Norwegian Development Aid Evaluations 1980-1989. A Bibliography
This is the second volume in a bibliographical series on Norwegian development policy and development research in the 1980s. This bibliography registers and covers evaluation studies and project-related pre-feasibility studies submitted between 1980 and 1989. The great majority of the registered reports relates to Norwegian projects, and only very few to UN or World Bank projects
The Queens' Daughters: Prostitutes as an Outcast Group in Colonial India
The report historically traces the social construction of the Indian prostitute, which misrepresented and degraded the imagery of an accomplished courtesan and artistic entertainer to the degraded western image of a prostitute. The first part deals with the methods and motivations of the colonial government in construing Indian prostitutes as a separate and distinct group. The second part analyses the reactions and effects the colonial discourse had on indigenous elites, and ends with a presentation of the imagery surrounding the Indian prostitute in Bengali popular literature of the time
Constraints for a Conservation-Based Agricultural Development Policy in Ethiopia. A Baseline Study in Fedis Awraja
A baseline survey was conducted in the Hararghe region in Ethiopia in 1989 to identify constraints to agricultural production and environmental protection measures. The survey included not only agricultural support services, but also people's assessment of rural institutions, the rural energy crisis, environmental constraints and community participation. In the concluding chapter, the author gives his assessment of an alternative strategy which avoids the identified constraints by putting the peasants in the centre of attention and supporting their efforts with integrated institutional and material support services
Politics, Administration and Agricultural Development. The Case of Botswana's Accelerated Rainfed Arable Programme
This is a case study of a large programme for arable faring in Botswana from 1985 to 1990. The focus is upon the organization of the programme. The study seeks to explain why the programme developed into an ineffective and costly modernization effort. The objective of the programme was to commercialize arable farming in Botswana. However, most participating farmers used it to subsidize their established mode of production, without moving in the direction of a more commercialized system. To explain the failure of the programme the analysis makes use of organizational theory as well as a ruling elite perspective
Trade Unions in Processes of Democratisation. A Study of Party Labour Relations in Zambia
This report assesses the role of labour in the recent transition to multi-party rule in Zambia. The main question considered is to what extent labour, through its policy-making organ the Zambia Congress of Trade Unions (ZCTU), effected policy changes at the national level in a democratic direction. The report analyses Zambian industrial relations in the post-colonial period with particular emphasis on the period of one-party rule (The Second Republic 1973). The case study concludes that the trade union movement was established in a pluralist setting and has remained autonomous from the state despite strong efforts to incorporate the union movement into the party/state. The organisational autonomy of the union movement is one of the main reasons why the trade union movement spearheaded the transition to multiparty democracy in October 1991
Negotiating the "In-between". Modernizing Practices and Identities in Post-colonial Tunisia
The study focuses on the Tunisian post-colonial process of modernization and its effects on Tunisians of different generations, gender, and educational backgrounds. Interviews with illiterates as well as university graduates show that level of education contributes more to a modernization of individual preferences than both gender and generation. Gender is, however, the main determining factor for how educated "modernized" Tunisians experience and handle their intermediary positions between tradition and modernity

Population and Development Planning. A Demographic Study of the Hambantota Integrated Rural Development Programme in Sri Lanka
The present study, undertaken as part of the background research for an evaluation of the Hambantota Integrated Rural Development Programme (HIRDEP), analyses the demographic characteristics and trends of Hambantota district (Ieading up to a set of population projections by age and sex 1981-2011), assesses how demographic variables were taken into account in the HIRDEP planning process and discusses the impact of HIRDEP on the demography of the district. The study highlights inter alia the implications of the ongoing demographic trends in terms of employment for young adults and welfare for the elderly, whose numbers are set to grow very rapidly in the coming 20 years
Opprinnelsesland - signal om kvalitet? En samvalganalyse av konsumenters vurderinger ved kjøp av klær fra utviklingsland
I denne rapporten studeres norske forbrukeres oppfatning om og reaksjoner på opplysninger om opprinnelsesland for klesprodukter. Analysen viser at forbrukerne har stereotype oppfatninger om ulike lands produkter, men opphavsland benyttes også som en indikator for kvalitet. Denne signaleffekten av opphav er imidlertid ikke signifikant dersom konsumentene får informasjon om flere holdepunkter ved produktene (som pris, merke og design). Produkter fra utviklingsland rangeres lavt, men dette kan kompenseres ved lav pris eller andre gunstige egenskaper ved produktet. Analysen er basert på en survey-undersøkelse av faktisk kjøpeatferd, og to eksperimentelle undersøkelser
Secondary and Higher Secondary Education in Bangladesh. Its Growth and State Expenditures: A Time-series Analysis of 1981-90
This paper first identifies trends and patterns in the growth of the secondary and higher secondary schools in Bangladesh, while differentiating between the Islamic madrassa schools, and the general (mainstream) ones. Substantial differences are also found between rural and urban schools. Secondly the role of the state in this sub-sector of education is re1ated to general policies of regulation, standardisation, certification, and most important to its financial role for recurrent and development costs. The third objective of this paper is to formulate some suggestions for policy conc1usions and future research
