    The present policy brief contains a review of the progress achieved within the context of the first 10-year implementation plan and lessons learned that can inform the process of developing the second 10-year plan. In section 2, several challenges encountered during the implementation of the first 10-year implementation plan are highlighted, based on an evaluation conducted by the African Union Commission and the experience of the Economic Commission for Africa (ECA) in supporting the development planning processes of its members. In section 3, several lessons learned in that context are highlighted, while section 4 contains several policy recommendations to inform implementation of the second 10-year implementation plan

    The European Bank for Reconstruction and Development and the European Union representations in Morocco and the ECA Office for North Africa will hold on Friday 16 June in Rabat (Morocco) the first of a series of five training workshops for women-led businesses in various parts of Morocco. The five workshops will focus on enhancing export capacity and building up the digital skills of about 200 women owners of small and medium-sized enterprises (SMEs).     The United Nations Economic Commission for Africa Sub regional Office for Southern Africa (ECA SRO-SA) in collaboration with the SADC Business Council held a three-day Regional Meeting on Technology and Innovation for Micro, Small and Medium Enterprises (MSMEs) in Southern Africa, preceded by the presentation of Techni Africa, a Technology and Innovation Platform for MSMEs for Southern Africa which remains to be operationalized.     Africa should boost investment in human and financial capital to accelerate its sustainable industrialization and economic growth, Antonio Pedro, acting Executive Secretary of the Economic Commission for Africa said at the 43rd Southern African Development Community (SADC) Ordinary Summit of the Heads of State and Government in Luanda, Angola. African countries should align their education systems with market and societal needs, Mr. Pedro urged. The impact of the global shocks of conflict, climate, food, and energy crises as well as heightened tensions call for a strong African position within the global geopolitical economy, he said. Mr. Pedro underscored the importance of mobilizing financial resources from diverse sources, including establishing a special purpose vehicle to enable Angola to tap dormant pension funds for development projects as well as developing Angola’s carbon credit market

    Le présent document a pour objet de fournir des orientations aux responsables de l’élaboration des politiques en matière de science, de technologie et d’innovation. Il ne s’agit pas d’un document normatif. Il présente en effet au lecteur des concepts, des outils et des exemples d’aspects qu’il serait utile de prendre en considération dans le cadre de l’élaboration de ces politiques. Il expose également plusieurs principes généralement admis sur la meilleure façon d’élaborer une politique relative à ces domaines, de manière à ce qu’elle puisse être mise en œuvre et produire les résultats et les effets souhaités. On considère que la réussite de la politique passe par l’établissement d’une structure de gouvernance organisationnelle, qui garantit sa continuité et la poursuite des analyses éclairées par des données issues du suiviévaluation conduit en continu. Cette infrastructure de gouvernance organisationnelle sera propre à chaque pays et à chaque région et variera en fonction de plusieurs facteurs, tels que l’histoire et la culture ; le degré de développement politique, social, économique et technologique ; et la nature du système politique et économique existant (libéral, centralisé ou mixte)
