    Purposes: The central purposes of the meeting were to review the situation in Vietnam, to consider ways in which the seven nations might strengthen their efforts to help the people of the Republic of Vietnam to resist communist aggression, to review the prospects for a peaceful settlement of the conflict, and to examine the security situation in Asia. The discussions showed a broad measure of agreement and strengthened the foundation for continuing consultation and cooperation among the seven nations. The Ministers noted that action taken in pursuance of their policies should be in accordance with their respective constitutional processes

    One purpose is, however, to present in general terms the desirability of one possible operation; namely, invasions of the eastern Mediteranean coast in order to secure the land approaches to the Dardanelles and Bosporus so as to permit naval operations in the Black Sea and future landings in the Ukraine and/or the Caucasus. A second purpose is the presentation of a plan for the employment of an armored corps in the exploitation from a beachhead area in the Balkans. The operation is an integral part of the overall plan as outlined in the preceding paragraph. The corps is charged with the mission of exploitation within its zone of action to secure crossings over the Danube River and the capture of the Black Sea ports of Varna and Constanta. A third and final purpose is to determine the feasibility of the employment of major armored units in the Eastern Balkan area. The general mission assigned the XIV Corps in the M-l Operation was to move overwater to Luzon, Philippine Islands, make an amphibious assault and seize beachheads in the Lingayen area, Luzon, and destroy hostile forces encountered. Thereafter the XIV Corps participated in the continued offensive overland to seize the Central Plains – Manila area, complete the destruction of hostile forces, and accomplish the occupation of Luzon. 9 January to 30 June 1945.
