    Household Energy Use and Carbon Emissions in China: A decomposition analysis

This article may be used for non-commercial purposes in accordance with Wiley Terms and Conditions for Self-Archiving.Although its per capita carbon emissions are still relatively low, China’s aggregated carbon emissions have grown by nearly 4-fold in the last three decades, and now it is the biggest CO2 emitter in the world. There are many reasons for this emissions growth, and much emphasis has been placed on industrial development, but previous research has estimated that 40% of the growth in Chinese CO2 emissions over the 15 years to 2007 can be attributed to household energy consumption. In this paper, we conduct a decomposition analysis to show that in the period from 1978 to 2008 nearly 60% of the growth in Chinese household emissions can be attributed to the increasing number of households and 40% to increasing emissions per household. We also show that over this period emissions growth in urban households has been six times that of rural households. These results have important implications for policy makers seeking to promote reductions in China’s CO2 emissions, relating for example to family planning and urbanization.submittedVersio

    The Geoengineering Model Intercomparison Project Phase 6 (GeoMIP6): Simulation design and preliminary results

    We present a suite of new climate model experiment designs for the Geoengineering Model Intercomparison Project (GeoMIP). This set of experiments, named GeoMIP6 (to be consistent with the Coupled Model Intercomparison Project Phase 6), builds on the previous GeoMIP project simulations, and has been expanded to address several further important topics, including key uncertainties in extreme events, the use of geoengineering as part of a portfolio of responses to climate change, and the relatively new idea of cirrus cloud thinning to allow more longwave radiation to escape to space. We discuss experiment designs, as well as the rationale for those designs, showing preliminary results from individual models when available. We also introduce a new feature, called the GeoMIP Testbed, which provides a platform for simulations that will be performed with a few models and subsequently assessed to determine whether the proposed experiment designs will be adopted as core (Tier 1) GeoMIP experiments. This is meant to encourage various stakeholders to propose new targeted experiments that address their key open science questions, with the goal of making GeoMIP more relevant to a broader set of communities.publishedVersio

    Top ten European heatwaves since 1950 and their occurrence in the coming decades

    The Russian heatwave in 2010 killed tens of thousands of people, and was by far the worst event in Europe since at least 1950, according to recent studies and a novel universal heatwave index capturing both the duration and magnitude of heatwaves. Here, by taking an improved version of this index, namely the heat wave magnitude index daily, we rank the top ten European heatwaves that occurred in the period 1950–2014, and show the spatial distribution of the magnitude of the most recent heatwave in summer 2015. We demonstrate that all these events had a strong impact reported in historical newspapers. We further reveal that the 1972 heatwave in Finland had a comparable spatial extent and magnitude as the European heatwave of 2003, considered the second strongest heatwave of the observational era. In the next two decades(2021–2040), regional climate projections suggest that Europe experiences an enhanced probability for heatwaves comparable to or greater than the magnitude, extent and duration of the Russian heatwave in 2010. We demonstrate that the probability of experiencing a major European heatwave in the coming decades is higher in RCP8.5 than RCP4.5 even though global mean temperature projections do not differ substantially. This calls for a proactive vulnerability assessment in Europe in support of formulating heatwave adaptation strategies to reduce the adverse impacts of heatwaves.publishedVersio

    Kommunal klima- og energiplanlegging: Et innblikk fra sidelinjene

    I denne rapporten presenteres hovedfunn fra en gjennomgang av kommunale klima- og energiplaner og fra en landsomfattende spørreundersøkelse om klima- og energiplanlegging i kommunene. I henhold til den statlige planretningslinjen for klima- og energiplanlegging som ble vedtatt i 2009 skal kommunene i sin kommuneplan eller i egen kommunedelplan innarbeide tiltak og virkemidler for å redusere klimagassutslipp og sikre en mer effektiv energibruk og miljøvennlig energiomlegging i kommunene. Gjennom retningslinjen er kommunene underlagt en form for statlig styring som innebærer en rekke planleggingsplikter, men disse er av en normativ karakter. Hvordan reagerer kommunene på et slikt normativt pålegg? Datainnsamlingen fra de to undersøkelsene tegner et bilde av kommuner som forsøker å opptre i tråd med intensjonene i planretningslinjen. De fleste kommuner har vedtatt en klima- og energiplan, og kommunene selv mener at deres planer inneholder ambisiøse mål og realistiske tiltak. Men det gjenstår viktige utfordringer. Det ble blant annet signalisert et behov for klarere retningslinjer og bistand. Resultatene fra de to undersøkelsene tyder på at mange av kommunene har tatt noen foreløpige skritt i retning av å gå foran i arbeidet med å realisere mindre utslipp av klimagasser og et mer klimavennlig mønster i energiproduksjon og -bruk, men at det gjenstår en del for å nå målet

    How will greenhouse gas emissions from motor vehicles be constrained in China around 2030?

    Increasing emissions from road transportation endanger China’s objective to reduce national greenhouse gas (GHG) emissions. The unconstrained growth of vehicle GHG emissions are mainly caused by the insufficient improvement of energy efficiency (kilometers traveled per unit energy use) under current policies, which cannot offset the explosion of vehicle activity in China, especially the major southern provinces. More stringent polices are required to decline GHG emissions in these provinces, and thereby help to constrain national total emissions. In this work, we make a provincial-level projection for vehicle growth, energy demand and GHG emissions to evaluate vehicle GHG emission trends under various policy options in China and determine the way to constrain national emissions. Through sensitivity analysis of various single policies, we propose an integrated policy set to assure the objective of peak national vehicle GHG emissions be achieved around 2030. The integrated policy involves decreasing the use of urban light-duty vehicles by 25%, improving fuel economy by 25% by 2035 comparing 2020, and promoting electric vehicles and biofuels. The stringent new policies would allow China to constrain GHG emissions from road transport sector around 2030. This work provides a perspective to understand vehicle GHG emission growth patterns in China’s provinces, and proposes a strong policy combination to constrain national GHG emissions, which can support the achievement of peak GHG emissions by 2030 promised by the Chinese government.submittedVersio

    Geopolitiske virkninger av lavutslippssamfunnet

    I denne rapporten presenteres hovedfunn fra ny forskning som belyser geopolitiske virkninger av overgangen til lavutslippssamfunnet og hvilke konsekvenser denne utviklingen har for Norge. Det vektlegges at en ny global klimaavtale, EUs klima- og energipolitikk, og utviklingen til noen nøkkelaktører, og i regionale og globale energimarkeder vil være sentrale påvirkningsfaktorer for Norges politikkutforming fremover. Etterspørselen etter energi globalt vil øke i takt med befolkningsvekst og velstandsutvikling, samtidig som en omfattende omstilling i den globale energisektoren vil være nødvendig for å kutte klimagassutslipp. Vi finner at en viktig drivkraft i energiomstillingsprosesser er selvforsyning av energi. Store land og energimarkeder legger stadig større vekt på selvforsyning, noe som gir Norge som energiaktør både utfordringer og nye muligheter. Nyvinninger i fornybarteknologi og desentraliserte løsninger vil gjøre nye energiløsninger mulig både i industrialiserte land og i framvoksende økonomier. Dette vil ramme Norge som olje- og gasseksportør. Lave olje- og gasspriser skaper også utfordringer for Norge de nærmeste årene. Men endringene i verdens energimarkeder skaper også nye muligheter for Norge. Ved å være en godt forberedt og omstillingsklar energiaktør som kan levere teknologiske og finansielle løsninger til land som vil øke sitt energibehov samtidig som klimagassutslippene skal ned, kan Norge bidra med løsninger til energiomstillingsprosesser i andre land og gjennom internasjonalt samarbei

    Norsk klimapolitikk: 2030-målene og tilknytningen til EU

    Dette arbeidsnotatet gir en kort gjennomgang av norsk klimapolitisk debatt anno 2015. Det fokuserer spesielt på betydning av forholdet mellom Norge og EUs klima- og energipolitikk. Regjeringen Solberg la 6. februar 2015 frem Stortingsmelding 13 (2014-2015) Ny utslippsforpliktelse for 2030 – en felles løsning med EU. I meldingen foreslår regjeringspartiene Høyre og Fremskrittspartiet å forplikte seg til å redusere Norges klimagassutslipp med 40 prosent innen 2030 sammenlignet med 1990-nivå. Dette målet skal nås sammen med EU, og regjeringen varslet at den vil forhandle frem en bilateral avtale med EU i 2016. Vi viser at forpliktelser på linje med EU-land ikke vil være tilstrekkelig for å oppnå 40 prosent reduksjon i klimagassutslippene sammenlignet med 1990-nivå. Norge må dermed iverksette ytterligere tiltak for å nå dette målet
