Search for Choquet-optimal paths under uncertainty
Choquet expected utility (CEU) is one ofthe most sophisticated decision criteria usedin decision theory under uncertainty. Itprovides a generalisation of expected utilityenhancing both descriptive and prescriptivepossibilities. In this paper, we investigatethe use of CEU for path-planning under uncertainty with a special focus on robust solutions. We first recall the main features ofthe CEU model and introduce some examples showing its descriptive potential. Thenwe focus on the search for Choquet-optimalpaths in multivalued implicit graphs wherecosts depend on different scenarios. Afterdiscussing complexity issues, we propose twodifferent heuristic search algorithms to solvethe problem. Wording viewpoints at school in debates relationships with others
The analysis is led from the receiver’s point of view, no-one can tell in advance how the discourse he receives will make sense for him/ her. Thus, argumentation is not merely in the speaker’s intention. Besides, it also raises the question of lexical meaning in argumentative dialogue, and precisely how words work in accordance with their type. Our conception of meaning and types of words is elaborated from the receiver’s point of view, which can be said a “dialogical” point of view (Bakhtine-Volochinov, 1977: 146). François underlines that “thinking with words” can partly be defined as “searching to transform a notion into concept” (1994: 43), by analysing the notion, clarifying presuppositions, giving definitions, or distinctions, as well as examples or telling stories.Our study focuses on a debate at school about relationships with others. The data consists of a session of civic instruction in a primary school (2nd and 3rd level). The children were encouraged to interact and answer one another, so that they might find a non-violent solution to a conflict. In this school debate, the aim is neither to persuade the others nor to take the advantage. It’s a debate with a heuristic aim. The pupils learn to explore a notion through wording and dialogue. Favourable conditions have been created to allow them to propose a resolution together and to elaborate notional content. We remark that they do it by repeating former discourses and personal experiences, or given as such, that they success to create a discussion space which supposes listening and cooperation. We notice the importance of lexical meaning in the debate. We underline the relationships between the way the words work and their types. Words can be the support of a “move” (François, 1980, 2004), but not every word. Besides, the move is tied to the interpretative process, along the exchanges. Thus, the question of accentuation and interpretation arises: what is the good distance to interpret? What is the good distance to deal with notions? In this debate, pupils through their discursive moves express viewpoints they would not have said lonely. One can also notice the meeting of various worlds, world of the school, of the family, of history, of stories… and child-like points of view concerning values.ouinonouirechercheInternationa
Corruption and the informal sector in Sub-Saharan Africa
In Sub-Saharan Africa (SSA) the informal sector is a major engine for employment, entrepreneurship and growth. The high incidence of corruption is another distinctive feature of SSA. According to the last Transparency International Corruption Perception Index almost 70% of SSA countries ranked register score below 3, indicating that corruption is perceived as rampant. However, to the best of our knowledge the corruption and informality nexus has never been explored in comprehensive empirical fashion in this area of the world. It had been extensively analysed in Eastern Europe and the former Soviet Union countries, but with a particular objective: explaining the rise of unofficial activities that had coincided with the transition process. The SSA context is completely different: operating in the informal sector is rather the rule than the exception and no recent systemic change may explain this fact. Thus, concepts used to analyze the informal sector elsewhere are not necessarily applicable to SSA, or at least, their focus may be less relevant in this context. This paper makes use of a unique data set, called 1-2-3 surveys, so as to analyse the links between corruption and the informal sector in seven major Western African Economic and Monetary Union (WAEMU) cities. More precisely, we use the phase 2 of these surveys which interviews heads of informal production units (IUP) and aims at assessing their principal economic and productive characteristics (production, value added, investment, financing), their difficulties and their demands for public support. A detailed analysis of these data leads to three conclusions. The informal economy is rather an issue of weak law enforcement than of corruption, or in other words of a will to avoid the predatory behaviour by government officials seeking bribes from anyone with officially registered activities. As a consequence, only a minority of IPUs (4.2%) declare they had to pay bribes the year before the survey. Les voix dans un entretien de recherche : quelles marques et quelles fonctions interactionnelles et sociales ?
Les voix dans un entretien de recherche : quelles marques et quelle fonctions interactionnelles et sociales ? Une forme de tension habite tout un chacun pour expliquer l’origine d’une maladie, en particulier entre discours médical et discours autres (Clavreul, 1978). Dans cet article, le repérage de différentes voix dans un entretien de recherche en psychopathologie montre cette tension et la façon dont l’orchestration des voix par l’interviewée joue une fonction d’argumentation et de mise en scène positive de soi. L’article présente d’abord le cadre d’analyse de discours convoqué, à savoir un cadre dialogique (Bakhtine-Volochinov 1977 [1929]), interactionnel et énonciatif, avec une forte mobilisation de la notion de mouvement discursif et interprétatif (François 2009, Salazar 2008). L’article pointe ensuite les relations entres voix et types de connaissance sur soi et présente le jeu discursif entre plans énonciatifs comme un des moyens privilégiés d’agencer une diversité de voix dans un discours. Différents extraits du même entretien sont ensuite commentés pour illustrer ces points théoriques et méthodologiques. En suivant les mouvements discursifs, les voix repérées sont mises en relations avec - le type de connaissance sur soi qu’elles mobilisent (savoir transmis par autrui ou perçu), - leurs modes de marquages (discours d’autrui ou de soi), en particulier par le biais des plans énonciatifs, - les fonctions interactionnelles et sociales que ces voix jouent sur la scène de l’entretien. L’article montre finalement en quoi l’introduction réitérée par l’interviewée d’une voix personnelle (assumée au niveau énonciatif de façon faible mais cependant nettement actualisée) « concurrence » une voix de la doxa médicale et modifie l’asymétrie sociale attendue dans une interaction entre médecin et non-médecin (Markovà et Foppa, 1991). L’orchestration de cette polyphonie par l’interviewée est en conclusion considérée comme jouant un rôle de repositionnement social dans l’espace de suspension ponctuel permis dans et par l’entretien. L'impact des infrastructures publiques sur la compétitivité et la croissance. Une analyse en EGC appliquée au Sénégal
Ce papier analyse l’impact des infrastructures publiques sur la compétitivité et la croissance de l’économiesénégalaise dans le cadre d’un modèle d’équilibre général calculable. En effet, Latreille et Varoudakis (1996) ontmontré, en équilibre partiel, que le manque de compétitivité des secteurs économiques sénégalais est imputable à unefaiblesse des gains de productivité, elle-même due notamment à la baisse du rythme des investissements publics. Ilapparaît intéressant de voir dans quelle mesure un accroissement des infrastructures publiques permet des meilleuresperformances commerciales de l’économie sénégalaise ainsi que de la croissance. Dans un premier temps, lesmécanismes théoriques mis en jeu lors d'un accroissement de la productivité totale des facteurs de production sontexposés dans un cadre d'équilibre général statique, en admettant que la variation de la PTF provient d'unaccroissement des dépenses publiques. Cela permet d'appréhender les interactions entre les variations de la dépensepublique et celles du taux de change réel. La seconde section présente le modèle d’équilibre général calculabledynamique appliqué au Sénégal et les résultats de simulations. On montre combien les effets d'une politiqued'expansion des infrastructures publiques sur les performances commerciales des secteurs manufacturiers peuvent sedifférencier selon son impact sur le niveau des prix domestiques et le taux de salaire. En outre, le choix du mode definancement d'une politique budgétaire extensive est primordial dans la mesure où c'est par ce biais que les effets surle niveau des prix domestiques peuvent être maîtrisés. En ce sens une approche en terme d'équilibre généralcalculable, appuyée sur des estimations sectorielles pertinentes se montre préférable aux études plus classiques enéquilibre partiel.This paper analyses the impact of public infrastructure on the competitiveness and growth of the Senegaleseeconomy within the framework of a computable general equilibrium model. Latreille and Varoudakis (1996)demonstrated, in partial equilibrium, that the absence of competitiveness within Senegal’s economic sectors isattributable to a weakness in the gains of productivity, which itself is due to the decrease in the rate of publicinvestment. This paper examines the extent to which an increase in public infrastructure will improve thecommercial performance, as well as the growth of the Senegalese economy. First, in a static general equilibriumframework, we expose the theoretical mechanisms put into play when there is an increase in total productivity offactors of production, assuming that the variation in the TFP comes from an increase in public spending. This allowsinteractions between the variations in public spending and the real exchange rate to be captured. The second sectionpresents a computable general equilibrium model applied to Senegal and the results of the simulations. We showhow the effects on commercial performance of manufacturing sectors of a policy of expansion of publicinfrastructure can differ according to its effect on the level of domestic prices and the wage rate. Furthermore, thechoice of the method of financing of an extensive budgetary policy is important because it is through this bias thatthe effects on the level of domestic prices can be controlled. Owing to this, an approach in terms of a computablegeneral equilibrium, based on relevant sectorial estimations is preferable to more classical studies in partialequilibrium.ouinonouirecherchenationa
