    Le présent document s’agit de la boîte à outils stratégique pour la transformation et la modernisation des systèmes statistiques nationaux en Afrique est, d’une part, d’améliorer la compréhension de la maturité des systèmes statistiques nationaux en ce qui concerne la capacité en matière de collecte et d’exploitation des données. La boîte à outils est un guide pour l’élaboration d’une feuille de route visant à amener les systèmes statistiques nationaux à différents niveaux de maturité et pour la mise à jour de la stratégie nationale de développement de la statistique ou l’élaboration d’une nouvelle, qui servira de cadre au renforcement des capacités statistiques et à la conduite de la transformation et de la modernisation. Ils devront outils devrait être l’une des nombreuses ressources qui peuvent aider à transformer et à moderniser les systèmes statistiques nationaux en Afrique et à les rendre plus dynamiques, plus résilients et plus durables

    National Urban Policies :Integrating Urbanization into National Development Planning: policy brief

    Urbanization is one of the global mega-trends, together with global population, population ageing and international migration. Over the past 30 years, Africa has experienced a high rate of urbanization and rapid growth in the share of the population living in cities. With a cumulative population of more than 700 million people and average annual growth rates nearing 3.5 per cent, the number of cities in Africa had doubled over the period between 1990 and 2020. The urban population in Africa is expected to triple between 2018 and 2050, with a further 1.5 billion urban dwellers expected by 2050. This urban growth will likely usher in deep changes to the economic, social, and political landscape of the continent. The present policy brief includes an updated database of national development plans that highlights how urbanization is being prioritized in the region. The database captures country visions, ambitions and goals for urbanization, the time frame or implementation period for national plans, the level of urbanization, the percentage of people living in slums, and the national housing policy for each country. Urbanization without planning can generate more costs than benefits for the economy, society and environment

    Report on the progress made in achieving the Sustainable Development Goals in Africa

    In the present report, an examination presented of the principal challenges encountered pertaining to the Sustainable Development Goals in Africa since the eighth session of the Statistical Commission for Africa, in October 2022, and of ongoing initiatives, opportunities, lessons learned, and efforts made to track progress in that connection. As part of the assessment of such progress, the status of the Sustainable Development Goals is reviewed, along with the likelihood that they will be achieved in Africa by 2030. The results outlined in the present report will serve as crucial inputs to policy interventions geared towards accelerating achievement of the Sustainable Development Goal targets in Africa, notwithstanding the challenges encountered in the measurement process, particularly the availability of data. African Governments and their partners urgently need to close the resulting gaps in data on the Goals and to improve their capacity for data production and dissemination

    L’élaboration du présent guide méthodologique s’inscrit dans le cadre du mandat du Bureau sous-régional de la CEA en Afrique de l‘Ouest, qui est de contribuer à faire progresser le développement inclusif dans la sous-région en renforçant la capacité des pays à intégrer les défis liés aux dynamiques démographiques dans leurs politiques et processus de planification. Son objectif est d’aider les pays africains à formuler une nouvelle génération de politiques nationales de population qui soient propices à l’exploitation du dividende démographique, comme le recommande la feuille de route de l’Union africaine sur l’exploitation du dividende démographique par le biais d’investissements dans la jeunesse, adoptée en 2017. Plus précisément, le guide donne un aperçu des lacunes des politiques démographiques nationales existantes, explique sa raison d’être et récapitule les principaux enseignements tirés des cadres et principes directeurs pertinents. Sur cette base, il présente une approche méthodologique graduelle pour l’intégration des questions liées au dividende démographique dans les politiques nationales de population, en vue de créer les conditions nécessaires à l’exploitation dudit dividende

    Exercising its mandate to promote the economic and social development of its member states and foster intra-African integration, the United Nations Economic Commission for Africa which has been relentless in its support of the effort to establish and operationalize the African Continental Free Trade Area (AfCFTA) in the inception of the idea in the late 2000’s. ECA’s support to the AfCFTA project is led primarily by the Regional Integration and Trade Division (RITD). In this regard, ECA is pleased to launch this information booklet, titled AfCFTA: What You Need to Know, which asks some of the most technical questions about the AfCFTA and attempts to answer them in a language that is accurate but also non-technical and accessible at the same time. The overall objective of this information booklet is to help enhance awareness about the AfCFTA among the business community and the general public

    Review of the performance of national development banks in Africa

    National development banks hold important keys to most of Africa’s economic and social development agendas, including sustainable economic growth, inclusive growth, employment, productivity, and industrialization. By delivering on their mandate to support economic development through medium- and long-term lending, national development banks can contribute to financial development in various ways. Provided that they have efficient balance sheet management and synergies with other financial institutions, national development banks can contribute to domestic bond markets and financial sector development by leveraging their comparative advantage in long-term lending. They can also enhance financial inclusion, notably by directly and indirectly channeling resources to credit-rationed sectors, especially those where small and medium-sized enterprises and youth and women-owned enterprises are prevalent. National development banks also have a critical role in complementing the activities of multilateral development banks. In this regard, in-depth bank and country case studies would shed light on the full potential of national development banks to contribute to economic growth, industrialization, financial inclusion, and development of the financial sector in Africa. In the study conducted for the present report, a triangulation approach was taken, in which multiple methods or data sources were used as part of operational research to develop a comprehensive understanding of certain phenomena (Patton, 1999). Triangulation has been viewed as a research strategy to test validity through the convergence of information from various sources

    Investing in Eastern Africa: opportunities and challenges

    The economy of the Eastern Africa region experienced a strong GDP growth before the outbreak of the Covid-19 pandemic. For instance, the annual average growth over 2000-2019 was 6.1% and -0.7% in 2020 with Covid-19’s impact. Like the world and the African continent, the economy of the region is expected to rebound in 2021 with projected real GDP growth of 3% and to continue to grow in 2022 at a pace of 4.1% (UNECA, 2020). The structure of the economies in the region is a function of the country: some countries such as South Sudan and DRC are “resource-rich” countries, with their economies highly dependent on natural resources, whereas the economy of the island Seychelles is driven by tourism. For the island Comoros, its economy depends on tourism and remittances from its diaspora. The region has several areas of strength and has several investment opportunities for attracting more investment, particularly FDI flows to foster its industrialization and development. These include, among other things, the large size of its internal market made of 437 million potential consumers, the strong economic growth prospect, as well as the region being rich in natural resources ideal for agriculture, mining, and tourism. There are also huge investment opportunities in the manufacturing, infrastructure, and service internal market sectors. The main recommendations from this study are summarized. They are intended to help the countries in the region implement measures and action plans that would help them address the main challenges they are currently facing to benefit from AfCFTA and its investment protocol implementation
