Realization of tourist potential in the conditions of war and post-war reconstruction: regional aspect
Get PDFУ статті проаналізовано чинники, що впливають на формування та реалізацію туристичного потенціалу Полтавської області в умовах повномасштабної війни в Україні, а також окреслено основні напрями його використання у післявоєнній перспективі. Констатовано, що головними проблемами, що впливають на розвиток регіональної туристичної галузі в умовах війни є безпекові ризики, скорочення внутрішнього попиту, занепад інфраструктури, скорочення державної інвестиційної підтримки галузі. Визначено стратегічні орієнтири відновлення та розвитку туристичного потенціалу Полтавщини у повоєнний період, зокрема це: розбудова інфраструктури на засадах інклюзивності та європейських стандартів обслуговування; розвиток внутрішнього, реабілітаційного, сільського, екологічного та культурно-пізнавального туризму; туристичний ребрединг регіону; цифровізація туристичних продуктів тощо.The article analyzes the factors influencing the formation of the tourism potential of the Poltava region in the conditions of a full-scaled war in Ukraine, and also described the main directions of its using in the post-war perspective. It is stated that the main problems affecting the development of the regional tourism industry in wartime are security risks, reduced domestic demand, infrastructure decline, and reduced state investment support for the industry. It is noted that despite the challenges caused by the war, the region's tourism industry has shown a high level of adaptability. It the beginning of the war, it became an important humanitarian hub, where thousands of displaced people from Kharkiv, Sumy, Zaporizhia, and Donetsk regions found shelter. In the first years of the war, many tourist enterprises in the region were involved in volunteer work (transportation and resettlement of displaced persons, delivery of humanitarian aid), as well as the implementation of cultural and volunteer initiatives (sightseeing and thematic excursions, weekend excursion tours, animation events for children, etc.). In 2022–2024, domestic tourism became the dominant direction of activity of the region's tourism enterprises. Citizens who temporarily moved to the Poltava region from the affected regions were actively interested in excursions, local museums, crafts and festivals. Cultural institutions (museums, local history centers, workshops) organized exhibitions, educational events and master classes adapted to security conditions. Strategic guidelines for the restoration and development of the tourism potential of the Poltava region in the post-war period have been identified, including: infrastructure development based on inclusiveness and European service standards; development of domestic, rehabilitation, rural, ecological, and cultural-educational tourism; tourism rebranding of the region; digitalization of tourism products, etc
HR Analytics as a Tool for Forecasting the Development of Employees' Personal Potential
No full textУ статті розкрито сутність HR-аналітики як міждисциплінарного, стратегічного інструменту, що поєднує технологічні рішення, аналіз даних і сучасні методики оцінювання персоналу. Проаналізовано теоретичні підходи, що розкривають сутність та роль HR-аналітики як інструменту перетворення даних про персонал на цінну інформацію для бізнесу, підвищення прозорості HR-процесів, персоналізації розвитку та формування кадрової політики, орієнтованої на майбутнє. Систематизовано наукові підходи до визначення особистісного потенціалу, визначено їхню роль для розвитку організації та критерії вибору оптимальної моделі залежно від цілей і специфіки бізнесу.
Особливу увагу приділено дослідженню ключових інструментів HR-аналітики (оцінка 360°, асесмент-центр, онлайн-опитування, HR-дашборди, прогнозна аналітика, аналіз соціальних мереж), які дозволяють збирати, обробляти й інтерпретувати дані про співробітників для формування індивідуальних траєкторій розвитку. З’ясовано основні індикатори, що дають змогу прогнозувати розвиток особистісного потенціалу працівників: рівень розвитку soft skills, лідерський потенціал, мотивацію, готовність до навчання, динаміку досягнень, соціальну інтегрованість тощо. Запропоновано алгоритм впровадження HR-аналітики на підприємстві, який охоплює всі етапи – від постановки цілей і збору даних до інтерпретації результатів, розробки персоналізованих програм розвитку та моніторингу ефективності. Обґрунтовано, що застосування цього алгоритму забезпечує об’єктивність оцінки, персоналізацію розвитку співробітників, своєчасне виявлення ризиків, оптимізацію витрат на навчання.
Акцентовано увагу на тому, що HR-аналітика дозволяє організаціям не лише об’єктивно оцінювати та прогнозувати розвиток особистісного потенціалу співробітників в умовах цифрових змін, а й формувати персоналізовані програми розвитку, своєчасно реагувати на ризики, підвищувати мотивацію і залученість персоналу, що важливо для українських компаній у період воєнних та післявоєнних трансформацій.The article explores the essence of HR analytics as an interdisciplinary and strategic tool that integrates technological solutions, data analysis, and contemporary personnel assessment methods. It analyzes theoretical approaches that reveal the nature and role of HR analytics as an instrument for transforming employee data into valuable business insights, enhancing the transparency of HR processes, personalizing development, and shaping future-oriented HR policies. The study systematizes scientific perspectives on defining personal potential, clarifies their significance for organizational development, and identifies criteria for selecting the optimal model depending on business goals and specifics.
Special attention is paid to the analysis of key HR analytics tools – such as 360-degree feedback, assessment centers, online surveys, HR dashboards, predictive analytics, and social network analysis – which facilitate the collection, processing, and interpretation of employee data to build individual development trajectories. The main indicators enabling the forecasting of employees’ personal potential are identified, including the level of soft skills, leadership potential, motivation, readiness for learning, achievement dynamics, and social integration. The article proposes an algorithm for implementing HR analytics in an enterprise, encompassing all stages: from setting objectives and data collection to interpreting results, developing personalized development programs, and monitoring effectiveness. It is substantiated that the application of this algorithm ensures objective evaluation, individualized employee development, timely risk identification, and optimization of training costs.
The article emphasizes that HR analytics allows organizations not only to objectively assess and forecast the development of employees’ personal potential in the context of digital transformation, but also to design personalized development programs, promptly respond to risks, and enhance staff motivation and engagement – an aspect of particular importance for Ukrainian companies during wartime and postwar transformations

No full textУ тезах доповіді вказано, що введення правового режиму воєнного стану спричинило виклики економічного, безпекового, гуманітарного та екологічного характеру як на локальному, так і на глобальному рівнях. Як бачимо, результати впливу війни на криптовалютний ринок є складними та динамічними. При цьому: під кінець 2023 р. збільшилася кількість криптовалютних карток, що використовуються в Україні; для споживачів в державі під час війни розширюються можливості придбання товарів, робіт та послуг з розрахунками криптовалютою; структурні зрушення стимулюючого характеру стосуються активного залучення коштів у криптовалютних активах благодійними фондами та державою; окремі криптовалютні біржі здійснювали виплати допомоги українцям. На основі аналізу результатів, можна присвоїти високий рівень прийняття криптовалюти населенням в Україні. У підсумку, ринок криптовалютних активів в умовах війни в Україні може розвиватися за оптимістичним, песимістичним чи нейтральним сценарієм залежно від реалізації певних умов.The report's abstract states that the introduction of the legal regime of martial law has caused economic, security, humanitarian and environmental challenges both at the local and global levels. As we can see, the results of the war's impact on the cryptocurrency market are complex and dynamic. At the same time: by the end of 2023, the number of cryptocurrency cards used in Ukraine increased; for consumers in the state during the war, the possibilities of purchasing goods, works and services with cryptocurrency payments are expanding; structural shifts of a stimulating nature relate to the active attraction of funds in cryptocurrency assets by charitable foundations and the state; individual cryptocurrency exchanges made aid payments to Ukrainians. Based on the analysis of the results, it is possible to attribute a high level of cryptocurrency adoption by the population in Ukraine. As a result, the cryptocurrency asset market in wartime in Ukraine can develop according to an optimistic, pessimistic or neutral scenario, depending on the implementation of certain conditions
The problem of legitimization of non-cash payments in cryptocurrency
No full textСтаттю присвячено аналізу відносин із правового забезпечення проведення безготівкових розрахунків у криптовалюті та наданню пропозицій із подолання проблеми їх легітимації актами українського законодавства. Вказано на виправдано обережне ставлення держави протягом тривалого часу до легітимації безготівкових розрахунків у криптовалюті. Зазначено, що дія правового режиму воєнного стану в Україні не є пересторогою щодо активної легітимації криптовалют. Спрогнозовано, що після легітимації криптовалют державний бюджет зможе поповнитися додатковими надходженнями шляхом справляння податків, а завдяки анонімності та незворотності операцій у криптовалюті підвищиться обсяг українського експорту й імпорту, а сторони угод стимулюватимуться до належного, своєчасного та повного виконання своїх зобов’язань за договором. У повоєнний час важливість безготівкових розрахунків у криптовалюті підвищиться.The article aims to analyze the legal framework for cashless payments in cryptocurrency and provide proposals to overcome the problem of their legitimization by acts of Ukrainian legislation. The state's long-standing reluctance to legitimize non-cash payments in cryptocurrency is indicated. The state, represented by the National Bank of Ukraine and other central executive bodies, tried to protect the national currency, the hryvnia. Because of this, the state did not legitimize the circulation of cryptocurrencies. It is summarized that in times of war, the state needs a significant number of various resources. Cryptocurrency is also one of the strategic resources that can be used by the state. Legitimization of cryptocurrency transactions and amendments to the Tax Code of Ukraine will increase revenues to the state budget. It is noted that the legal regime of martial law in Ukraine is not a warning against the active legitimization of cryptocurrencies. It is predicted that after the legitimization of cryptocurrencies, the state budget will be able to replenish itself with additional revenues through tax collection, and thanks to the anonymity and irreversibility of cryptocurrency transactions, the volume of Ukrainian exports and imports will increase, and the parties to the agreements will be encouraged to properly, timely and fully fulfill their contractual obligations. Thanks to anonymity, third parties will not know the subject matter of the agreements, and therefore the structure of the means of waging war may unexpectedly change for the better. The methods of waging war may also unexpectedly improve. It is concluded that in the post-war period and with the restoration and development of the Ukrainian economy, the European economy, and the world economy in general, the importance of noncash payments in cryptocurrency will increase. Therefore, the legitimization of such calculations will be continued in other regulatory acts of Ukraine. The acts mentioned in the article, in particular the Tax Code of Ukraine, will be permanently supplemented
