Promoting inclusive and effective tax cooperation at the United Nations Technical report
No full textThe technical report is about promoting inclusive and effective tax cooperation at the United Nations. The aim of the present report is to provide analysis and a strategic road map to facilitate efforts by African States to design inclusive and transformative international tax cooperation and governance mechanisms. The report sets out guidance for African policymakers and leaders to recalibrate international tax cooperation while also upholding the principles of inclusivity, equity and transparency. The present report builds on the invaluable input contained in the final report of the High-level Panel on Illicit Financial Flows from Africa, published in 2015. That report set out key findings and recommendations that reflected the urgent need for Africa to shape the international tax agenda so that it would promote the interests of African countries. In the report, the High-level Panel recognized the historical dynamics of colonial dominance that had hindered equitable cooperation and called for a paradigm shift towards a globally inclusive and intergovernmental process at the United Nations. The present report draws on the expertise and contributions of esteemed African institutions, including the African Union Commission, ECA African Tax Administration Forum, and Tax Justice Network Africa, and on reports issued by the Forum on Economic and Fiscal Policy, the High-level Panel on

Namibia tourism satellite account capacity building a good start
No full textThe fourth TSA Capacity Building Workshop which ran from 14 – 18 August 2023, was the final training in a series of capacity building workshops organised by the Economic Commission for Africa, the Namibia United Nations Country Team and the Ministry of Environment, Forestry and Tourism (MEFT) of Namibia in a partnership to strengthen tourism data collection and reporting systems for the country The 4th and final Capacity Building Workshop trained 35 National TSA Committee members and was focused on imparting the necessary skills for calculating the direct contribution of the tourism sector to the Namibian economy through construction of the Satellite Account for the sector using the UNWTO TSA methodology. The training builds on the successes of the previous training workshops which resulted in preliminary compilations of Tables 1- 6 and completed the process with preliminary compilations of Tables 7-10. The presentations on the various draft TSA Tables highlighted the preliminary findings from the capacity building workshops as a critical step towards the compilation of the national TSA

No full textOver the past three years, Africa has faced a perfect storm of three overlapping crises or shocks, namely the repercussions of the coronavirus disease (COVID-19) pandemic, the armed conflict that erupted in Ukraine in early 2022, and a series of severe natural disasters. Those shocks have pushed ever more people into extreme poverty and exacerbated inequality, both of which were pronounced in Africa even prior to the pandemic. Africa is falling further behind other global regions and now accounts for the largest share of the world’s poor, while high levels of inequality remain a persistent challenge across the continent
La CEA se penche sur les défis et solutions pour accélérer la croissance durable des Pays africains à revenu intermédiaire malgré les vents défavorables
No full textLe webinaire organisé par la CEA et le Maroc a mis en lumière les défis majeurs des pays africains à revenu intermédiaire (PRI), notamment le renforcement du capital humain et la gestion de la dette publique. Les discussions ont souligné la nécessité d’investir dans l’innovation et les compétences futures pour éviter le piège du revenu intermédiaire, ainsi que l’importance de solutions financières innovantes comme la restructuration préventive de la dette. Les PRI africains, qui représentent 71 % du PIB du continent, font face à des crises multiples (climatique, dette, inflation) limitant leur accès aux financements concessionnels. Les participants ont appelé à une réforme de la gouvernance économique mondiale pour mieux intégrer les PRI, en s’appuyant sur des indicateurs de développement dépassant le seul PIB. La conférence de Marrakech en 2024 visera à approfondir ces réflexions

No full textOn 1 November 2023, the UN Economic Commission for Africa (ECA) Sub-Regional Offices for North and West Africa, in collaboration with the Government of Ghana, convened a Joint Intergovernmental Committee of Senior Officials and Experts in Accra. The meeting addressed critical challenges in energy transition, food security, and regional value chains amid global economic disruptions from the COVID-19 pandemic, the Russia-Ukraine conflict, and climate change. Discussions focused on strategies to enhance sustainable development, with participants reviewing progress, refining work programmes, and aligning priorities with the SDGs. Key speakers, including Ghana’s Deputy Finance Minister and ECA directors, emphasized the need for collective action to tackle food and energy insecurity while promoting renewable energy and regional integration. A parallel expert meeting further explored solutions for renewable energy adoption and food security in the two sub-regions

No full textLe séminaire de haut niveau organisé par la Commission de l’Union africaine (CUA) et les Nations Unies (ONU) à Dar es Salaam du 4 au 6 décembre 2023 a réuni des experts, décideurs et représentants de la société civile pour renforcer l’alignement entre l’Agenda 2063 de l’UA et les Objectifs de développement durable (ODD) de l’ONU. Les discussions ont porté sur l’intégration régionale, le commerce, la paix, la gouvernance et le financement du développement, avec pour objectif d’accélérer la mise en œuvre conjointe de ces deux cadres stratégiques. Le Secrétaire exécutif de la CEA, M. Claver Gatete, a souligné l’importance d’une transformation économique inclusive, tandis que la Vice-Présidente de la CUA, Mme Monique Nsanzabaganwa, a appelé à une Afrique unie et sans frontières. Cet événement s’inscrit dans une collaboration historique entre l’UA et l’ONU, formalisée en 2018 sous le principe « Deux agendas, un seul cadre »

No full textCe rapport analyse les opportunités de développement des chaînes de valeur régionales en Afrique de l’Ouest dans le cadre de la mise en œuvre de la Zone de libre-échange continentale africaine (ZLECAf). Il identifie cinq chaînes de valeur prioritaires : poissons et crustacés, fruits et légumes, fruits à coque, farine issue de racines et tubercules, et cacao et produits dérivés. Le rapport met en avant la nécessité de renforcer la compétitivité des filières ciblées, d'améliorer le cadre institutionnel et réglementaire, et de promouvoir les échanges de chaînes de valeur régionales pour une meilleure intégration dans le marché continental libéralisé
