technology implementation. The results are expected to serve as a reference for policymakers and practitioners to develop a more inclusive approach in supporting digital-based community empowerment in remote areas
INDONESIAN TRANSNATIONAL DOMESTIC WORKERS: LIFE EXPERIENCES AND STRATEGIES FOR OVERCOMING POST-CRISIS CHALLENGES
This study explores the life experiences of returned Indonesian female migrant domestic workers (FMDWs) residing in coastal areas, with a particular focus on the challenges they face upon reintegration and their strategies for overcoming post-crisis adversities. Conducted in Indramayu District, West Java, the research adopts a qualitative approach involving demographic surveys of 105 participants and in-depth interviews with 20 selected respondents. The findings reveal that returned FMDWs experience significant economic hardship, health vulnerabilities, and social insecurity, often exacerbated by gender-based roles and limited institutional support. Despite these constraints, many women demonstrate resilience and agency in rebuilding their lives. The study, framed through a gender-sensitive social work perspective, emphasizes the need for multi-level interventions including legal reform, family and community engagement, and stronger collaboration between sending and receiving countries. The article concludes by proposing sustainable reintegration and empowerment strategies to enhance the well-being of FMDWs and strengthen the resilience of their communities
Negotiating Sharia and Power: Political Dynamics behind the Drafting of the Qanun on Ahwal Al-Syakhsiyyah in Aceh
This article explores the political dynamics behind the legislative process of the Qanun on Ahwal al-Syakhshiyah in Aceh, a province with special autonomy to implement Islamic law in Indonesia. Rather than focusing solely on the substance of the qanun, this study investigates the complex interplay of power, ideology, and institutional interests during its formulation. The main research question addressed is: How do political, religious, and institutional actors shape the legislative process of Islamic family law in Aceh? Using a socio-legal approach and political legal theory, this article analyzes the roles of key actors such as the Aceh House of Representatives (DPRA), the Ulama Consultative Council (MPU), the provincial executive, civil society, and the central government. The study reveals that the legislative process is not merely normative or religious in character, but is deeply embedded in political contestation, ideological negotiation, and regional–national power dynamics. This article contributes to the discourse on Islamic legal politics by demonstrating how sharia-based legislation in autonomous regions is shaped by broader negotiations of authority and legitimacy
The Criminal Liability for Human Actions Involving Stem Cells in Jordan: A Comparative Law Study
This study clarified the criminal liability for the disposal of human stem cells according to Jordanian legislation compared to Indonesian legislation, depending on the type of this disposal, whether by way of sale or by way of donation. Hence, the researcher followed the descriptive and analytical approach to present the texts criminalizing the disposal of stem cells and analyze their content to determine the scope and limits of criminal liability for this disposal to prevent the misuse of stem cells for material gain. The study revealed a set of conclusions, which consisted of criminalizing the disposal of stem cells in exchange for financial compensation and permitting such disposal if it is by way of donation, with the possibility for the donor to receive simple compensation that does not rise to the level of the financial compensation for these cells, provided that informed consent to the donation is given. The transfer of stem cells to another body does not harm public health. The Jordanian legislature recommends that some amendments be made to the elements criminalizing the disposal of stem cells, depending on the degree of risk it poses to the mere sale or trafficking, as reflected in the number of penalties prescribed for each criminal case in a manner commensurate with the criminal gravity
The Impact of the Governor's Consultation and Consideration on Central Government Administrative Policy in Aceh
The Central Government's administrative policies relevant to the Aceh Government are executed subsequent to consultation and deliberation with the Governor, as specified in Article 8, paragraph (3) of Law Number 11 of 2006 about the Aceh Government (UUPA). This encompasses issues such as geographical delineation, the formation of designated zones, and the formulation and enactment of statutes and regulations pertinent to the Aceh Government. This authority contrasts with the distinct and exceptional position of the Provinces of Papua and West Papua, the Province of the Special Region of Yogyakarta, and the Regional Government together. This study seeks to evaluate the efficacy of the Governor's authority in consultation and deliberation of the administrative policies of the Central Government in Aceh. Aceh, acknowledged for its distinctive autonomy status, holds distinct jurisdiction in the execution of governmental administrative responsibilities. This is qualitative research, in which method of data collection includes in-depth semi-structured interviews and document analysis. The findings demonstrate that the Governor's capacity to engage and deliberate is essential for aligning central policies with local needs. However, other problems hinder the execution, including inadequate coordination among agencies and differing interpretations of rules between the Central Government and the Aceh Government. Moreover, there is little oversight by the Aceh Special Autonomy Monitoring Team from the DPR-RI, coupled with an absence of penalties for delays in the execution of the UUPA. For effective execution, it is imperative that both the Central Government and the Aceh Government exhibit political will and consistency. The collaboration between the Central Government and the Aceh Government Consultation Teams should transform into an Ad-Hoc Team to promote a mutual understanding and provide continuous oversight of the implementation process
Gender, Sufism, and Qur’anic Exegesis: Perceptions of Women’s Leadership within Sufi Orders in South Sulawesi
This study focuses on two key areas: the interpretation of Qur’anic verses regarding women’s leadership and its implementation within Sufi orders (tariqa) in South Sulawesi. The central question explored is how Sufi orders interpret these verses through a gender lens. To answer this question, a qualitative methodology employing interpretive and gender studies approaches was used. Data were collected through interview and literature review. The results of the research show that the perceptions of tarekat followers in South Sulawesi regarding the interpretation of verses regarding women's leadership in the public sphere. Some interpretations, based on Surah At-Tawbah [9:71], allow for women’s leadership by defining “awliya” as leaders, allies, and advisors, suggesting that both men and women can assume leadership roles if they possess the necessary competencies. Conversely, others, citing Surah An-Nisa’ [4:34], restrict women’s leadership. However, a closer examination indicates that Surah At-Tawbah [9:71] is a more general verse, while Surah An-Nisa’ [4:34] is context-specific, referring primarily to domestic matters. The implementation of leadership within Sufi orders is generally not at odds with these interpretations. In the public sphere, women have equal rights to men, including the right to vote and be elected. Moreover, there is no gender distinction in the concept of becoming a waliyullah, as exemplified by Rabi’ah al-Adawiyah. However, women have not yet assumed the role of murshid (spiritual guide) within Sufi orders due to several factors, including the historical precedent of male prophets and the physical and spiritual demands of the role. However, from a gender perspective, women often hold the position of khalifah (spiritual deputy) assisting the murshid in teaching and even coordinating regional activities
