    Ad hoc coalitions: From hierarchical to network accountability in peace operations?

    Launching multinational peace operations are time and politically sensitive decisions that frequently involve the use of force. As a result, a host of accountability issues arise. To date, mainly backward looking and hierarchical accountability measures have been developed to guide the implementation of multinational peace operations led by the most prominent actors in this policy domain: intergovernmental organizations (IGOs) and ad hoc coalitions (AHCs). We argue that the existing accountability mechanisms have their flaws, which theoretically-speaking could at least be partly addressed by converting AHCs into complementary network hubs with an emphasis on pluralistic and horizontal accountability practices. AHCs bring a diverse set of actors together and operate with a light institutional framework, in which actors meet on equal grounds.     Internet governance and the UN in a multiplex world order era?

    Over the last two decades Internet Governance (IG) has emerged as an increasingly complex and fraught field of policymaking involving both states and non-state actors on a multitude of arenas. Facing this complex field, the role of the United Nations (UN) in IG has been both varying and contested. While the UN has been discussing issues related to IG since the 1990s, disagreements on both substantive issues and where discussions ought to take place have intermittently resurfaced and remained relevant, but recent processes and challenges to the status quo asks questions about the direction going forward. In the UN, recently established processes aims to revamp the approach to IG, while the negotiations over a cybercrime convention, and the 2022 ITU plenipotentiary have made the long-running contests between western and authoritarian states over this topic more visible. Broader trends and rising tensions globally raises questions not only about the future for the global nature of IG and the role of the UN in this, but also whether decoupling and alliances with like-minded states might become more dominant than global multilateral and multi-stakeholder channels, i.e a trend pointing towards a multiplex field of internet governance.publishedVersio

    On safer ground? The emergence and evolution of ‘Global Britain’

    Why did Theresa May’s government introduce the narrative about ‘Global Britain’, and how did this narrative evolve and manifest itself in UK foreign policy discourse in the ensuing years? We make the case that Brexit distressed the United Kingdom’s foreign policy identity, and that the ‘Global Britain’ narrative emerged as a means to consolidate that identity—at a time marked by uncertainty and political turmoil. Scholarship on ontological security has theorized how states employ narratives to restore and stabilize their identities when they become ontologically insecure. It has not sufficiently addressed how these narratives evolve, and the conditions under which they come to resonate with key audiences. We suggest that identity consolidating narratives are more effective when they are anchored in familiar spaces and contexts—what we here call ‘home turfs’. We show how filling ‘Global Britain’ with content constituted a process of moving from existential anxiety about the country’s future role, to anchoring UK foreign policy in and around such ‘home turfs’. Tracing the emergence and evolution of the ‘Global Britain’ narrative in official UK discourse, we find that ‘Global Britain’ gradually homed in on two secure narrative bases: first, security and defence; and second, the Anglosphere and Euro-Atlantic.On safer ground?     Ecosystems and Ordering: Exploring the Extent and Diversity of Ecosystem Governance

    This article argues that, to grasp how global ordering will be impacted by planetary-level changes, we need to systematically attend to the question of the extent to which and how ecosystems are being governed. Our inquiry builds upon—but extends beyond—the environmental governance measures that have garnered the most scholarly attention so far. The dataset departs from the current literature on regional environmental governance by taking ecosystems themselves as the unit of analysis and then exploring whether and how they are governed, rather than taking a starting point in environmental institutions and treaties. The ecosystems researched—large-scale marine, freshwater, and terrestrial ecosystems—have been previously identified by a globe-spanning, natural science inquiry. Our findings highlight the uneven extent of ecosystem governance—both the general geographic extent and certain “types” of ecosystems seemingly lending themselves more easily to ecosystem-based cooperation. Furthermore, our data highlight that there is a wider range of governance practices anchored in ecosystems than the typical focus on environmental institutions reveals. Of particular significance is the tendency by political actors to establish multi-issue governance anchored in the ecosystems themselves and covering several different policy fields. We argue that, in light of scholarship on ecosystem-anchored cooperation and given the substantive set of cases of such cooperation identified in the dataset, these forms of ecosystem-anchored cooperation may have particularly significant ordering effects.     External Voting: The Patterns and Drivers of Central European Migrants' Homeland Electoral Participation

    This open access book is the first monograph that brings together insights from comparative politics, political sociology, and migration studies to introduce the current state of knowledge on external voting and transnational politics. Drawing on new data gathered within the DIASPOlitic project, which created a comparative dataset of external voting results for 6 countries of origin and 17 countries of residence as well as an extensive qualitative dataset of 80 in-depth interviews with four groups of migrants, this book not only illustrates theoretical problems with empirical material, but also provides answers to previously unaddressed questions. The empirical material focuses on the European context. The Eastern Enlargement of the European Union (2004-2007) triggered a westward wave of migration from Central and Eastern European countries which faced the expansion of existing émigré communities and the emergence of new ones. As this process coincided with the expansion of migrant voting rights, the result is a large set of populous diaspora communities which can potentially have a significant impact on country electoral politics, making the study of external voting highly relevant. This book’s introduction takes stock of current research on transnational politics and external voting, presenting core puzzles. The following chapter introduces the context of intra-European migration and the political situation in Central-Eastern European sending countries. The next two sections address the empirical puzzles, drawing on new quantitative and qualitative. The conclusion takes stock of the evidence gathered, discusses the normative problem of non-resident voters enfranchisement, connects external voting to the broader debate on political remittances and finally, maps the terrain ahead for future research.publishedVersio

    Technology and maritime security in Africa: Opportunities and challenges in Gulf of Guinea

    Maritime security threats undermine safety and security at sea and, in turn, coastal states’ efforts to harness the resources in their maritime domain. This assertion is true for coastal states and Small Island Developing States (SIDS) on the African continent, where limited maritime enforcement capabilities have increased security threats at sea, such as illegal, unreported and unregulated fishing, piracy and armed robbery at sea, toxic waste dumping and other illicit activities. African navies and their foreign partners are taking advantage of the opportunities that technology provides to improve safety and security. Technology has led to the identification of criminals at sea, their capture and prosecution, making it crucial in enhancing maritime security. As such, the merits of its use for maritime security are undeniable. However, using technology comes with challenges that need to be considered. With this in mind, our research makes an original contribution by exploring the opportunities for using technology to advance maritime safety and security in Africa, successes and challenges with an emphasis on the Gulf of Guinea region. Drawing from questionnaire data from maritime law enforcement personnel, agencies supporting the implementation of the Yaoundé Code of Conduct (2013), and a review of relevant literature and policy documents, we contend that technology has significantly improved maritime domain awareness and the effective implementation of maritime safety and security in the Gulf of Guinea.
