La mondialisation ne se réduit pas à une extension de la sphère des échanges commerciaux à l’échellede la planète; elle prend aussi la forme d’une internationalisation de la production et de la division dutravail. Ainsi, les travailleurs des pays du Sud fabriquent désormais une grande part des produits venduspar des firmes occidentales à des consommateurs occidentaux. Cette configuration des «globalcommodity chains» (Gereffi, 1999) ou «global value chains» (Bair, 2010; Palpacuer et Balas, 2010;Gereffi, 2014) pose à nouveaux frais la question qui fut au coeur de la reconnaissance de la relationsalariale à ses débuts: celle de l’asymétrie entre les travailleurs et les détenteurs du capital, et de laresponsabilité subséquente de ceux-ci envers ceux-là. Stability results for logarithmic Sobolev and Gagliardo-Nirenberg inequalities
This paper is devoted to improvements of functional inequalities based on scalings and written in terms of relativeentropies. When scales are taken into account and second moments xed accordingly, de cit functionals provide explicitstability measurements,i.e., bound with explicit constants distances to the manifold of optimal functions. Various resultsare obtained for the Gaussian logarithmic Sobolev inequality and its Euclidean counterpart, for the Gaussian generalizedPoincar e inequalities and for the Gagliardo-Nirenberg inequalities. Effets internes et externes du développement des hydrocarbures non conventionnels aux Etats-Unis : bilan d’étape et perspectives
L’article analyse le développement des hydrocarbures non conventionnels, en distinguant ses effets « internes », c’est-à-dire observables dans l’espace nord-américain, et ceux à caractère « externe », qu’ils soient économiques ou géopolitiques, diffusant au-delà de ces frontières et notamment en Europe. L’objectif est, en particulier, de déterminer la gamme des adaptations qui s’offrent aux Européens pour faire face à la compétitivité confortée des Américains. La conclusion essentielle est que, dans la mesure où les entreprises européennes ne pourront bénéficier de prix énergétiques (gaz, électricité) comparables à ceux en vigueur aux États-Unis, elles doivent absolument préserver leur avantage en termes d’efficacité énergétique.This paper analyses the development of non-conventional hydrocarbons, distinguishing its ‘internal’ effects, i.e. those observable in the North American area, and those of an ‘external’ nature—economic or geopolitical ones— spreading beyond these borders and particularly in Europe. The objective is, specifically, to determine the range of adaptations available to Europeans in dealing with enhanced American competitiveness. The essential conclusion is that, inasmuch as European companies cannot benefit from energy prices (gas, electricity) comparable to those in the United States, they absolutely have to maintain their advantage in terms of energy efficiency.nonouirechercheNationa
Nonlinear diffusions: extremal properties of Barenblatt profiles, best matching and delays
In this paper, we consider functionals based on moments and non-linear entropies which have a linear growth in time in case of source-type solutions to the fast di usion or porous medium equations, that are also knownas Barenblatt solutions. As functions of time, these functionals have convexityproperties for generic solutions, so that their asymptotic slopes are extremalfor Barenblatt pro les. The method relies on scaling properties of the evolution equations and provides a simple and direct proof of sharp Gagliardo-Nirenberg-Sobolev inequalities in scale invariant form. The method also givesre ned estimates of the growth of the second moment and, as a consequence,establishes the monotonicity of the delay corresponding to the best matchingBarenblatt solution compared to the Barenblatt solution with same initial second moment. Hawkes processes on large networks
We generalise the construction of multivariate Hawkes processes to a possibly infinite network of counting processes on a directed graph G. The process is constructed as the solution to a system of Poisson driven stochastic differential equations, for which we prove pathwise existence and uniqueness under some reasonable conditions. We next investigate how to approximate a standard N -dimensional Hawkes process by a simple inhomogeneous Poisson process in the mean-field framework where each pair of individuals interact in the same way, in the limit N → ∞. In the so-called linear case for the interaction, we further investigate the large time behaviour of the process. We study in particular the stability of the central limit theorem when exchanging the limits N, T → ∞ and exhibit different possible behaviours. We finally consider the case G = Z d with nearest neighbour interactions. In the linear case, we prove some (large time) laws of large numbers and exhibit different behaviours, reminiscent of the infinite setting. Finally we study the propagation of a single impulsion started at a given point of Z d at time 0. We compute the probability of extinction of such an impulsion and, in some particular cases, we can accurately describe how it propagates to the whole space. Le RSA, innovation ou réforme technocratique ?
L’article constitue une contribution à l’analyse et à l’évaluation du revenu de solidarité active (RSA), institué par la loi du 1er décembre 2008 et mis en œuvre à partir de juin 2009. Les auteurs reviennent dans une première partie sur les intentions des promoteurs de cette réforme, à partir du texte de la commission Familles, vulnérabilités, pauvreté, réunie en 2005 par le président d’Emmaüs de l’époque, Martin Hirsch. Ils rappellent le diagnostic proposé par celle-ci, l’échec du RMI et sa principale recommandation : mettre en place une prestation unique et lisible qui bénéficie à tous les ménages pauvres, qu’ils travaillent ou non. La seconde partie analyse la mise en œuvre de cette politique dans le département de Paris où se sont déroulées l’observation et la recherche entre mars 2010 et juillet 2011. S’intéressant à la manière dont les gestionnaires du dispositif ont interprété le texte de loi pour construire le processus d’instruction des demandes de RSA et d’orientation des allocataires du RSA et dont les différents partenaires font fonctionner ce dispositif, les auteurs s’interrogent sur les choix initiaux qui ont présidé au « design » de la prestation, notamment sur l’orientation prioritaire des allocataires vers Pôle emploi et la séparation stricte entre parcours professionnel et parcours social.The study is a contribution to the analysis and evaluation of the RSA (Active Solidarity Income), established by the Act of December 1st 2008 and implemented since June 2009. In the first part of the paper, the authors analyze the intentions of the promoters of the reform. They study the text of the Commission “Families, Vulnerability, Poverty” convened in 2005 by the president of Emmaüs, Martin Hirsch. They highlight its diagnosis: the failure of the RMI (Minimum Integration Income); its main recommendation: establish a social allowance that appears as a radical innovation and its ambitions: remove threshold effects and make the system more transparent for the beneficiaries. In the second part, the authors analyze the implementation of this policy in the department of Paris where the observation and research took place between March 2010 and June 2011. They study how the administrators of the RSA have interpreted the text of the Act in order to develop the instruction and guidance processes towards the RSA beneficiaries, and how the different people involved implement the measure. The authors then question the initial choices that led to the “design” of the RSA, notably the decision to first and foremost direct the beneficiaries towards Pôle emploi (the French equivalent of the job centers) and to strictly separate professional and social trajectories.nonouirecherchenationa

Dans un contexte de ressources budgétaires limitées et suite au constat que la croissance et l’aide publique au développement ne bénéficiaient pas forcément aux pauvres, la communauté internationale a eu recours à des outils spécifiques permettant d’atteindre en priorité les pauvres. Le ciblage des politiques de lutte contre la pauvreté est l’un de ces outils. Cet article vise à dresser un bilan des expériences de ciblage menées dans les pays en développement.
