La neuvième édition du rapport État de l’intégration régionale en Afrique (ARIA IX) s’appuie sur des recherches approfondies et novatrices sur des sujets revêtant un intérêt considérable pour les décideurs, les négociateurs commerciaux, les partenaires et les acteurs du développement en Afrique. Pour la première fois dans la série ARIA, la Commission de l’Union africaine, la Commission économique pour l’Afrique et la Banque africaine de développement s’associent à la Conférence des Nations Unies sur le commerce et le développement pour préparer cette édition. Nous pensons que les recherches substantielles et exploitables sur les questions abordées dans le rapport peuvent faire progresser le développement de l’Afrique, tant dans le contexte de l’Agenda 2063 de l’Union africaine que dans celui des objectifs de développement durable des Nations Unies. The impact of the recent weather shocks on businesses (mainly SMEs) and macroeconomic and social stability in Sudan
In 2020, the government of Sudan was affected by the worst flooding in over three decades after months of rains across Central and Northeaster Africa. Since the start of the rainy season in July, large rainfall surpluses had been recorded throughout the Greater Horn of Africa. Heavy rains in the upstream catchments of the Blue Nile (Ethiopia) and the White Nile (South Sudan) resulted in a dramatic increase of Nile water levels. In total, the floods affected all 18 States in Sudan. This prompted government to seek out additional support from donors and development partners, including from UNECA, to devise effective plans and actions for both reconstruction and greener recovery. To respond to that demand, UNECA has coordinated an assessment of the effects of that flood on the businesses and macroeconomic and social effects, which produced an insight that informed the proposed recommendations to support development of national reconstruction and green recovery plans. The assessment specifically sets out to: support country-led assessments and initiate recovery planning processes through a coordinated inter-institutional approach; evaluate the impact of the floods on infrastructure and assets, service delivery, governance and social processes; assess needs to address underlying risks and vulnerabilities so as to reduce risk and build back better; estimate the damage and losses caused by the floods; identify recovery and reconstruction needs; guide development of a recovery strategy; and provide the basis for mobilizing resources for recovery and reconstruction through local, national and international sources
Digital Trade Regulatory Review for Asia-Pacific, Africa, and Latin America and the Caribbean:ESCAP-ECA-ECLAC Initiative on Digital Trade Regulatory Analysis
The RDTII 2.0 index score gives a sense of the regulations facing digital trade businesses in an economy. The index scores indicate how significantly the regulatory environment adds to the cost of doing digital trade-related businesses. Regulatory interventions are not necessarily trade impediments. An example is that businesses may fully recognize the value and importance of regulations, such as privacy protection, to foster digital trust and use. However, a complex, ambiguous and heterogeneous regulatory environment can increase the costs of doing business and trade if the regulatory standards considerably differ across jurisdictions. The index, therefore, addresses such issues by considering the measures both related to the lack of important legal frameworks and to reduced flexibility of business and interoperability in digital economy through regulations. International treaties or model laws are used as benchmarks to assess regulatory interoperability. The report has five chapters. The first chapter summarizes the Regional Digital Trade Integration Index (RDTII) 2.0 framework of the United Nations Regional Commissions in Asia-Pacific, Africa, and LAC. The common approach in data collection and analysis allows for comparison of the results across the three regions. Chapters two, three, and four present key findings from RDTII 2.0 for the Asia-Pacific, African, and LAC regions, respectively. The final chapter draws on results obtained across the three regions to offer digital trade policy recommendations. Overall, enhancing regional integration through more digital trade between economies requires finding common ground on digital trade regulatory approaches as well as reducing policy ambiguity and restrictions that affect digital trade and investment

Cependant, en Afrique, les flux financiers illicites constituent un obstacle majeur au financement du développement. La justification du recouvrement des avoirs est que, depuis des siècles, les pays en développement, en particulier ceux d’Afrique, pâtissent gravement de la perte de ressources vitales du fait des sorties illicites de leurs avoirs, privant ainsi ces pays des ressources nécessaires au développement économique, à l’avènement du bien-être social et au maintien de la stabilité politique. L’accent mis sur la corruption mérite qu’on s’y attarde, mais il se traduit aussi par une pénurie d’analyses de l’ensemble du système des flux financiers illicites dans le contexte du recouvrement des avoirs.
