No full textEnhancing human capital in children: a case study on scaling
Get PDFThis paper provides novel insights into the science of scaling by examining an educa-tional mentoring program in Mexico. The empirical analysis encompasses two independent field experiments, and seizes a unique opportunity to learn from the government’s implementation of the same intervention. While the program originally implemented at scale demonstrates limited effectiveness, the introduction of a new modality with enhanced mentor training significantly improves children’s outcomes. Mentor-parent interactions are found to stimulate parental engagement at the community-school level. Our findings support the hypothesis that parents can play an important role in facili-tating the scalability of educational programs
Market Structure, Investment and Technical Efficiencies in Mobile Telecommunications
Get PDFWe develop a model of competition in prices and infrastructure among mobile network operators. Although consolidation increases market power, it can lead to more efficient data transmission due to economies of scale, which we derive from physical principles. After estimating our model with French consumer and infrastructure data, equilibrium simulations reveal that while prices decrease with the number of firms, so do download speeds. Our framework also allows us to quantify the impact of spectrum allocation. The marginal social value of spectrum exceeds firms’ willingness to pay in our model as well as observed prices in spectrum auctions

No full textLe nom de Francescakis est généralement associé à la méthode des lois de police (ou lois d'application immédiate) car l'auteur y a consacré des travaux essentiels. En particulier, s'appuyant sur les écrits de Savigny, il s'est opposé à l'exclusivisme de la méthode conflictuelle défendu par ses contemporains, en démontrant que, déjà à l'époque de Savigny, coexistait une autre méthode où les lois considérées déterminaient leur propre domaine d'application en raison des objectifs qu'elles poursuivent. L'article revient sur l'oeuvre de Francescakis et sur le rayonnement qu'elle a, tant au niveau national qu'au niveau international et européen.[Résumé de l'ouvrage - site éditeur] Les Grandes pages du droit international sont consacrées, pour leur onzième édition, au thème des méthodes de, et dans, la discipline. Conformément à l’esprit de ces Journées où docteurs, doctorants et enseignants de l’IHEI se laissent guider par leurs affinités intellectuelles pour sélectionner les écrits les plus propres à illustrer le sujet, la notion de méthode est appréhendée ici de manière large, sans définition a priori, laissant à chacun toute liberté pour questionner la notion elle-même et la pertinence de cette dénomination en certains de ces emplois. Cette interrogation s’inscrit elle-même dans une approche axée sur une distinction majeure entre les méthodes mobilisées pour connaître et penser le droit international, d’une part, et, d’autre part, celles qui sont inventées et suivies pour le mettre en œuvre. À partir d’auteurs aussi variés que De Visscher, Ago, Chaumont, Castberg, Vattel, Kahn, Baxter, Weil ou Gaillard, parmi d’autres, on ne s’étonnera donc pas de voir traiter ici des « méthodes » utilisées aux fins de l’interprétation et de la codification du droit international, de la délimitation des espaces ou du règlement des conflits de lois, du rapport qu’entretient la notion avec celles de règle, technique, standard ou système, et des « méthodes » d’analyse qu’il convient d’adopter pour mieux comprendre ce qu’est le droit international

Si le droit du travail est rarement directement filmé, il est toujours présent, indirectement, dans les conséquences concrètes que son application, ou non, a sur l’existence des personnages. Ces représentations cinématographiques du droit du travail, par lesquelles le cinéma se fait le témoin et l’écho de son évolution, et de ses dysfonctionnements, ne peuvent manquer d’intéresser les juristes, préoccupés d’y remédier
Using generative AI to increase sceptics’ engagement with climate science
No full textClimate skepticism remains a significant barrier to public engagement with accurate climate information, because skeptics actively engage in information avoidance to escape exposure to climate facts. Here we show that generative AI can enhance engagement with climate science among skeptical audiences by subtly modifying headlines to align better with their existing perspectives, without compromising factual integrity. In a controlled experiment (N = 2000) using a stylized social media interface, headlines of climate science articles modified by an open-source large language model (Llama3 70B, version 3.0) led to more bookmarks and more upvotes, and these effects were strongest among the most skeptical participants. Skeptics who engaged with climate science as a result of this intervention showed a shift in beliefs toward the scientific consensus by the end of the study. These results show that generative AI can alter the information diet skeptics consume, with the promise that scalable, sustained engagement will promote better epistemic health. They highlight the potential of generative AI as a tool for truth, showing that while it can be misused by bad actors, it also holds promise for advancing public understanding of science when responsibly deployed by well-intentioned actors
Restoring credibility in carbon offsets through systematic ex post evaluation
No full textA key factor undermining the credibility of carbon offsets is the evaluation of project baselines and their impact. The ex ante scenarios constructed by project developers in accordance with rules set by certification schemes have been challenged by ex post evaluations from scientists, who frequently document cases of credit allocations that overestimate the actual emission reductions. Increasing credibility requires methodologies that reliably measure project outcomes and prevent overcrediting—an objective that ex post evaluations may be well suited to achieve. We explore how systematic ex post evaluations could restore credibility to certification schemes in the voluntary carbon market
Guilt drives prosociality across 20 countries
No full textImpersonal prosociality is considered a cornerstone of thriving civic societies and well-functioning institutions. Previous research has documented cross-societal variation in prosociality using monetary allocation tasks such as dictator games. Here we examined whether different societies may rely on distinct mechanisms—guilt and internalized norms versus shame and external reputation—to promote prosociality. We conducted a preregistered experiment with 7,978 participants across 20 culturally diverse countries. In dictator games, we manipulated guilt by varying information about the consequences of participants’ decisions, and shame by varying observability. We also used individual- and country-level measures of the importance of guilt over shame. We found robust evidence for guilt-driven prosociality and wilful ignorance across countries. Prosociality was higher when individuals received information than when they could avoid it. Furthermore, more guilt-prone individuals (but not countries) were more responsive to information. In contrast, observability by strangers had negligible effects on prosociality. Our findings highlight the importance of providing information about the negative consequences of individuals’ choices to encourage prosocial behaviour across cultural contexts
