World War II, more than any other war in history, was characterized by the race between warring nations for development of superior materiel. Never before have such technical advances been made in the course of a war; never before did so many varied items of equipment, from ordinary shoes to the most complicated radar devices become obsolescent in the course of four years; never before were so many and such varied instruments of warfare introduced into battle. American industry superbly met the challenge presented by this unprecedented technological warfare. Despite a previous domestic political situation widely regarded as unfavorable to industrial efficiency, it succeeded in outproducing the industry of any other belligerent. All accomplishments of both Headquarters, Army Ground Forces, and the technical services in development of equipment must be projected against the still greater accomplishment of American industry
