    Estimating mobilized private climate finance for developing countries - A Norwegian pilot study

    The point of departure for this study is the available data in Norway on climate finance for developing countries. The bottleneck in tracking mobilized private climate finance is availability and quality of data. The main challenge is that Norwegian public institutions sourcing public support for climate finance have not yet implemented sufficient systems for measurement, reporting and verification of mobilized private climate finance. In addition, climate finance tracking is constrained by methodological difficulties and lacking international standard definitions and methods. Despite these limitations, we have estimated that Norwegian public climate finance support to developing countries via bilateral and multi-bilateral support amounted to 1,019 MUSD in 2014, split into bilateral flows at 578 MUSD and multi-bilateral flows at 441 MUSD. The main public institutions sourcing this money, ranked according to the size of their money flows, are: Ministry of Foreign Affairs (MFA) - embassies, Norad, MFA, KLD, and Norfund. We examined public support for projects summing up to 692 MUSD, which we could link to an estimated 202 MUSD of mobilized private co-finance. Based on our analysis, Norfund is the primary institution that has mobilized private climate finance. These climate finance flows are likely to be low estimates. In addition, Norway provided another 123 MUSD as climate-related core support to multilateral organizations. Although a number of uncertainties are attached to the data, they cover the largest flows and most available project data. One learning from this process is not to aim for a “perfect” standardized and complete tracking system, but for an international tracking standard that is simple and transparent, and with built-in flexibility to handle different contexts in terms of actors and sources at international and national levels

    Future narratives for two locations in the Barents region

    What does the future look like from the perspective of municipalities in various locations in the Barents region? What climatic, social and environmental challenges might there be, and how might local people respond? This report documents the results from two workshops held in Kirovsk and Bodø in 2015, addressing above questions. These workshops are part of a series of four workshops across the Barents region with the aim to build visions of different local futures in the Barents region under different climatic and socio-economic contexts. All workshops use the same methodology and research question, and connect local change to global scenarios. A secondary aim of this report is to offer a description of and reflection on the methods employed as a basis for further development of the approach. The method follows a bottom-up, participatory scenario building approach, and is based on identifying local drivers of change which are of especial importance or uncertainty in the region. These locally important drivers are then evaluated in the form of narratives in context of four different global scenarios of alternative futures of societal development, known as the shared socioeconomic pathways (SSPs). The entire exercise, from driver identification to narrative development, involves a mixture of local actors together with researchers, using knowledge and understanding from both communities. The resulting narratives highlight locally important issues different from pan-Arctic evaluations of future change. They also show that local development is perceived as closely linked to global processes, such as changes related to climate, but especially socio-economic factors such as demography, resource markets or politics

    Side-payments: an effective instrument for building climate clubs?

The final authenticated version is available online at: https://doi.org/10.1007/s10784-015-9311-8Climate clubs have been suggested as a gateway to substantial reductions in global emissions. The club approach begins with a small number of enthusiastic countries. This paper asks under what conditions such clubs are likely to evolve into effective cooperation through side-payments to new members. The question is addressed through a range of formal thought experiments using numerical simulations. The model is calibrated using empirical data on countries’ emissions, GDP, populations, and vulnerabilities. It is simple and stylized, but allows for complex and dynamic interactions between actors. Basic equity considerations can be accommodated. The results indicate that side-payments’ theoretical potential for facilitating effective clubs is large. One or two large emitters can initiate a club that grows to cover a substantial share of global emissions if the global benefit–cost ratio for mitigation is around 3 or larger. The size of stable clubs is larger if new members contribute to making side-payments, and somewhat lower if equity considerations constrain the set of possible transfers.     Distributive fairness: A mutual recognition approach

    Can norms of distributive fairness serve as pillars of a new and more effective global climate regime? Three general principles – responsibilities, capabilities (capacity), and needs (or rights) – are frequently invoked and rarely disputed. Yet, parties’ interpretations often diverge, reflecting conflicts of interests. To determine how much is at stake, we compare – by means of a global integrated assessment model (GRACE) – 15 legitimate interpretations of ‘responsibilities’ and ‘capabilities’ in terms of their implications for the mitigation obligations and costs of seven potentially pivotal actors. Most of these interpretations yield similar results for most actors. In a scenario where global emissions in 2030 are reduced by 20% compared to a business-as-usual baseline, mitigation costs vary by less than 1% of GDP for the United States, the European Union, Japan, India, and China. For Brazil and Russia, however, variance is much larger. Moreover, for all actors, mitigation costs rise steeply as ambition levels increase. Under such circumstances, searching for a single ‘fairness-optimizing’ formula is likely to fail. As negotiators explore systems of voluntary pledges, a more promising approach would conceive of fairness as a multidimensional construct and foster accommodation through mutual recognition of a limited range of legitimate norm interpretations.publishedVersio

    Troublesome leisure travel: Counterproductive sustainable transport policies

    In this chapter, we present three well-established sustainable transport policies – developing more compact cities, building pro-environment awareness and attitudes, and promoting growth of information and communication technologies – designed to reduce emissions from everyday travel and show that these policies may also be associated with increased emissions from leisure travel. Moreover we suggest mechanisms to explain why a given policy may produce these contradictory effects. Finally, we examine the policy implications of the results and discuss further research.publishedVersio
