Get PDFDenne artikkelens hovedargument er at norsk forsvarspolitikk i stor grad er formet av norsk identitet og av norske verdier. Denne sterke koblingen ble særlig tydelig på 1990-tallet, da den bidro til kontinuitet i Forsvarets oppgaver og innretting til tross for store endringer i Norges sikkerhetspolitiske omgivelser. Som et resultat av fremveksten av en ny norsk forsvarspolitisk diskurs inntraff et forsvarspolitisk paradigmeskifte rundt årtusenskiftet. Resultatet ble overgangen fra invasjonsforsvar til «innsatsforsvar». For å styrke legitimiteten til det nye paradigmet ble likevel mange av særtrekkene med det gamle paradigmet forsøkt innskrevet i det nye. Imidlertid svingte Forsvaret seg meget raskt om da primærfokuset igjen ble kollektivt forsvar etter 2014. Endringen rundt år 2000 var dermed egentlig ikke så dyp. Det dominerende narrativet om Forsvarets rolle forble primært nasjonalt og territorielt forankret.publishedVersio
Huawei, 5G and Security: Technological Limitations and Political Responses
Get PDFHow did Chinese 5G providers, such as Huawei, become a security concern in the USA and Europe? Were the security concerns related to 5G and Chinese suppliers based upon technological features of the systems, or were they a product of geopolitical rivalry? How did European approaches to 5G distinguish themselves from those of the USA? This article addresses these questions using an interdisciplinary approach via the framework of securitization theory. The authors argue that the technological features of 5G made securitization more likely compared to 4G, and that screening and control of software was unlikely to defuse securitization concerns. They also show how Europe chose its own path for the securitization of 5G. In short, the article argues that the American macrosecuritization of China largely failed in Europe, whereas the niche securitization of 5G was more successful.publishedVersio

Lessons from the Ebola Crisis in West Africa: Community engagement, crisis communication and countering rumours
Get PDFWhat lessons can we draw from the 2014-2016 Ebola crisis in Guinea, Liberia, Sierra Leone? While both the outbreak itself and the context is different, there are enough similarities between the Ebola crisis and COVID-19 to extract useful lessons and best practices. In this research note, the focus is on three key lessons from the Ebola experience: community engagement, crisis communication and countering the rumour mill. In the world’s most fragile states, an uncontrolled outbreak of COVID-19 would have devastating consequences for the population. In a scenario where the spread of the coronavirus is under control in large parts of the world, the survival of COVID-19 in fragile states would also most certainly be a source for new waves of infections to the rest of the world. These structural shifts, and their impacts on competitiveness, are set to intensify. Missiles, Vessels and Active Defence What Potential Threat Do the Russian Armed Forces Represent?
Get PDFIn 2019, Russia’s Chief of the General Staff, Valery Gerasimov, presented a ‘strategy of active defence’, a possible prelude to the forthcoming Russian military doctrine. This article examines this strategy with particular emphasis on the role of precision-guided missiles, tactical nuclear weapons and the role of the navy. It provides insights on the shape of new Russian military doctrine and the military threat Russia might represent to the West. Maren Garberg Bredesen and Karsten Friis conclude that the active defence concept may imply a lowering of the use-of-force threshold.
