The global importance of EU climate policy: an introduction
Among the countries and organisations subscribing to the objective of ‘climate neutrality’ by the middle of the twenty-first century, the European Union is a rather distinctive actor, whose long-standing efforts to deliver decarbonisation deserve particularly close attention. The chapter begins with a brief outline of the main actors, institutions and policy processes involved in the EU climate policy process. This is followed by a chronological account of the evolution of EU climate policy and politics, including key instruments such as the Emissions Trading System, covering the period from the early 1990s up to the 2019 European Green Deal and 2021 ‘Fit for 55’ package of measures. The final section explains the rationale for the structure of the book, and summarizes the aims and objectives of the following 25 chapters.publishedVersio

Dialogforum – Norges rolle i Sikkerhetsrådet og den kunnskapsbaserte bærebjelken
Kunnskapsutveksling mellom forskere og beslutningstakere i pågående politiske prosesser og i praktisk arbeid med å håndtere store samfunnsutfordringer krever gjennomtenkte og konkrete løsninger. Disse løsningene bør fremme effektiv kunnskapsdeling der forskningsfronten og politikkutforming møtes. Med et slikt formål utviklet Utenriksdepartementet (UD), Norsk utenrikspolitisk institutt (NUPI) og Institutt for fredsforskning i Oslo (PRIO) tidlig i 2021 et dialogforum for Norges medlemskap i FNs sikkerhetsråd. Dialogforumet samlet forskere, politikere og diplomater med mål om å styrke kunnskapsgrunnlaget for aktuelle og viktige saker for Norge i Sikkerhetsrådet. Denne artikkelen presenterer hvordan Dialogforumet for Norges rolle i FNs sikkerhetsråd 2021–2022 (Dialogforumet) bidro til å støtte opp om en kunnskapsbasert utenrikspolitikk for Norge i FNs sikkerhetsråd. Sett i sammenheng med de økende kravene om forskningens samfunnsbidrag, viser erfaringene med Dialogforumet hvor komplekse slike kunnskapsutvekslinger er i praksis. This Policy Brief looks at the growing relations and cooperation between the European Union (EU) and the North Atlantic Treaty Organisation (NATO). It does so in the context of a return to war in Europe and growing strategic rivalry between the United States (US) and China. Europeans have long been called to take on more responsibility for their own defence and there is a window of opportunity to build these relations sooner rather than later. Forum: Making Peace with Un-Certainty: Reflections on the Role of Digital Technology in Peace Processes beyond the Data Hype
Recent years have seen the acceleration of data- and evidence-based approaches in support of peace processes, creating a renewed confidence that conflicts can be predicted, known, and resolved, based on objective information about the world. However, new technologies employed by conflict parties, stakeholders, and those who aim to make or build peace have also made peace processes less ascertainable, intelligible, and predictable. Technology can thus create both more certainty and uncertainty in (and about) peace processes. This forum article presents a first collaborative attempt to explore how the use of technology by conflict parties and peacebuilding actors influences these dynamics. We examine various fields of engagement, ranging from conflict prevention to peace mediation, peacekeeping, and longer-term peacebuilding. Our discussion engages with a variety of related activities, including predictive analysis and foresight, conflict analysis, cease-fire monitoring, early warning and early action, and problem-solving and trust-building dialogues. We suggest approaching un-certainty as a spectrum between uncertainty and certainty that can be studied across epistemic, ontological, and normative dimensions, thus inviting further academic research and policy reflection.
