    The present report builds on the invaluable input contained in the final report of the High-level Panel on Illicit Financial Flows from Africa, published in 2015. That report set out key findings and recommendations that reflected the urgent need for Africa to shape the international tax agenda so that it would promote the interests of African countries. In the report, the High-level Panel recognized the historical dynamics of colonial dominance that had hindered equitable cooperation and called for a paradigm shift towards a globally inclusive and intergovernmental process at the United Nations. The present report draws on the expertise and contributions of esteemed African institutions, including the African Union Commission, ECA African Tax Administration Forum, and Tax Justice Network Africa, and on reports issued by the Forum on Economic and Fiscal Policy, the High-level Panel on International Financial Accountability, Transparency and Integrity for Achieving the 2030 Agenda, the United Nations Tax Committee and the United Nations Conference on Trade and Development (UNCTAD)

    The Special Envoy Jean Todt will visit Senegal (May 3-6) and Côte d'Ivoire (May 7-8) to meet with ministers as well as representatives of the private sector, public sector, and NGOs to advocate for the effective implementation of the Global Plan for the Decade of Action for Road Safety 2021-2030, which aims to halve the number of victims on the road by 2030. Sub-Saharan Africa is the region most affected by road crashes, with a fatality rate of 27/100,000 inhabitants, three times higher than the European average of 9/100,000.     The year 2020 saw an unraveling of Geo-political alliances and global economic governance in general. Global supply chains and transportation networks suffered major disruptions, mainly because of the COVID-19 pandemic and the Ukraine crisis, which started with Russia’s invasion in February 2022. Over the past decade of engaging in advocacy and public-private partnership on regional trade in West Africa, the private sector-led trade advocacy group Border-less Alliance has come to understand and appreciate the difficulty of enforcing the free and fair implementation of regional regulations at the national level so that they benefit all parties involved. And yet advocacy and dialogue remain the best tools to create trust and mobilize policymakers to take meaningful action to enable a friendlier business and trade environment in their countries. Barriers to trade and transport, both local and regional, must be eliminated. Trade and transport facilitation are top priorities for a flourishing economy, and cross-border trade can accelerate regional integration across West Africa
