The implementation of the NCSs depend on a number of conditions and the main part of this analysis discusses whether these efforts are likely to produce the intended changes. The conclusions reached are that the efforts will most likely have effects on governmental performance, but that the effects will probably be unexpected and that some intended effects will not materialise
Development Planning and the Importance of Democratic Institutions in Botswana
Get PDFThis study takes an extended look at Botswana, a country which is found to depart from the common pattern of African states and therefore may be considered as something of a special case. By using a state-centred approach, the study is able to isolate some of the factors explaining the defining. features of Botswana' s development strategy; relative insulation from societal pressures, institutional and organisational coherence and the availability of policy instruments. These factors are contrasted with those of other African states and serve to draw an analytical distinction between strong and weak states.
Using the concept of a strong state and the state-centred approach, the study proceeds to review the economic and political trajectories of Botswana after independence and to investigate in detail the policy process as it relates to the formulation of the Income Policy and to the allocation of public funds and the control of public expenditure, in particular for district development.
While using the state-centred approach, the alternative society-centred approach is also explored to explain the low level and fragmented nature of political opposition to the executive inside and outside parliament. The study concludes that, judging from the Botswana case, democracy is compatible with economic development even under conditions of relative state autonomy

Get PDFDenne rapporten analyserer i hvilken grad tvungen opphavsmerking for klær representerer en konkurransevridende faktor. Konkurranservidningen består dels i at produkter med samme kvalitet oppnår ulik pris, og dels i at opphavsinformasjon kan påvirke bedriftenes incentiver til å forbedre sin kvalitet. Med utgangspunkt i teorier om statistisk diskriminering vises at denne typen konkurransevridende faktorer er "selvoppfyllende" - land med et dårlig "kvalitetsimage" fortsetter å produsere produkter med lav kvalitet, og land med et godt "kvalitetsimage" produserer høy kvalitet. En slik diskriminering kan føre til at produsenter i utviklingsland underinvesterer i kvalitetsforbedringer. Denne negative allokeringseffekt må avveies mot den positive effekten som følge av en bedre tilpasning mellom produsenter og konsumenter ved at opphavsland i noen grad er en kvalitetsindikator

Get PDFThe first part of this paper gives an overview of the dominating approach within economic theory on individual decision making under uncertainty or risk - the expected utility (EU) theory. The theory has increasingly been criticised, and some of the empirical violations of the theory are reviewed. In spite of a number of paradoxes, and the descriptive and predictive difficulties of the EU theory, it remains the dominating approach within economic theory. This paper presents and discusses two alternative, non-expected utility approaches, which fit better with observed behaviour in different experiments and real-life situations

Rapportene framstår som politiske dokumenter, hvor det å fremme utviklingsoptimisme og enighet om utviklingsstrategi synes å være et av målene. Det legges vekt på mulighetene og suksesshistoriene, og optimistiske vekstprognoser presenteres for å demme opp mot utviklingspessimisme og bistandstrøtthet. Rapportene inneholder en solid samling av fakta og argumenter, og er trolig blant de beste oversiktsrapportene som er skrevet om fattigdoms- og miljøproblemer i u-land. Når det gjelder anbefalinger blir det imidlertid mange generaliteter og få klare konklusjoner
