Turnusordninger i kommunenes helse- og omsorgstjenester – kraftig vekst i omfang av langvakter, årsturnus og fleksibel turnus
Full text linkEt økende antall eldre med behov for tjenester vil sette et stadig større press på effektiv utnyttelse av ressurser i helse- og omsorgssektoren. Nye måter å organisere turnus på har blitt løftet frem som et tiltak som kan bidra til dette. Denne artikkelen presenterer data fra en landsomfattende kartlegging som ble gjennomført i 2022, av ulike turnusordninger i norske kommuner i tidsperioden 2018–2022. Følgende type tjenester er undersøkt: sykehjem, hjemmetjenester og ulike former for bofellesskap. I alt 1427 virksomhetsledere svarte på undersøkelsen, som tilsvarte en svarandel på 34 prosent. Vi har undersøkt utvikling i omfang av følgende turnusordninger: langvakter, fleksibel turnus og årsturnus. Kartleggingen viser en kraftig vekst i alle de tre undersøkte turnusordningene. Særlig ser vi en sterk vekst i antallet virksomheter hvor ansatte jobber langvakter, enten kun i helgene eller hele uka. Det har også vært en sterk økning i bruk av årsturnus, spesielt i kombinasjon med fleksibel turnusordning. Vi konkluderer med at det er behov for å innhente mer kunnskap om hvilke effekter ulike turnusordninger har for ulike forhold, slik som sykefravær, utskiftninger på arbeidsplassen og heltid/deltid.publishedVersio
Kunstig intelligens i høgare utdanning: kva tenkjer lærestadane nå, etter halvtanna år med ChatGPT?
Full text linkLanseringa av OpenAIs store språkmodell, ChatGPT, i november 2022 sende sjokkbølgjer gjennom høgare utdanning. Men kva tenkjer norske universitet og høgskular no, etter halvtanna år med ChatGPT? I dette notatet skildrar vi refleksjonane lærestadane har rundt ChatGPT og liknande teknologiars rolle i høgare utdanning, og kva tiltak dei har gjort i perioden etter lanseringa av ChatGPT i november 2022. Notatet viser at medan den første fasen etter lanseringa var prega av mykje uvisse og frykt, opplever institusjonane at det no har skjedd eit stemningsskifte blant tilsette og studentar. Samstundes har den raske utviklinga og mangel på kunnskap og kompetanse om kva generativ kunstig intelligens kan og ikkje kan gjera, gjort det krevjande for institusjonane å utarbeide konkrete tiltak. Notatet viser at responsen til institusjonane til denne utviklinga framleis i støypeskeia, trass i ei viss modning når det gjeld synet på og haldningar til ChatGPT og liknande teknologiar

The role of digital technology in facilitating epistemic fluency in professional education
Full text linkThe proliferation of digital tools in higher education has resulted in newpossibilities for students’ professional learning and development.Consequently, there is a need for more knowledge regarding the practicalincorporation of digital technology in professional learning designs, therationale behind their selection, and the perceived advantages and dis-advantages of their use. In this paper, we discuss findings froma qualitative case study of two academic subjects selected from profes-sional study programmes at Norwegian higher education institutions:occupational therapy and nautical studies. Deploying a constant com-parative method of analysis inspired by a grounded theory approach, wediscuss how the integration of digital technology in professional learningdesigns may facilitate students’ professional learning and development.By exploring the data material and connecting the findings to existingliterature and theory on professional learning, we show how the thought-ful integration and use of digital technology into a professional learningdesign may open up new ways of fostering epistemic fluency in futureprofessionals. By focusing on the suitability – rather than the advanced-ness – of the technology, integrated into a reflective and holistic learningdesign, the use of technology may facilitate the development of epistemicfluency both within and outside a situated professional context.publishedVersio
Behind the scenes: Politics and pragmatism in formulating mission-oriented innovation policies in a national context
Full text linkThis paper investigates the development of a mission-oriented innovation policy approach at a national level. The empirical case that forms the core of the paper is a policy process towards shaping future research and innovation policies and priorities in Norway. The concept “mission-oriented research and innovation policy” was introduced in the policy process and steps were initiated to develop and implement missions as a new policy approach to address grand challenges. Based on a narrative case study and interviews with 33 policymakers, the paper illuminates the “inner life” of a policy process and the meanings and actions agents bring to it, and how this shapes policy formulation. The paper draws on policy process theories, and particularly highlights the role of actors, ideas and anchoring, and illustrates how these interrelated elements of a policy process occur both within and across bureaucratic and political arenas.publishedVersio
Sino-Norwegian collaboration in science: An analysis based on articles in Web of Science
Full text linkChina is the world’s largest nation in terms of scientific publishing and now contributes to one third of all articles in Web of Science. China and the USA are the largest and most intense collaborators in the global network of scientific collaboration. Norway’s collaboration with China has increased over the years following a general European trend that reflects the growth of China in science and technology. However, Norway slightly deviates from the general trend by collaborating less with China than the other Nordic countries and the EU countries do. Nevertheless, China has become Norway’s largest collaboration partner in the technological sciences and in some of the natural sciences. The most active research collaboration of mutual interest is seen in research on climate change
