    La formazione politica e ideologica: le “scuole” di Gramsci

    The political-pedagogical model has always had great relevance in Gramsci’s political and intellectual biography. When he arrived in Turin from Sardinia to attend university, Gramsci made a fundamental discovery: that knowledge and education are formidable instruments of emancipation for the popular masses. He continued to pay great attention to the experiences of political and ideological education during his stay in Moscow, in Vienna, after his return to Italy, and during his years in prison. Using the documents held at the Gramsci Foundation in Rome and the accounts of Italian students who attended the Petrograd Schools of Ideological Education, this essay aims to shed light on Gramsci’s role in establishing the first Schools of Political Education under the auspices of the Communist International, as well as his work in organising the most significant schools of political education.Nella biografia politica e intellettuale di Gramsci, il modello politico-pedagogico ha sempre avuto grande rilevanza. Quando giunge a Torino dalla Sardegna per frequentare l’università, Gramsci fa una scoperta fondamentale: il sapere, la conoscenza, l’istruzione sono un formidabile strumento di emancipazione per le masse popolari. Più tardi, nel suo soggiorno a Mosca, nel periodo viennese, dopo il rientro in Italia e anche negli anni del carcere, Gramsci continuerà a prestare grande attenzione alle esperienze di formazione politica e ideologica. Attraverso i documenti conservati presso la Fondazione Gramsci di Roma e utilizzando le testimonianze di alcuni degli allievi italiani che hanno frequentato i corsi delle Scuole di formazione ideologica di Pietrogrado, il saggio si propone di ricostruire il ruolo di Gramsci come fautore delle prime Scuole di educazione politica istituite dall’Internazionale comunista e come organizzatore delle più importanti scuole di formazione politica

    Piero Sraffa, a few years younger than Gramsci, first met him in Turin in 1919. He followed closely the activity of the Ordine Nuovo group and its journal, having a letter of his published anonymously in it, to Gramsci’s critical discussion in reply . The two then met again in Rome when , as parliamentary deputy having immunity, Gramsci had returned to Italy from Moscow and Vienna. Sraffa became a decisive figure for Gramsci after the latter’s arrest, opening an unlimited account for him at a Milanese bookshop and, through Tanja Schucht, became Gramsci’s channel for communication with the Italian Communist Party’s Foreign Centre in France. At a distance and indirectly, then, the two men acted as stimuli for each other, mainly for Gramsci but the reciprocity in the relationship should not be overlooked. In 1932, for example, there were requests for Gramsci to further his work on the intellectuals in Italian history, and on the recent publications of the philosopher-historian-literary figure, Benedetto Croce. Gramsci in his turn asked Sraffa for information, for example, on Machiavelli and economic science, and on David Ricardo and philosophy and the two exchanged opinions, once more through Tanja, on the position of Italian Jews under fascism.     The aim of this paper is to reconstruct Antonio Negri’s path of approach and recovery of Gramsci’s theory. To this end, the trajectory of the philosopher will be taken into consideration from the 1960s up to his writings with Michael Hardt. This study will show the progressive appropriation of some Gramscian categories (hegemony, passive revolution, modern Prince) to understand contemporaneity and organize an antagonistic practice with respect to the existing one.  L\u27obiettivo di questo articolo è ricostruire il percorso di avvicinamento e recupero della teoria gramsciana compiuto da Antonio Negri.     Subaltern Studies has been one of the most prominent channels in the global discussion on Gramscian concepts and their legacy, particularly concerning subalternity. A similar role can be observed with the concept of hegemony, on which—if possible—the Indian collective developed an even more distinctive approach, one that was likely more dissonant from Gramsci’s original formulation. The aim of this paper is to trace the origins and conceptual development of hegemony within the trajectory of Subaltern Studies, particularly through the writings and experience of Ranajit Guha, the collective’s leading figure and theorist. To this end, the early readings of Gramsci in India and the political-cultural formation of Subaltern Studies will be examined, followed by an analysis of how the conceptualization of hegemony evolved throughout the theoretical journey of the Indian collective.I Subaltern Studies hanno rappresentato uno dei più noti canali della discussione globale sui concetti gramsciani e la loro eredità, in particolare per quello che riguarda la subalternità. Funzione analoga con l’egemonia, sulla quale il collettivo indiano ha avuto un approccio ancora più peculiare e – probabilmente – più dissonante dall’originaria elaborazione gramsciana. Lo scopo di questo contributo sarà quello di ricostruire le origini e lo sviluppo concettuale dell’egemonia all’interno del percorso dei Subaltern Studies, in particolare attraverso gli scritti e l’esperienza di Ranajit Guha, principale animatore e teorico del collettivo.     In the age of smartphones, how do crowds, leaders and “aestheticization of politics” relate? Historical fascism operated at the service of “passive revolution”, or expectation thereof. Today, we watch, befuddled, as various morbid phenomena are updated. A minority of property owners continues to exploit the subaltern classes’ undeniable need for new social conditions to survive. Representations of mass movements are no longer the facial features of a 20th century leader, but the selfie itself. From the intersection of “aestheticization of politics” and “passive revolution” – understood not only as categories of historical analysis of specific events, but as a program of actions led by the bourgeoisie – this paper aims to analyze the role of photography, selfies and Instagram in containing crowds and handling crises of representativeness. To this end, the visual syntax of Bolsonaro’s rise to power on Instagram is examined as a case study.Como se relacionam as multidões, os líderes e a “estetização da política” na era dos smartphones? O fascismo histórico operou a serviço da “revolução passiva”, ou seja, de sua expectativa. Hoje, assistimos, perplexos, à atualização de vários fenômenos mórbidos. Uma minoria de proprietários continua a explorar a inegável necessidade das classes subalternas de novas condições sociais para sobreviver. As representações dos movimentos de massa não são mais os traços faciais de um líder do século XX, mas a própria selfie. A partir da interseção entre a “estetização da política” e a “revolução passiva” – entendidas não apenas como categorias de análise histórica de eventos específicos, mas como um programa de ações liderado pela burguesia –, este artigo tem como objetivo analisar o papel da fotografia, das selfies e do Instagram na contenção de multidões e no enfrentamento de crises de representatividade.     Involving incarcerated individuals in work activities is, for the legislator, an ethically unavoidable and constitutionally necessary task to ensure the rehabilitative function of the sentence, as well as an effective means of preventing a return to illegality after the execution phase. The goal is still far from being achieved, for the reasons addressed in the article, although the renewed attention of the Ministry of Justice and the National Council for the Economy and Labour, along with the operational strategy developed, could lead to important new employment opportunities.Coinvolgere i soggetti detenuti in un’attività di lavoro costituisce per il legislatore un compito a un tempo eticamente ineludibile, costituzionalmente necessario per assicurare la funzione risocializzante della pena ed efficace per impedire il ritorno all’illegalità al termine della fase di esecuzione.     The essay addresses the issue of the prohibition of the third consecutive term of the Presidents of the Regional Council. More specifically, this provision, contained in law no. 165 of 2004, is included in a broader reconstruction relating to the foreclosure to the third term of executive bodies by direct election, which - on the basis of the exegesis of the judge of the laws of multiple articles of the Constitution - arises today as a fundamental principle concerning the electoral system of sub-state entities. Starting from the analysis of the various regional regulations aimed at evading this principle, due to the doubt about its direct applicability, the essay examines the position taken by the Constitutional Court in the recent judgment no. 64 of 2025, also questioning its extension to the Special Regions and the Autonomous Provinces. Finally, the author calls for the constitutionalization of the limit, to guarantee its uniformity and tightness over time, recalling, in parallel, the recent debate on the premiership.Il saggio affronta il tema del divieto di terzo mandato consecutivo del Presidenti della Giunta regionale. Più nello specifico tale previsione, contenuta nella legge n. 165 del 2004, viene inserita all’interno di una ricostruzione più ampia relativa alla preclusione al terzo mandato degli organi esecutivi ad elezione diretta, che – sulla base dell’esegesi del giudice delle leggi di plurimi articoli della Costituzione – assurge oggi a principio fondamentale riguardante il sistema elettorale degli enti sub statali. Partendo dall’analisi delle diverse normative regionali volte ad eludere tale principio, a causa del dubbio circa la sua diretta applicabilità, il saggio esamina la posizione assunta dalla Corte costituzionale nella recente sentenza n. 64 del 2025, interrogandosi anche sulla sua estensione alle Regioni speciali e alle Province autonome.     This paper offers a critical analysis of the principle of the reasonable duration of administrative trials, tracing its normative trajectory from Article 6 of the European Convention on Human Rights to its constitutional entrenchment in Article 111(2) of the Italian Constitution. After briefly addressing its dual conceptual dimensions—subjective (as an individual right) and objective (as a benchmark of efficiency and sound judicial administration)—the paper focuses on special procedural regimes, particularly in public procurement and infrastructure projects funded under the National Recovery and Resilience Plan (PNRR). In such contexts, the principle is often operationalised through the compression of procedural timeframes, justified by imperatives of economic and administrative stability, yet not always compatible with the effective exercise of the right of defence. The core of the analysis develops along two principal axes. The first concerns the tools available to administrative courts—most notably, simplified judgments and the so-called “most evident reason” principle—highlighting the risk that mechanisms designed to promote expedition may, when deployed indiscriminately, compromise the quality of judicial reasoning and the substantive effectiveness of legal protection. This concern is framed within a broader reflection on the potential misuse of judicial discretion in the name of procedural economy. The second axis addresses the conduct of the parties, with particular attention to the ethical and collaborative dimensions of procedural behaviour. In a legal system increasingly oriented toward the deflation of caseloads, the paper analyzes the use of formally legitimate yet substantively abusive procedural strategies—such as raising an objection on jurisdiction at the appellate stage by the very party who instituted the first instance proceedings—as practices that conflict with the principle of procedural self-responsibility and the duty of loyal cooperation in the administration of justice. The analysis also engages with the principle of clarity and conciseness in procedural submissions, construed as a functional tool to enhance procedural integrity and to counteract dilatory tactics. The conclusion contends that the reasonable duration of proceedings cannot be elevated to an absolute metric of judicial efficiency, nor subordinated to exclusively managerial or accelerative rationales. Rather, it must be interpreted as a systemic balancing clause: a procedural standard whose normative value is contingent upon its integration within a framework of proportionality, effectiveness, and due process. Accordingly, any legislative or judicial intervention aimed at compressing procedural time must be justified by the qualitative demands of adjudication, not by speed alone.Il presente contributo esamina criticamente il principio della ragionevole durata del processo amministrativo, a partire dalla sua affermazione nell’art. 6 CEDU fino alla sua costituzionalizzazione nell’art. 111, comma 2 della Costituzione. Dopo aver svolto una sintetica ricostruzione in ordine alla natura soggettiva (ragionevole durata come diritto soggettivo dell’individuo) e oggettiva (ragionevole durata del processo come canone di efficienza e buona amministrazione della giustizia), viene dedicato un focus specifico ai riti speciali (in particolare in materia di appalti e opere PNRR). In tali circostanze, la ragionevole durata del processo viene realizzata attraverso la compressione dei tempi processuali, giustificata da esigenze di stabilità economica e amministrativa, che, tuttavia, non sempre consente ai cittadini di esercitare adeguatamente il diritto di difesa. La parte principale del lavoro, però, si sviluppa lungo due direttrici principali. Da un lato, si analizzano gli strumenti a disposizione del giudice amministrativo (tra gli altri, sono stati approfonditi la sentenza in forma semplificata e principio della “ragione più liquida”), evidenziando il rischio, che rientra all’interno delle dinamiche dell’abuso della discrezionalità giudiziaria, che strumenti nati per favorire la celerità finiscano per compromettere la qualità della decisione e l’effettività della tutela. Dall’altro lato, si esplora il ruolo delle parti, con particolare attenzione alla dimensione deontologica dell’agire processuale. In un contesto di crescente ambizione alla deflazione del contenzioso, il contributo analizza il ricorso a condotte formalmente legittime ma sostanzialmente abusive – come l’eccezione di difetto di giurisdizione sollevata in appello dalla stessa parte che ha adito il primo grado – evidenziando come simili strategie si pongano in contrasto con il principio di autoresponsabilità e con la leale collaborazione al buon funzionamento dell’amministrazione della giustizia. Viene, inoltre, analizzato il principio di sinteticità e chiarezza degli atti, quale parametro volto a rafforzare la funzionalità del processo e a prevenire condotte esclusivamente dilatorie. La conclusione evidenzia come la ragionevole durata del processo non possa essere elevata a metrica assoluta dell’efficienza giudiziaria, né piegata a finalità meramente acceleratorie. Essa deve piuttosto essere interpretata come una clausola di equilibrio sistemico: uno standard procedurale che, lungi dal prevalere in modo meccanico sul diritto di difesa, assume senso solo se integrato in una logica di proporzionalità, effettività e pienezza del giusto processo. In tale prospettiva, ogni compressione temporale deve trovare giustificazione nella qualità del giudizio, e non nella sua sola velocità
