Re-imagining African-Nordic relations in a changing global order
Get PDFAhead of the 20th Annual African–Nordic Foreign Ministers’ meeting, scheduled for 14 June 2022 in Helsinki, this study considers how turbulence in the international system may affect relations between Africa and the Nordic region (Denmark, Finland, Iceland, Norway and Sweden). In particular, it examines how the special relationship between these two regions may be affected by changes in the global order, and how it may have to adapt to ensure that the relationship evolves and remains relevant for both regions. The report evaluates the levels and spheres of African–Nordic cooperation and is divided into four parts. First, an overview of African and Nordic positions and priorities is presented. Second, Africa’s strategic partnerships with various countries and regions – China, Europe, India, Russia and Turkey – are explored, in order to compare the Africa–Nordic relationship with these others. Contributors examines how these partnerships are structured, the types of initiatives or activities undertaken to sustain them, and how these partnerships have adapted to today’s global order. Third, the report analyses several elements of the Africa–Nordic relationship that may shape the direction of the partnership in future, including: - Nordic development assistance to Africa; - Migration and its potential implications for Africa and the Nordic countries, including the impact of the war in Ukraine; - Africa–Nordic trade, investment and loans; - Political, peace and security relations and cooperation; - African and Nordic support for, and cooperation in, multilateral organisations; - Climate change. Patterns of Similarities and Differences in Post-Conflict Community-Oriented Policing—A Matter of Trust
Get PDFAn analysis of Community-Oriented Policing (COP) in 12 post-conflict cases suggests that while the concept of COP holds promise of representing a more sustainable approach to conventional post-conflict police reform, among our cases, there are limited examples of successful COP. Rather, our cases reveal that COP is often perceived as much as a surveillance tool to legitimise harsh policing tactics, as promoting human security or serious reforms. The more robust finding, unsurprisingly, is that the levels of trust between the police and communities, and thus the viability of COP, is closely linked to whether the police act more as a service or a force. While the principles of COP are connected to a police service, in the ideal-typical sense, the post-conflict cases we have analysed are closer to the ideal-typical police force. Private infrastructure in weaponized interdependence
Get PDFThe ability of states to exploit private resources at an international level is an increasingly salient political issue. In explaining the mechanisms of this shift, the framework of Weaponized Interdependence has quickly risen to prominence, arguing that those states that are centrally placed in global networks can exploit their centrality given the appropriate domestic institutions. Building on this framework, I suggest that the relationship between states and the private corporations holding the resources states seek to exploit is more dynamic and contested than assumed. Drawing on developments in the industry for constructing and operating submarine cables, I find that a paradigm shift in the market has significantly limited the authority of states vis-à-vis key market players. The contribution of this finding is to expand Weaponized Interdependence as a framework, paying closer attention to the relationship between private companies and states. This expansion allows for the utilization of Weaponized Interdependence as a framework for a broader set of cases, explaining not only when a network is prone to weaponization but also the limitations states face when they seek to do so.Private infrastructure in weaponized interdependencepublishedVersio

Get PDF• Our nuclear world is changing, and this will have significant impacts on strategic stability and arms control. This is being driven by a mixture of technological, geopolitical and normative forces. • Technological change and innovation are facilitating new types of strategic weaponry and missions. These have the potential to challenge established notions of deterrence and create nuclear risks. • The combination of an emerging system of nuclear great-power multipolarity at the same time as a growth in “nuclear nationalism” and a return of bellicose nuclear rhetoric and statecraft are challenging traditional power balances, arms control and nuclear stability based on restraint. • This is all taking place within a bifurcating global nuclear environment characterised on one side by normative challenges to the established nuclear order and increasing demands for nuclear energy, and on the other with a resurgence in the political salience of nuclear weapons. • Taken together, this suggests that we are arguably on the cusp of a new “nuclear age” where we will need to rethink the rules of the nuclear game and how we prevent nuclear use.Mapping The Emerging Strategic Stability And Arms Control LandscapepublishedVersio
