Il DM77 nell'Azienda USL-IRCCS di Reggio-Emilia: tra passato, contingenze e progettualità future
The article analyzes the implementation status of the Italian Law Decree 77/2022 within the Reggio Emilia Local Health Unit and Research Hospital, exploring the ongoing reorganization of community health services. It investigates challenges faced and solutions adopted in a territory that was already oriented towards integrated care. Among actions implemented, the article highlights the activation of new care settings dedicated to proactive medicine, including community-level operations centers and hospitals, the training of medical and healthcare personnel, and the enhancement of home-care services. Innovative technologies, multi-professional and multidisciplinary collaboration, and third sector involvement prove to be key to address healthcare needs in an integrated manner and maximize the value of professionals. The interpretation of the presented case goes beyond Decree implementation, focusing instead on the value transition of healthcare policy that appears necessary to develop a public system ready to face contemporary challenges
Navigating the ICC’s Nebulous Jurisprudence on Cultural Heritage and Its Latest Developments in the Al Hassan and Yekatom and Ngaïssona Cases. Winning a Battle, Losing the War?
The long-awaited decision on the Al Hassan case, rendered by the ICC Trial Chamber
X on June 26, 2024, was expected to be a test case to clarify the acceptance of a possible
jurisprudential evolution of the Court on problematic points related to crimes against cultural
heritage. Unfortunately, the decision remained silent on these issues, which had already
emerged in the Al Mahdi case first, in Bosco Ntaganda, and, most recently, in Yekatom and
Ngaïssona in July 2025. The Court appears to be adopting an increasingly restrictive approach,
which seems to be at odds with the 2016 pilot case and the Policy on Cultural Heritage
adopted by the Office of the Prosecutor in 2021. The continued tension toward creative
openings would thus seem to undermine the Court's effectiveness in deciding cases of crimes
against cultural heritage. This paper investigates how, in this author’s view, the recent
jurisprudence of the ICC departs from earlier creative approaches, favoring a restrictive
interpretation - or a jurisprudential silence - that avoids providing clear guidance on crimes
against cultural heritage. It further explores the implications of this shift for future cases,
particularly in light of the widespread destruction of cultural heritage caused by ongoing
conflicts

DIRITTI E OBBLIGHI INTERNAZIONALI DEGLI STATI IN MATERIA DI RISPOSTA AI DISASTRI
Il volume offre una ricostruzione sistematica del diritto internazionale applicabile alla risposta ai disastri — naturali e antropici — collocandolo nel più ampio ciclo della gestione del rischio da disastro. Muovendo da dati empirici sulle tendenze globali e sui costi umani ed economici delle calamità, l’opera evidenzia l’esigenza di un quadro normativo più coerente, che sia in grado di assicurare alle vittime di eventi calamitosi un’assistenza rapida ed efficace.
La Parte I ripercorre le radici storiche e i tentativi di codificazione universale del diritto internazionale dei disastri, fino al recente lavoro della Commissione del diritto internazionale delle Nazioni Unite, culminata nell’adozione di un progetto di articoli incentrato sulla protezione delle persone in situazione di disastro.
La Parte II si concentra su diritti e obblighi dello Stato colpito. Ricostruisce il suo ruolo primario nella risposta ai disastri, evidenziando la centralità del principio del consenso alla fornitura di assistenza internazionale. Si sofferma inoltre sugli obblighi dello Stato stesso, alla luce del diritto internazionale dei diritti umani, cercando di individuare i diritti maggiormente a rischio in presenza di eventi calamitosi. L’Autore si domanda se esista un diritto distinto all’assistenza umanitaria, e se ci sia un obbligo in capo allo Stato di richiedere assistenza, ovvero di non opporre un diniego ad offerte di assistenza provenienti da Stati terzi o organizzazioni internazionali. Vengono poi analizzate le possibili restrizioni al godimento dei diritti in situazioni di emergenza, valutando se e in che misura gli Stati possano far ricorso a misure straordinarie che vadano ad interferire in maniera significativa coi diritti degli individui.
La Parte III esamina il ruolo della comunità internazionale nella risposta ai disastri. Il testo analizza in primo luogo il principio di solidarietà e quello di cooperazione come possibili fondamenti di un obbligo di offrire assistenza. Si considera inoltre l’applicabilità della dottrina della Responsibility to Protect in situazioni in cui lo Stato colpito non dia il proprio consenso alla fornitura di aiuti, valutando anche se esista un obbligo degli Stati terzi di fornire aiuto. Un capitolo tematico ripercorre i contenuti tipici degli accordi in materia di risposta ai disastri (richiesta di assistenza, accesso di personale e beni, visti e riconoscimento titoli, libertà di movimento, privilegi e immunità, protezione del personale, riparto dei costi, responsabilità, cessazione delle operazioni), nonché i principi umanitari che dovrebbero informare le operazioni di assistenza. Le conclusioni discutono criticità aperte e la possibilità di adottare un trattato di carattere generale sulla gestione del rischio da disastro

Low-memory LUT design for practical implementation of distribution matchers in probabilistic constellation-shaped communication systems
: A two-parallel distribution matcher (DM) architecture for cost-effective probabilistic shaping, compatible with the standardized Flexible Optical Transport Network (FlexO), is proposed and optimized through a multi-step design process. It minimizes rate loss and achieves lower complexity and an 85% reduction in memory compared to FlexO LUT-based PAS implementations over AWGN channels
On the role of water utility governance for climate resilience: A Corporate Social Responsibility Directive approach
It is widely recognized that climate change poses one of the main threats to human beings and businesses reliant
on natural resources and vulnerable to climate-related events. Given the importance of water as indispensable for
individual well-being, water utilities must prioritize climate preparedness to ensure high-quality service production.
This effort involves, for instance, adopting a long-term planning approach and implementing measures
to adapt to evolving conditions, reduce climate change vulnerabilities, and maintain the production of clean
drinking water and wastewater services. According to the literature, governance is recognized as crucial to
integrate climate change within the organization, but scholars are also calling for a deeper understanding of how
it could be reorganized effectively to handle climate change and guarantee organizational resilience in the long
term. Based on the governance framework proposed by the new Corporate Social Responsibility Directive (CSR-
d), the research explores if and how AQUA, an Italian water utility, can integrate climate change within its
governance. The results suggest that the utility considers climate change from the agility, adaptive, and transformative
perspectives depending on the governance dimensions considered. Implications for management and
policymakers are discussed
