    The present report includes a presentation of the progress in Africa of the implementation of the 2008 System of National Accounts and the System of Environmental-Economic Accounting since the eighth session of the Statistical Commission for Africa. The report covers the period from October 2022 until June 2024 and includes a discussion of the main initiatives planned for the coming period.     The thirtieth session of the Intergovernmental Committee of Senior Officials and Experts for Southern Africa was held in Livingstone, Zambia and online on 20 and 21 November 2024. The theme of the session was “Addressing the energy deficit in Southern Africa through investments in new and renewable energy technologies to reduce energy poverty and accelerate sustainable industrialization and structural transformation”. The session was chaired by the Government of Zambia.     Financing climate action and a just energy transition in southern Africa-challenges and opportunities: issues paper

    Climate change results in more intense and more frequent extreme events such as droughts, floods, heatwaves, and storms, among others. The adverse impacts of such events continue to pose an existential threat to African countries - even though the continent, which accounts for 17 percent of global population, contributes to less than 4 percent of global emissions. The continent is estimated to lose on average 5 percent of GDP per year in the event of an increase in global temperatures of 2℃. Owing to the adverse impacts of climate change, increasing to over 15 percent in a year of devastating impact of a climatic event, as was the case when Cyclone Idai hit Mozambique in 2019. This paper seeks to initiate discussion on how climate finance may be leveraged to support a just energy transition in the region. Specifically, the paper will: Identify sustainable approaches to facilitate Southern Africa’s just energy transition to a low-emission and climate-resilient future through climate actions that enhance the region’s green industrial base. This includes mitigation, adaptation and resilience building financing avenues. Examine the current state of climate finance in the region, the policy space for governments to pursue green transition pathways, and the infrastructure requirements of a JET. Explore the challenges member States face in financing the transition and identify national and regional collective approaches to leverage opportunities at all levels. Recommend country-specific and regional strategies which member States can design and implement to facilitate access to climate financing to complement domestic resources

    Samoa pathway report-Atlantic, Indian ocean and South China seas region: review of 10 years of implementation

    This report assesses the 10-year progress of the SAMOA Pathway in the Atlantic, Indian Ocean, and South China Seas (AIS) region. It highlights the vulnerabilities of SIDS due to limited resources, economic diversification, and natural disasters, exacerbated by the COVID-19 pandemic. Despite progress in sustainable economic growth, climate change mitigation, and social development, setbacks were noted in renewable energy adoption, gender equality, and data management. The report emphasizes the need for investment in resilience, regional integration, and technology adoption, supported by sustainable financial mechanisms. The report was developed under the leadership of Jean-Paul Adam and in collaboration with various ECA, ACS, and DESA directors and officers. Recommendations include national, regional, inter-regional, and international efforts to address gaps and enhance the implementation of the SAMOA Pathway

    African Perspectives of a Just Transition to low-carbon economies : summary for policy makers

    The African continent is a region with the greatest development challenges in the world. The challenges African countries face in pursuit of their development objectives has a historical and structural context. According to the Independent Expert Group on Just Transition and Development, African economies suffer at least three structural deficiencies, a lack of food sovereignty; a lack of energy sovereignty; and low value-added content of exports relative to imports. These deficiencies in turn contribute to structural trade deficits, weakened African currencies and pressure to issue debt denominated in foreign currencies, resulting in indebtedness which limits options for climate action. These structural challenges extend to the global economic trade and financial architecture that translates to excessively high costs to access climate and development finance compared with other emerging economies and developed countries. The global trade regime further places African countries in commodity dependence, and provision of goods at the lowest end of value addition in the global value chains, leading to volatile financial flows. The sustainable development context for Africa suggests that the transitions to low-emission, and climate-resilient development, finance flows consistent with 1.5o C, should contribute to the reduction of structural, socio-economic, and technological inequalities between developed and developing countries as the present-day structural inequalities cannot deliver a ‘just transition’

The recovery from the pandemic has been uneven and incomplete, and its effects continue to linger, against a backdrop of various ongoing global crises that are hindering economic growth on the continent High indebtedness in many countries has prevented a swift recovery, putting Africa even further off course from achieving Goal 1
