    Projet RE-ACTEURS : Réseaux d'acteurs, innovation et gouvernance de la mobilité: La transition mobilitaire en territoire peu dense

    The project “ré-acteurs” explores the issue of the governance of the mobility transition in sparsely populated areas. By investigating the networks of local actors carrying innovations around mobility, we intend to describe (1) how they work and the social and geographical links designing the framework of their interactions, and (2) how the members of these collectives envision society as well as their issues. The aim was to understand the modes of governance and regulation which result from those networks, and the capacity of the actors to transform the territory by mobilising anthropological, sociological and geographical perspectives. Our analysis is based on the comparison of two rural areas of Southern France: the Drôme Valley and the southern Ardèche. Those two territories have a network of dynamic actors involved in altermobility. Being comparable in size, density and belonging to the same region (Auvergne-Rhône-Alpes), their comparison allows us to question the existence of territorial models, their levers of action and the obstacles resulting from modes of organisation and lastly, how the actors on the territory are organised in different local contexts. This project raises the difficulties and the complexity of the governance of mobility at the scale of the territory which explain the lack of overall coherence on this issue. Mobility is an object teared apart and disputed between multiple competences and scales of action, resulting in a territorial “layer cake” which involves numerous and heterogeneous actors, with sometimes divergent objectives, thus hampering unification around a consistent mobility policy. Several levers are likely to be drivers of change. Despite its complexity, the institutional millefeuille can render possible to articulate different skills and fundingto carry out projects that would not be possible when driven by a single community. This potential depends on the capacity of the actors to cooperate and work together in an articulated and coherent manner. It therefore requires having a shared observation of the mobility transition, common references and a mutual recognition of the skills and legitimacy of each actor. Civil society organisations have a central role in the formulation of public issues in the territory. But if those organisations are often convened for their expertise or in the name of citizen participation, their decision-making power remains weak and dependent on the good will of the local authorities to give them a capacity for action. Their ability to cooperate is then decisive in order to weigh in the game of actors and counterbalance the fragmentation of skills and responsibilities. Similarly, the possibilities of disseminating initiatives depend directly on the coordination that iscarried out at the territorial level by the EPCIs (communities of municipalities, regional natural park, “pays” or “syndicat”) and/or by civil society organisations themselves. Ultimately, the fact that the transition towards low-carbon mobility in rural areas is for now essentially based on local initiatives raises many questions in terms of spatial and mobility justice.Le projet ré-acteurs a exploré les réseaux d’acteurs locaux porteurs d’innovations autour de la mobilité dans des territoires peu denses pour décrire (1) leur fonctionnement, les liens sociaux et géographiques qui constituent le cadre de leurs interactions, (2) les visions de société et les enjeux portés par les membres de ces collectifs. L’objectif était de comprendre les modes de gouvernance et de régulation qui en découlent ainsi que la capacité des acteurs à transformer le territoire en mobilisant des approches anthropologiques, sociologiques et géographiques sur les réseaux d’acteurs. Notre analyse est centrée sur les réseaux d’acteurs porteurs d’initiatives dans la Vallée de la Drôme et l’Ardèche méridionale, deux territoires qui disposent d’un certain dynamisme en matière d’altermobilité. Ces deux territoires, comparables par leur dimension, leur densité et leur appartenance à une même région (Auvergne-Rhône-Alpes), nous permettent d’interroger l’existence de modèles territoriaux, et d’interroger les leviers d’action et les obstacles découlant de modes d’organisation et de structuration des acteurs sur des territoires différents. Ce projet a relevé les difficultés liées à la complexité de la gouvernance de la mobilité à l’échelle du territoire pour expliquer le manque de cohérence globale de la prise en charge de cette question. Nous avons montré que la mobilité est un objet écartelé et disputé entre de multiples compétences et de multiples échelles d’action, aboutissant à un millefeuille territorial qui implique des acteurs nombreux et hétérogènes, aux objectifs parfois divergents, freinant d’autant l’unification autour d’une politique de mobilité consistante. Plusieurs leviers sont susceptibles d’être des moteurs de changement. Malgré sa complexité, le millefeuille institutionnel peut aussi permettre d’articuler les compétences et les financements pour porter des projets qui ne pourraient voir le jour s’ils étaient portés par une seule collectivité. Ce potentiel dépend de la capacité des acteurs à coopérer et à travailler ensemble, de manière articulée et cohérente. Elle impose donc d’avoir un constat partagé sur la problématique de la transition mobilitaire, des références communes, ainsi qu’un lieu de discussion et de négociation dans lequel les compétences et la légitimité de chacun sont reconnues. Les associations ont un rôle central dans la formulation des problèmes publics sur le territoire. Mais si les associations sont souvent convoquées pour leur expertise ou au titre de la participation citoyenne, leur pouvoir décisionnaire reste faible et dépendant de la bonne volonté des autorités locales à leur donner une capacité d’action. Leur capacité à coopérer est alors décisive pour peser dans le jeu d’acteurs et contrebalancer l’éclatement des compétences et des responsabilités. De même, les possibilités de dissémination des initiatives dépendent directement de la coordination qui est effectuée au niveau du territoire par les EPCI (communautés de communes, parc naturel régional, pays) et/ou par les associations. Cependant, le fait que la transition mobilitaire en territoire rural repose essentiellement, pour l’heure, sur des initiatives locales pose de multiples questions en termes de justice spatiale et mobilitaire

    Addition of 8 analytical solutions to the SWASHES software

    The Shallow-Water equations are a nonlinear system of partial differential equations commonly used to model flows in various contexts. Many solvers are being developed to numerically solve those equations, which raises the issue of the verification of the numerical results. To simplify the validation process, the software SWASHES was developed, compiling a significant number of analytical solutions to the Shallow-Water equations in a unified formalism to create an easily available and consistent set of test cases. The corresponding source codes are made available to the community (www.idpoisson.fr/swashes). In this report, we will describe the 8 new solutions implemented in version 1.04.00 of SWASHES. Adding both steady and transient solutions, with solutions in Cartesian geometry as well as solutions in spherical geometry

    De CreaCube à EscapeCube : une tentative d’ajout de capteurs internes pour permettre une collecte de données automatique

    CreaCube is a problem solving activity requiring both computational thinking and creative problem-solving, in which the subject tries to assemble four cubes into one structure with a specific performance. We made the assumption that device-related observables such as cubes position evolution in space may be used to automatically determine subject-related observables which can then be interpreted in relation to certain behaviors or emotions. This article details the design of new material for the CreaCube activity in order to create a new set of modular robotic cubes. This paper describes the analysis developed, step-by-step, and what pitfalls and failures we faced during the analysis of the requirements for developing new modular cubes. The goal of developing a new set of robotic cubes aims to facilitate automatic data collection but also to ensure a large diffusion of the task to collect more data automatically. First, the analysis of existing Human Robot Interactions (HRI) within the CreaCube task is developed through UML charts based on the instructions of the task and the anticipation of the HRI. Second, we discussed the physical elements of the new set of cubes, aiming at an easy open-source manufacturing for anyone interested in activities for the development of computational thinking. Third, we implemented a conditional statement algorithm trying to automatically collect device-related observables despite an unknown set of unpredicted but possible behaviors.CreaCube est une activité de résolution de problème qui requiert à la fois un recours à la pensée informatique et à la résolution de problème créatif, lors de laquelle le sujet doit assembler quatre cubes en une seule structure avec une propriété de mouvement. Nous avons fait l’hypothèse que les observables relatifs à l’état du support physique comme l’évolution de la position des cubes dans l’espace pourraient être utilisés pour déterminer automatiquement les observables relatifs au sujet comme les comportements ou les émotions. Ce rapport détaille le développement d’une nouvelle version de CreaCube. Il décrit pas à pas les étapes mises en place pour ce développement, en détaillant les différents obstacles qui se sont posés durant celui-ci. L’objectif est de développer un nouvel ensemble de cubes robotiques permettant de faciliter la collecte automatique des données. L’analyse de l’interaction homme-machine (IHM) de la tâche CreaCube est développée à travers des schémas UML basés sur les instructions de la tâche et l’anticipation de l’IHM. Ensuite, nous discutons des éléments physiques de nouveaux cubes, en visant une production facile et open-source pour un accès facilité pour une large diffusion de la tâche pour quiconque est intéressé dans le développement de la pensée informatique. Enfin, nous implémentons un algorithme conditionnel afin de déduire les observables relatifs au support à partir des données collectées par les nouveaux cubes, malgré un ensemble de conditions non exhaustif

    Urbanism And the Conservation of The Natural Environment for Sustainable Development: A Case Study of Kano State, Nigeria, 1989-2020

    Kano is one of the fast growing urban centres in Africa with concomitant environmental challenges that emerged as a result of uncoordinated human activities in the State such as deforestation, disturbance of open spaces and other natural forms, especially those that constitute the State’s important cultural heritage sites. This development made the Kano State government to enact different urban development laws, regulations, policies and edicts apart from the establishment of important urban planning and development agencies such as the Kano State Environmental Planning and Protection Agency (KASEPPA) and the Kano State Urban Planning and Development Authority (KNUPDA) in 1989 and 1990. Using primary and secondary sources, this paper examines the impacts of these governmental laws and edicts on environmental growth for sustainable development. This is achieved by also looking at the unique roles played by experts, especially landscape architects in the planning, designing and management of natural, rural and built environments to address sustainability, quality and health of landscapes. This paper finds out that urban growth in both demographic and infrastructural basis temper with the Kano town planning and landscaping due to intense human activities, especially with the emergence of slums in the capital city. The State has also experienced the rapid conversion of natural green lands and important open spaces to either residential or commercial areas

    Environmental Non-Governmental Organisations, Response Actions And Soot Pollution Conundrum In Port Harcourt, Rivers State

    Environmental Non-Governmental Organisations (ENGOs) in contemporary global formation have gradually developed into an important force in promoting quality environmental governance and advocacy. This has been linked to their growth, broad range of experience, expertise, and influence on issues of public concern. However, how this narrative has affected the emergence of pervasive soot pollution in Port Harcourt, Nigeria, needs proper documentation. This study examines the response of ENGOs to mitigation-adaptation awareness advocacy for urban dwellers amidst soot pollution conundrum in Port Harcourt, Nigeria. In the context of urban collectives and their interaction with a changing environment, the study explores ENGOs’ response to mitigation-adaptation awareness designs and implementation in Port Harcourt. A concurrent mixed-method design using questionnaires and key informant interviewees (KIIs) was employed to collect relevant data from seven purposively selected ENGOs in Port Harcourt, and six officials from the Rivers State Ministry of Environment, Rivers State Environmental Sanitation Authority, and the River State Ministry of Health. Findings suggest that, as a result of the permeating condition of soot pollution in Port Harcourt, ENGOs made efforts to design and implement different advocacy strategies including collaborations with media outfits, international organisations, and government institutions. However, these mechanisms are not effective enough, given their narrow scope in design and implementation. The study concluded that defectiveness is caused by inadequate government/public support which appears in the areas of security, knowledge sharing, and research. Other challenges include inadequate funding, a poor trust system, and excessive bureaucratic bottlenecks in accessing foreign assistance
